CALL TO ORDER:

Ms. Cho, Chair called the meeting to order at 9:40 a.m.

APPROVAL OF THE MINUTES

Motion(I) was made by Mr. Stephens, seconded by Mr. Ey and unanimously carried to approve the October 28, 2009 meeting minutes.

As the Complaint Committee did not convene the status of the complaints did not change.

The Board unanimously approved 10 applications for reinstatement.

NEW BUSINESS

Correspondence

The Board reviewed a memo, dated November 16, 2009 and signed by Stanley Botts, Commissioner. The Memo reminded the members that there are still vacancies within a few of the boards and recommendations are still welcomed. Also, he asked the sitting members to remain aware of the requirements for serving.

It was noted that Board members are required to complete a financial disclosure form. Several members expressed displeasure with this requirement and questioned if completion of this form is mandatory.

CEU Audit Process

As directed by the Chairperson, this item shall remain on the agenda until it is fully functional. Ms Edwards previously reported that the Information Technology department is still working on the program.

Responsible Control

Advancing technology has created another challenge to the charge of the architect board by way of the Building Information Model (BIM).

Mr. Parker conveyed that the current trend involves providing “background drawings” of the plans to the prospective contractors and suppliers, who in turn, add their own products/services to the drawing, and then return them to the architect.

This situation adds architectural as well as engineering technical inclusions to plans that were not directly supervised by the design professional. Although the architect can make changes to the “background” plans often they are simply electronically fitted in to the master plan.

As the Board sees the need to act on this trend, more information will be needed. NCARB’s Model law does not address this issue and information from other states has not surfaced yet. Mr. Hutchins and Ms Trust will contact these agencies to obtain current information continuing discussions regarding the BIM matter.

There being no further business, motion (II) was made by Mr. Parker, seconded by Mr. Ey and unanimously carried to adjourn the meeting at 10:30 a.m.
