MISSISSIPPI BUREAU OF NARCOTICS

INSTRUCTIONS TO BIDDERS

1. The Mississippi Bureau of Narcotics wishes to purchase two Toyota Camrys’ (with a trade-in of two vehicles). A list of specifications for the new vehicles and a bid form with a description of the vehicles to be traded is included in this packet for your convenience.

2. If you are not registered as a vendor for the State of Mississippi, please go the following website: www.mmrs.state.ms.us and click on Vendors (on the right-hand side of the webpage under the Help button). On the left side of the page, click on vendor services to register as a supplier for the State of Mississippi. In addition, please review the information under Supplier Training to submit an electronic bid through the State of Mississippi’s Magic System.

3. The vehicles to be traded in may be viewed by appointment on April 19th, 20th or 21st at the Bureau of Narcotics facility, 6090 I-55 Frontage Road South, Byram, MS. Please contact Dallas Allbritton at 601-941-7748 for an appointment.

4. It is the intent of the specifications to obtain a product that will meet the law enforcement needs of the Mississippi Bureau of Narcotics. It is not our intention to discriminate against any manufacturer; however the law enforcement operations of the Bureau of Narcotics are diverse and require a variety of vehicles to implement successfully and safely.

5. All equipment bid shall be of current production and of the latest design and construction.

6. Do not include state taxes in your quotations. The Mississippi Bureau of Narcotics is exempt from state taxes by MS. Code 27-65-105.

7. No bid shall be altered or amended after the specified time for opening bids.

8. The Bureau will, in general, make awards based on the lowest or best bid which meets our specifications. The Bureau reserves the right to waive informalities, in the bids and to reject any or all bids received. It further reserves the right to make awards to the best advantage of the Bureau.

9. Electronic bids will be accepted until 2 p.m. on May 3, 2016. Please note these bids must be submitted electronically by visiting the following website https://portal.magic.ms.gov or https://www.ms.gov/dfa/contract_bid_search/Contract.

10. The Mississippi Bureau of Narcotics shall arrange to accept the vehicles at the successful bidder’s place of business. The vehicles to be traded may be picked-up once the new vehicles have been received. Please contact Dallas Allbritton at 601-941-7748 to make arrangements.

12. If the agency is closed for any reason, including but not limited to : acts of God, strikes, lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods, or other natural disaster “the “Force Majeure Events”), which closure prevents the opening of bids at the advertised date and time, all bids received shall be publicly opened and read aloud on the next business day that the agency shall be open and at the previously advertised time. The new date and time of the bid opening, as determined in accordance with this paragraph, shall not be advertised, and all Vendors, upon submission of a bid proposal, shall be deemed to have knowledge of and shall have agreed to the provisions of this paragraph. Bids shall be received by the agency until the new date and time of the bid opening as set forth herein. The agency shall not be held responsible for the receipt of any bids for which the delivery was attempted and failed due to the closure of the agency as a result of a Force Majeure Event. Each Vendor shall be required to ensure the delivery and receipt of its bid by the agency prior to the new date and time of the bid opening.
