Request for Expressions of Interest

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project. University of Montenegro (UoM), has received grant for implementation of project: “Improving communication capacities of University of Montenegro” (ICC) (hereinafter referred to as: ”Project”) which is being financed within the HERIC project. University of Montenegro intends to apply part of the proceeds of this grant towards payment for consulting services under the contract for following positions:

1. Redesigning web sites of faculties Ref.no. MNE-HERIC-81180-ICC-CQ-CS-16-3.4

The main objective of this service (“Service”) is to prepare of new graphic design of 21 University units` websites. Faculties’ websites currently faces challenges such as visual incompatibility, complex and poor navigation, mobile incompatibility, outdated design, low functionality and deep site to navigate. The idea is to fix all mentioned challenges in perspective and to create uniform visual identity of the UoM units` websites. Therefore, this activity aims at visual adaptation of main faculties webpages in a way which clearly articulates the belonging to the University of Montenegro.

The expected date of starting the assignment is beginning of October 2016. The planned deadline for completion of the assignment, including preparation of Inception Report and Final Report is 5 (five) months from the day of signing the contract.

The shortlisting criteria are:  At least 3 years of experience in similar assignments;

 Experience in conducting of web design, support, security and administration during last three years (from beginning of 2013 until the application deadline submission);

 The company should have a team of experts that include: Web developer, UX designer, Graphic designer.

The main objective of this service (“Service”) is to adopt next generation platform by translating its web based open platform, as well as other web resources, into a mobile application. Such a mobile application is expected to further enlarge UoM’s presence in public and bring its results, current affairs and achievement instantly not only to students and academic staff but to the general public globally in a friendly and accessible manner. The assignment should be undertaken by the selected consulting company and includes development, testing and creation of fully operable mobile application of the University of Montenegro. The University` mobile application will enable regular informing of students about various aspects of academic life, including events, scholarship possibilities, enrollment etc.

The shortlisting criteria are:  Experience in conducting of web design, mobile platform and application field, during last three years (from beginning of 2013 until the application deadline submission);

 Experience in conducting applications on the market in both Android and Apple OS should be considered as advantage, during last three years (from beginning of 2013 until the application deadline submission);  The company should have a team of experts that include: web and application developer, technology experts and coders, social media experts and mobile platform innovation experts.

The University of Montenegro, through the Technical Service Unit, and HERIC grant officer, invites eligible consultant firms (“the Consultants”) to indicate their interest in providing above services. Interested Consultants must provide information indicating that they have the required qualifications and relevant experience to perform the Services.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Qualification and experience of the consulting firm associated as sub- consultancy will not be considered for evaluation for shortlisting.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Consultants’ Qualifications (CQ) method set out in the Consultant Guidelines. Consultants may submit Expressions of interest for one or both services. If Consultant participates for both positions, Expressions of interest must be submitted separately for each service. Contract with selected consultants will be signed for each service separately. Expressions of interest delivered to the address below by September 12, 2016, 15,00h local time. EOI shall be submitted Via E-mail and must clearly indicate project name, subject number and sender details.
