DONALD L. FOWLER FOR HIS 12 DISTINGUISHED CAREER IN PUBLIC SERVICE AND TO 13 CONGRATULATE HIM ON A HALF CENTURY OF 14 TEACHING AT THE UNIVERSITY OF SOUTH CAROLINA. 15 16 Whereas, the South Carolina General Assembly is pleased to learn 17 that Dr. Donald L. Fowler is marking fifty years of teaching at the 18 University of South Carolina (USC) in 2014 as part of a larger 19 career in civic service; and 20 21 Whereas, Dr. Don Fowler has been a force in national Democratic 22 Party politics and an important figure in the overall political life of 23 the State of South Carolina for forty years. An exemplar of civic 24 service and leadership in the broadest and most nonpartisan sense, 25 he has served a wide range of public officials, organizations, and 26 institutions, nationally and internationally; and 27 28 Whereas, the young Don Fowler grew up in Spartanburg working 29 in his father’s drycleaners. He received his bachelor’s degree in 30 psychology from Wofford College, where he played basketball and 31 baseball, and earned his master’s and doctoral degrees in political 32 science at the University of Kentucky. He also served for twenty 33 years in the Army Reserves; and 34 35 Whereas, in 1964, Professor Fowler began teaching at USC, where 36 he continues as an adjunct professor of American politics, this year 37 marking fifty years of teaching service at that institution. His 38 engaging character, unparalleled commitment to academic success, 39 and mentorship are a few of the reasons he receives high marks 40 from students. He also serves on the USC College of Arts and 41 Sciences Board of Visitors; and 42

[1209] 2 1 Whereas, given Dr. Fowler’s national and international reputation, 2 it is no surprise that he has been able to bring to USC leading 3 figures in both print and broadcast journalism. In the fall of 2013, 4 Jeff Zeleny spent the day on campus talking with students in two 5 of Dr. Fowler’s classes. Mr. Zeleny, a former New York Times and 6 Pulitzer Prizewinning reporter, is the senior Washington 7 correspondent for ABC; and 8 9 Whereas, because he is respected for his work across political 10 parties, Don Fowler can claim many devoted fans currently 11 holding office as Republicans. Many of these received their first 12 analyses of politics while taking his courses; and 13 14 Whereas, away from the USC campus, he is the president of 15 Fowler Communications, Inc., a public and governmental relations 16 firm. In the political arena, he served first as chair of the South 17 Carolina Democratic Party from 1971 to 1980. In 1988, he was 18 CEO of the Democratic National Convention, and in 1995 and 19 1996, chair of the Democratic National Committee. In addition, he 20 has served on international bodies that acted as election observers 21 in Costa Rica, Azerbaijan, Bolivia, Kosovo, and Russia; and 22 23 Whereas, an active member of Washington Street United 24 Methodist Church, Dr. Fowler finds strength for his many duties in 25 the support of his family, his wife Carol; his four children; and 26 four grandchildren; and 27 28 Whereas, cognizant that Dr. Fowler has raised the educational 29 experience at the University of South Carolina to new heights, the 30 South Carolina General Assembly takes great pleasure in saluting 31 him on fifty fruitful years of teaching at the University of South 32 Carolina, and the members wish him much continued success in 33 the days ahead. Now, therefore, 34 35 Be it resolved by the Senate, the House of Representatives 36 concurring: 37 38 That the members of the South Carolina General Assembly, by this 39 resolution, honor Dr. Donald L. Fowler for his distinguished career 40 in public service and congratulate him on a half century of 41 teaching at the University of South Carolina. 42
