General Summary of Function/Purpose of Position The Individual in this position will serve as the Manager of the Assessment and Local Support Section and will be responsible for all administrative and personnel functions within the section including the Michigan Care Improvement Registry (MCIR), monitoring of school and childcare immunization reporting requirements. Oversight of the MCIR system includes contractual oversight of the day to day operations of the system as well as project management of the ongoing development and maintenance of the MCIR system. This position will also supervise a team of epidemiologists’ analysis, interpretation, and dissemination of data from the Michigan Care Improvement Registry (MCIR) to identify pockets of need, immunization levels by antigen, and conduct other analyses as requested. The section manager is required to monitor activities, identify programmatic gaps and assess needs and barriers to increase immunization coverage levels in Michigan. This position will be actively involved in responding to constituent concerns regarding vaccines, legislative issues, and budget and contract issues as they pertain to this section, the CDC Immunization grant, and various departmental concerns as part of the Immunization management team. This position collaborates with the Office of Public Health Preparedness and other Bureau of Epidemiology divisions on all-hazards planning and implementation.

Page 2 Duty 1 General Summary of Duty 1 15% of Time Immunization Data Surveillance The person fulfilling this role is responsible for providing leadership and supervising epidemiology staff, overseeing data analysis projects using federal, state and local databases. Disseminate the findings and implications of data analysis projects, project evaluation, research, or other activities involving immunization and vaccine-preventable diseases through peer-reviewed publication, professional conferences and seminars, and / or other forums as needed. Collaborate with national organizations to promote and share effective surveillance initiatives from the Division of Immunizations. Individual tasks related to the duty. Supervise a team of epidemiologists’ analysis, interpretation, and dissemination of data from the Michigan Care Improvement Registry (MCIR) to identify pockets of need, immunization levels by antigen, and conduct other analyses as requested. Serve as the project lead on the Centers for Disease Control and Prevention (CDC) Immunization Information System (IIS) Sentinel Site grant and other surveillance initiatives. Disseminate the findings and implications of data analysis projects, project evaluation, research, or other activities involving immunization and vaccine-preventable diseases through peer-reviewed publication, professional conferences and seminars, and / or other forums as needed. Oversight of data analysis for immunization issues from other sources, e.g, Behavioral Risk Factor Surveys, the Schools Immunization Records System, Medicaid databases, etc. Manage the development of Michigan-specific summaries of data in the annual National Immunization Survey. Provide scientific direction and guide project implementation of other organizations interested in using MCIR data for research. Review deliverables/reports by other team members and organizations prior to submission
Duty 2 General Summary of Duty 2 50% of Time The person fulfilling this role is responsible for providing project management, leadership, and supervision of MCIR staff, overseeing the development, implementation and maintenance of technical and regional contracts, drafting, interpreting and following legislative policy , drafting grant applications and reports as needed, and responsible for all reporting requirements based on programmatic and funding requirements. This position is responsible for all program goals that pertain to the technical and management aspects of MCIR that involve healthcare organizations, Health Information Exchanges, Public Health, Organizations, Health Plans, and Schools and Daycares throughout the state. This role also interfaces regularly with the Centers for Disease Control and Prevention (CDC) for guidance on technical, policy, operational and reporting issues.
Individual tasks related to the duty. Monitors MCIR operations and develops performance measures to ensure a high degree of effective service delivery. Liaison with other State entities with current or future integrated functionality with the MCIR database. Oversight and project management of all functions related to MCIR development and enhancement, and the implementation and operation of the system. Analyzes, recommends and/or determines prioritization on enhancements and development based on programmatic priorities. Contributes to, makes recommendations, or establishes program or state level policy and practices related to data security, privacy, and procurement. Develops, leverages, and manages relationships and partnerships with agencies within the federal, state, and local levels of government and the private sector. Identifies and enables use of programmatic data and information to improve organizational processes and performance. Makes recommendations regarding policy and fiscal decisions which affect local agencies, public and private providers, and other state partners. Formulates corrective action on behalf of agency for client, customer, or beneficiary complaints or conflicts.

Oversee development of contracts with outside vendors and MCIR Regions Develop agreement language and budgets; Monitor contractors’ progress based on requirements defined in the agreement; Ensure completion of necessary administrative steps for contract approval at state level; Develop and review Comprehensive contract requirements as they pertain to this section; Ensure collaboration between grant requirements, contractual agreements, and Comprehensive special requirements. Oversee development of contracts with outside vendors related to the MCIR, data information, and immunization field representatives; Ensure operations are managed effectively to meet organizational/agency needs.
Duty 4 General Summary of Duty 4 15% of Time Oversee Vaccine Preventable Disease Staff and the functions of the Perinatal Hepatitis B case management program within the Division of Immunization
Individual tasks related to the duty. Consult with and oversee the day to day operations of the issues related to vaccine preventable diseases in the State. Work with staff in the Division on coordinated activities related to vaccine preventable diseases in the state. Maintain vaccine preventable disease guidance for health care providers and local health departments on the state website. Maintain the operation, recruitment of providers, and the reporting of influenza data as part of the Influenza Sentinel Site Program. Work with partners and staff to assure all Michiganders are informed about the importance of influenza vaccination. Oversee the surveillance and outreach activities of the Perinatal Hepatitis B program to prevent the spread of hepatitis B to infants. Work with CDC and other partners on the implementation of grants related to the Perinatal Hepatitis B program. Monitor birth dose hepatitis B coverage rates in Michigan. Plan all activities related to all vaccine preventable diseases in Michigan

Individual tasks related to the duty. Assure compliance with all laws and regulations related to the reporting of immunizations from schools and childcare centers. Oversee the day to day operation of school and childcare reporting including the functionality built into the MCIR system. Implement programs which will increase compliance with required school and childcare vaccines and reduction of immunization waivers. Analyze and report out on all data related to school and childcare immunization reporting. Collaborate with the Michigan Department of Education and Child Care licensing programs related to childhood immunization reporting. Assure completion of all reports required by the state of Michigan and the CDC related to school and childcare reporting.

23. What are the essential functions of this position? Manage the Assessment and Local Support Section and ensure that objectives and activities described within the CDC Immunization Grant, and state minimum requirements and comprehensive contractual agreements are completed. The combined efforts in this section are directly involved with increasing state immunization coverage levels, managing the MCIR, and minimizing Vaccine Preventable Diseases.

25. What is the function of the work area and how does this position fit into that function? The Division of Immunization works to implement effective strategies and to strengthen partnerships to eliminate vaccine preventable diseases in Michigan. Primary concerns of the division are to increase immunization coverage levels while reducing the levels of vaccine preventable disease among the citizens of Michigan. This is in part accomplished through the use of the MCIR, and with the direct work of immunization field representatives, and collaborative support to local health departments and other health care professionals.
Page 7 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Certified in Project Management (preferred) Masters in Health Informatics or Public Health related field or equivalent Bachelor’s Degree in a health related field with a minimum of 5 years’ experience in public health
EXPERIENCE: Two years of professional experience equivalent in responsibility to the P11 level or one year of experience equivalent in responsibility to the 12 level. Two years of experience in project management with a focus on health informatics preferred.
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to manage multiple tasks with multiple deadlines; Ability to communicate effectively with others both orally and in writing (including experience writing grant applications) and comfortable with presenting and public speaking; Ability to work effectively under pressure; Considerable knowledge of the methods used to plan, develop, and evaluate public health programs including public health informatics; At least a basic understanding of epidemiology and disease control related activities. Extensive knowledge of local health and other community health agencies; Demonstrated extensive knowledge of training and supervisory techniques.
