 ROBBERY CASE OF PUSHP VIHAR SOLVED  THREE ROBBERS ARRESTED  ROBBED CELL PHONE AND 2 MOTOR CYCLES USED IN CRIME RECOVERED

With the arrest of three robbers namely Kalu @ Anoop @ Lalit (aged 20 years) r/o I-2 nd/160, Madangir, P.S. Ambedkar Nagar, Ved Prakash @ Vicky (aged 19 years) r/o G-1407, Sangam Vihar and Alok (aged 20 years) r/o 3/1, Sector I, Pushpa Vihar, the staff of PS Saket, South District has solved an attempt to murder-cum-robbery case which took place on the intervening night of 6/7-6-12 in which 4-5 motor cycle borne criminals accosted two brothers at the road side near NBCC Plaza in Pushp Vihar area and stabbed and robbed cell phone of one of them. With their arrest two motor cycles used in crime and robbed cell phone has been recovered.

BRIEF FACTS :

On the night intervening 6/7-6-12, two cousins namely Brijesh (19 years) and Rahul (aged 18 years), both r/o Sangam Vihar, New Delhi were passing through the area of NBCC Plaza in Sector-5, Pushp Vihar around midnight from the food joint in Khirki Village where they are employed. Their bicycle was intercepted by the accused who had come on two motor cycles and snatched their bicycle forcibly. Thereafter, Rahul was dragged to a distance and beaten up. When Brijesh tried to save his brother, accused persons also beaten him and snatched his cell phone and stabbed him with a knife with the intention to murder him and escaped on their motor cycles. In this regard, a case vide FIR No. 177 dated 7.6.12 u/s 307/394 IPC P.S. Saket was registered and investigation was taken up.

INVESTIGATION :

The police team of PS Saket consisting of SI s Vijay Singh, Arvind, ASI Kuldeep, HCs Sukh Lal, Surender, Consts. Ajeet, Bijender, Jitender, Bhagwan Dass and Narender under the supervision of Inspr. D.S. Rathi and Inspr. Rajender Singh, SHO/Saket under the overall supervision of Sh. S. Saravanan, ACP/Hauz Khas was formed to apprehend the accused persons.

During the course of investigation, the team developed sources and collected intelligence about the criminals involved in such criminal activities and operating in South Delhi. The hard work of team bore results when specific information was received regarding the presence of a criminal in Sangam Vihar who had recently stabbed a person in Saket area. Immediately, the team conducted raid and accused Vicky was apprehended from Sangam Vihar area in the evening of 12.6.12. On his disclosure, other accused were also arrested from their respective hideouts. One Pawan r/o Sangam Vihar is still absconding and efforts are being made to arrest him.

INTERROGATION & MODUS OPERANDI:

Sustained interrogation of the accused revealed that accused Ved Prakash @ Vicky is a regular student of Vocational College and is also enrolled in a course of Office Management – Secretarial Practice (morning classes). He is a native of Rajasthan and his father runs a cosmetic shop in Sangam Vihar. He owns a Discover bike on which he, along with his associates used to commit late night-early morning robberies and snatchings in the areas of Pushp Vihar, MB Road, Sangam Vihar etc to meet expenses for their parties, liquor and girl friends.

Accused Alok is pursuing class 12th from Open School and also works in a Motor Cycle Dealers’ show room in Madangir. He is a native of Firozabad and his father runs a shop of AC Plant Pump Operator. On the day of the incidents, he along with his associates, had celebrated his birthday and thereafter, had accompanied them in the commission of the heinous crime. He fell into bad company to meet expenses for his liquor and girl friends.

Accused Kalu assists his father who is a scrap dealer having shop in Madangir. Kalu is a known knifer of Sangam Vihar area. He has earlier remained in Tihar Jail on account of criminal cases registered against him for causing grievous hurt by sharp weapons. He had formed this gang which used to commit late night-early morning robberies as most of the times, such incidents go unreported. All the accused are well versed with the topography of the area and have been committing such crimes for over the past few months.

 A CHEAT INVOLVED IN CHEATING THE INNOCENT PEOPLE ON THE PRETEXT OF PROVIDING BANK LOANS ARRESTED.  DISCRIMINATORY DOCUMENTS AND CASH RS. 13,000/- RECOVERED

With the arrest of cheat Vishal Shera s/o Shankar Lal Sera r/o 248A, Munirka Village, New Delhi, who was involved in cheating the innocent people on the pretext of providing bank loan, the staff of PS Vasant Vihar, South District has recovered discriminatory documents and cheated amount Rs. 13,000/-.

BRIEF FACTS :

Of late several complaints / information had been pouring regarding cheating of people on the pretext of providing loan on low interest. Similarly, a complaint of Sh. Rajpal s/o Bhim Singh R/o D-72, Kusumpur Pahari, New Delhi was received at PS Vasant Vihar, wherein he alleged that one person namely Rajeev who posed himself as financer met him at Deewan Bajaj Auto Showroom and assured him that he will arrange finances to him for purchasing the motor cycle from the bank. On this, the complainant gave him Rs. 23,000/- and 12 blank cheques of Punjab National Bank. Later, he came to know that no financer in the name of Rajeev used to work with Dewan Auto Bajaj Showroom, Adchini and complainant found himself being cheated. In view of the sensitivity of matter and large scale grooming of fraud in which innocent people are being cheated at their hard earned money, a team consisting of SI Sanjeev Lahiri, SI Manoj Yadav Ct Nawal, Ct Prempal and Ct Sandeep was constituted under the leadership of Inspr. Anil Sharma, SHO/Vasant Vihar and overall supervision of ACP/Vasant Vihar to nab the accused persons involved in such criminal activities.

The team did extensive ground work and sources were deployed to develop information about such criminals. The untiring efforts of team yielded results, when complainant spotted the cheater Rajiv at Goverdhan Restaurant. Immediately, the team at the instance of complainant overpowered the accused person. He was identified as Vishal Shera s/o Shanker Lal Shera R/o 248A, Munirka Village, New Delhi. Formal search of accused led to recovery of Rs. 13,000/- cash cheated from the complainant. In this regard, a case vide FIR No. 178/12 dated 12/06/12 u/s 419/420 IPC was registered at PS Vasant Vihar and investigation was taken up. On the instance of accused, 12 cheques provided to him by the complainant and other discriminatory documents were also affected in the case.

INTERROGATION :

On sustained interrogation, it was revealed that accused Vishal Shera is permanent resident of Delhi and has studied upto 11th Standard from a prestigious school in Shalimar Bagh, Delhi. He left his school and started his own Readymade Garment Business and due to heavy losses, he had to close his business. Thereafter, he started transporting students of a school in Rohini to run his livelihood. After that, he started selling of watches under Tehbajari but he faced financial loss in the said business also. In order to overcome from financial losses and to earn fast money, in August 2011, he purchased jewelry worth of Rs 1,26,000/- from a Jewellery Shop at Chankyapuri and for the same he gave fake cheque of Rs. 1,26,000/- and later on he was arrested in case FIR No. 93/11 u/s 420/468/471 IPC at PS Chankyapuri. After released from jail, he started tracking the people who are in need of loan to buy two / four wheelers by representing himself as representative of Bank or Financer. After gaining the confidence of buyer, he used to take around Rs. 10,000/- to 15,000/- on the pretext of processing fee and signed post dated cheques from the victim and then he would escape from the spot. Accused also hoodwinks the people over their mobile phones and for this he used to purchase SIM Cards on fake IDs collected from his previous targeted duped / victims.

The investigation of case is at initial stage, three of the complainants are linked and once the news flashed, there are every possibility of other complaints would also report the incidents.

RECOVERY :

1. Twelve numbers of cheques issued from Punjab National Bank, D-5, Vasant Vihar given by complainant amounting of Rs. 3625/- each. 2. Cash Rs. 13,000/- which were cheated from the complainant. 3. One deposit slip HDFC Bank amount of Rs 2,20,000/- 1. 8 photographs of different persons used for obtaining SIM Cards. 2. Photocopy of PAN Card of accused. 3. Two photocopies of PAN card in the name of Momphy Saha. 4. Two Photographs of Voter ID card of complainant. 5. One Photocopy of Voter ID Card in the name of Rajesh Dua.

A team of office of crime branch led by Insp P.C Khanduri and consisting of SI Ranvir Singh, SI R.Sriniwasan, ASI Chiranji Lal, HC Satender, HC Amit Kumar, HC Bharat Singh, HC Ramswaroop, HC Chandra Prakash and HC Virender under the supervision of Addl. DCP/Crime Bhisham Singh have apprehended a person involved in preparing forged Driving Licenses and Registration Certificates of various states. 25 Forged Driving Licenses, 4 Forged Registration Certificates of various states, 2 forged Voter ID Cards have been recovered. Computer, Scanner, Printers and lamination machines have been recovered. One Stolen Santro Car stolen from the area of Mewat, Haryana has also been seized.

Information was received on 12/06/2012 that a person indulged in preparing forged Driving Licences and Registration Certificates of various states would come at Baba Gang Nath Marg near Munirka Vihar Flats to deliver forged documents to one of his customers. On this information a trap was laid and Mohd. Aslam (aged 42 years) s/o Gajddin r/o Vill. Shalimar, Delhi. Twenty five forged driving licences issued from Transport Authority of Delhi, Gurgaon, Faridabad & Ghaziabad alongwith four forged registration certificates issued from Transport Authority Delhi and two forged voter I-cards were recovered from his possession. A Santro Car recovered from Mohd. Aslam was found to be stolen from PS Punhana Distt. Mewat, Haryana in May 2012. A case under appropriate section of the law was registered at PS Crime Branch.

Mohd. Aslam was subjected to intensive examination. It was revealed that he is originally resident of Village Nangla Budhera, Meerut UP and studied up to 5th standard. He came to Delhi about 10 years ago and started working as Scrap Dealer in Mauj Pur, Delhi. In the year 2011, he came in contact with one Javed r/o Punhana, Distt. Mewat, Haryana involved in supplying of stolen goods. Javed gave him stolen cars for selling it in Delhi. Javed also asked him to arrange forged documents of the stolen cars. Mohd. Aslam, then contacted Naresh, who owns a Computer Shop in Shalimar Bagh, Delhi. Naresh prepared forged Registration Certificates of the stolen cars and gave it to Mohd. Aslam. Mean while Mohd. Aslam also started getting orders for forged Driving licenses and Insurances papers from other clients. Two years back, when Naresh shut down his shop and left the area, Mohd. Aslam hired another computer operator and started preparing forged documents at his residence. He used to get Rs. 1000/- per document from the customers. His customers were from NCR region including Delhi, Sonipat, Gurgaon, Faridabad and Ghaziabad. Till date he might had supplied more than 1000 forged Documents.

Further investigation is in progress.

 A GANG OF FIVE NOTORIOUS ROBBERS/RECEIVER (JAHAR KHURANI GANG) ARRESTED BY CRIME BRANCH.  SEVEN CASES OF THEFT/ROBBERY FROM PASSENGERS BY DRUGGING WORKED OUT.  FOUR MOBILE PHONES, TWO TSRs, ONE GOLD RING, ONE VIP TRAVEL BAG CONTAINING WITH CLOTHES, CASH 261 US$ and 60 CA$ AND 50 TABLETS OF DRUGS (MEDICINES) USED FOR DRUGGING THE PASSENGERS RECOVERED. 

A team of crime branch led by Insp. Richhpal Singh and consisting of SI Karamvir, HC Ajit, HC Sushil, HC Nihal, Ct Bijender, Ct Manoj, Ct. Ajay and Ct. Nitya Nand under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Bhisham Singh have apprehended a gang of five notorious criminals who are involved in committing thefts/robberies of articles from the passengers after drugging them. Four mobile phones, two TSRs, one gold ring, one VIP travel bag containing clothes, cash 261 US$ and 60 CA$ and 50 tablets of drugs (medicines) used for drugging the passengers have been recovered. Seven cases of theft/robbery of Delhi have been worked out.

Information was received on 12/06/2012 by Insp. Richhpal Singh that a gang involved in thefts/robbery of articles from the passengers after drugging them in different areas of Delhi, would be coming near old Delhi Rly Station, Kashmiri Gate side, in TSRs for disposal of stolen articles. On this information, a trap was laid and two TSRs were intercepted. Five persons who were present in the TSRs, were apprehended. They were identified as i) Mansoor Alam (aged 28 years) s/o Mohd. Jaenuddin r/o Paharganj, Delhi and permanent resident of Vil. Bilayati Badi, PO Bharat Pur, PS Sukhari, Distt. Kishan Ganj, Bihar, ii) Mukhtiyar (aged 36 years) s/o Karamat r/o Nand Nagari, Delhi and permanent resident of Vill. Ghegatali, PS Pauwakhali, Distt. Kishan Ganj, Bihar, iii) Abrar @ Kaddu Khan @ Sunny (aged 24 years) s/o Azmuddin @ Mahmud r/o Paharganj, Delhi and permanent resident of Vill. Bhiwani Ganj, PO Dile Gaon, Distt. Kishan Ganj, Bihar, iv) Sabid (aged 26 years) s/o Mohd. Kasim r/o Pahar Ganj, Delhi and permanent resident of Vill. Bilayati Badi, PO Bharat Pur, PS Sukhari, Distt. Kishan Ganj, Bihar and v) Anbir (aged 20 years) s/o Matbul r/o Pahar Ganj, Delhi and permanent resident of Vill. Bilayati Badi, PO Bharat Pur, PS Sukhari, Distt. Kishan Ganj, Bihar. The apprehension of the accused persons has led to working out seven cases of drugging/robbery of police stations of H.N. Din, New Delhi Rly. Station, Lajpat Nagar, Mandir Marg and Kashmere Gate of Delhi.

All the accused persons were subjected to intensive examination. It was revealed that they generally used to travel in the TSRs. In the way, one of them used to offer cold drink laced with sedative to the passengers and when they become unconscious, they robbed them with their articles. The articles recovered from them were stolen from the different passengers after drugging them in the areas of Delhi.

Mansoor Alam and Mukhtiyar disclosed that they with the help of TSR drivers take passengers from different bus stops and Rly stations. They offer the passengers to share the TSR charges among them. On their way, they purchase cold drink/Tea from the shop and offer it to that passenger. They put sedative tablets in his cold drink/Tea and make him un-conscious. After this, they rob his belongings and dump the passenger at a lonely place.

Modus Operandi:

They used the pretext of shared out to lure the passenger for low fare. Their members were already sitting in the TSR. On the way they offered sedative drink to passenger and then steal his/her belongings. Sometime they befriend the gullible passenger at platform and then by way of offering tea, rob the passenger of his/her belongings.

On 21/3/2011, Dr. Upender choudhary (Associate Professor Department of Political Science Aligarh Muslim University), who arrived from Canada reached IGI Airport, New Delhi at about 1:15 AM and left for New Delhi Rly Station (Ajmiri Gate Side) at about 3:00 AM to board the Lucknow bound Satabdi Express for Aligarh which was scheduled to depart at 6:30 AM from platform No. 9, he entered into platform No. 16 and set their for an hour. In the meantime they came and set with him and interacted with him. They brought three cups of tea and offered one to him. After consuming the tea, he became unconscious. When he regains consciousness, he found himself in Lady Harding Hospital, New Delhi and found his articles missing.

On 26/5/2012, Jagan Nath (aged 30 years) s/o Vashudev Singh r/o Distt. Doda, J&K, an employee of Air Force, hired a TSR for New Delhi Rly. Station from Nizamuddin Rly. Station. At that time their associate was already sitting with the driver in the TSR. During the way one of them bought a bottle of cold drink (Fruity) and offered him the drink in a glass. After consuming the cold drink, he became unconscious. When he regains consciousness, he found himself in Air Force Hospital, Race course, New Delhi and found his articles missing.

On 08/02/2012, Mohit Chouhan (aged 23 year) s/o Shri Sansar Chouhan r/o Hamirpur, Himachal, a Constable in BSF, hired a TSR for ISBT Kashmiri gate from Nizamuddin Railways Station. Two of their associates along with the driver were already present in the TSR. In the way one of them bought a bottle of Lemon Juice and offered him the drink in a glass. After consuming the Lemon Juice, he became unconscious. When he regains consciousness, he found himself in Ushman Pur,Delhi and found his articles missing.

Profile

1. Mansoor Alam is illiterate. He came to Delhi and started pulling rickshaw and labouring. Due to shortage of money he came in contact with bad elements and met with Phool Mohd, Siddhu Ram, Abdul Kasim and Mohd. Imtiyaz and started committing petty thefts. In the year 2004, he was arrested by local police of PS Kashmere Gate in a case of drugging. He was convicted in this case for four years. In the year of 2010 he alongwith his associates Sabiid, Sorab & Kaisher were arrested at PS Katihar (GRP) Bihar. He was in judicial custody for 8 months and after release on bail he never attended the court. Since, January, 2011, he is operating in Delhi with his gang. 2. Mukhtiyar is illiterate. He came in contact with bad company and started committing theft etc. He along with his associates Babul and Mujjafar were arrested in a case of drugging by local police of PS Dhaula Kuan/Delhi Cantt. Delhi. He is also previously involved in a case of drugging of PS Jaffarpur Kalan, Delhi.

3. Abrar @ Kaddu Kha @ Sunny is illiterate. On 19/05/2012, he was released on bail in a case of robbery of PS Dhaula Kuan and started committing theft by drugging with his gang members Mansoor, Mukhtiyar, Anbir & Sabid. He is previously involved in 11 cases of Drugging of police stations Shakar Pur, Mandir Marg, Mahendera Prak, Kashmere Gate, Delhi Cantt., South Campus, Bawana of Delhi.

4. Sabid is illiterate. In the year 2009, he came to Delhi and started driving TSR. Later he joined the gang with Mansoor Alam, Mukhityar & Abrar and started committing theft by drugging.

5. Anbir is illiterate. In the year 2008, he came to Delhi and started driving TSR. Later he joined the gang with Mansoor Alam, Mukhityar & Abrar and started committing theft by drugging.

Advisory to the public :

 Take Auto from prepaid booth and note down the TSR Number.  See the license of auto issued by authority.  SMS the auto registration number to your family/relatives.  Not to take any edible thing from stranger/driver.  Avoid shared Auto.  Keep vigil.

 One person arrested for possession of Leopard Skins.  Two uncured skins of leopard (Penthrapardus) recovered.  Leopard skin worth more than Rs. 5/6 Lacs in the International Market.

A team of officers of crime branch led by Inspr. Satyabir Singh and consisting of SI P.C. Yadav, HC Yatender, HC Dinesh, HC Devender, HC Pramod, HC Narender, Ct Yogender, Ct.Vikal Singh, Ct. Yogender, Ct. Ravi, Ct. Amarpal, Ct. Nagender, Ct. Javed, Ct. Naresh, Ct. Devender and Ct. Bijender under the supervision of ACP K.K.Sharma and overall supervision of Addl. DCP/Crime Sanjay Bhatia have arrested a person and have recovered two leopard skins from his possession. The leopard skins are expected to fetch more than Rs. 8/10 Lacs in the market.

Information was received on 12/06/12 by HC Parmod that a person who is dealing in leopard skins would be coming near Shamshan Ghat, Gandhi Nagar, Delhi to sell the leopard skins. Inspector Wild Life was informed about the information and was asked to join the raiding team. On this information a trap was laid and Vimal Kishore (aged 34 years) s/o Kishori Lal r/o Pandav Nagar, Delhi was apprehended. During search of the jute bag which he was carrying, two uncured skin were recovered. The same were identified by Wild Life Inspector as uncured Leopard Skins (Pantherapardus). A case under appropriate sections of Wild Life Act has been registered.

Vimal Kishore was subject to intensive examination. It was revealed that he is graduate from Delhi and working as a Taxi Driver. He keeps on visiting Kumaun region of Uttarakhand as a taxi driver. In Kumaun he came in contact with Mahen r/o Bhikyasain, Distt. Ranikhet, Uttrakhand who is involved in killing of wild animals and selling of their skins. Mahen told Vimal Kishore that these two skins may be sold in lakhs in Delhi. Vimal Kishore fell prey to the greed and brought these two skins. Vimal Kishore wanted to sell theses skins. The cost of these two skins is Approximately Rs. 8/10 Lacs in the International Market.

NOTORIOUS SNATCHER ARRESTED

The staff of Police Station Tilak Nagar, West District has arrested one notorious snatcher namely Jaswinder @ Raja. With his arrest many cases of snatchings, MV thefts and other thefts have been solved and two stolen motorcycles, a snatched mobile phone and a snatched gold chain have been recovered from him. Rest of the recoveries is being affected.

INCIDENT AND OPERATION

There had been an increase in the incidents of snatchings in Delhi especially in West Distt. In one such incident of PS Hari Nagar, two persons had snatched a mobile phone one of them namely Shabby was arrested earlier by the police of PS Hari Nagar. During interrogation, Shabby revealed that one Jaswinder @ Raja, the kingpin of the snatching incidents in West Distt. was the other person involved with him. Since then, Jaswinder @ Raja was on the hot trail of police. All out efforts were being made to trace Raja and analysis of his phone calls was made. It came to notice that Raja used to leave Delhi after every crime but whenever he visits Delhi he commits another crime, he would definitely meet his girl friend in Vishnu Garden, Tilak Nagar. This was of course enough for the police to trap Raja.

On 12.06.2012, a specific information was received that Raja would be visiting Delhi in order to commit another snatching. Immediately a team comprising of HC Vijender, HC Devender, HC Amrit, HC Chandbir, Ct. Resham, Ct. Umesh and Ct. Amit under the supervision of SHO/Tilak Nagar was constituted and a trap was laid on the road leading to the house of his girl friend and at about 10 PM, Raja was intercepted by police when he was coming on a motorcycle bearing No. DL 7S BK 0754. The motorcycle was checked and it was found to have a fake number plate and was actually stolen from the area of PS Tilak Nagar. His personal search led to the recovery of a mobile phone which was snatched by him from a lady travelling in a rickshaw near Ganesh Nagar Chowk, Najafgarh road, Tilak Nagar recently.

On sustained interrogation, Raja has confessed his involvement in 10 cases including four cases of snatching, two cases of MV theft and four cases of theft of automobile parts. Further investigation is in progress.

Staff involved in good work is being rewarded suitably.
