February Monthly Meeting held on Monday, 13th February 2012, at Kells Civic Offices, Headfort Place, Kells

Presiding: Cllr. B.Collins

Present: Cllrs. B. Curran, S. Drew, C. Ferguson T. Grimes, F. Lynch, B. Reilly, S. Reilly, O. Sweeney.

Also Present: Mr. K. Stewart, Town Manager, Ms. A. Bird, Town Clerk, Mr. S. Carroll, A/Town Engineer, Ms. C. O’Reilly, A/Asst Staff Officer.

Members passed a vote of sympathy with the family of Michelle Gilbert and her son Jack Harton who both lost their lives in a house fire in Navan at the weekend.

A vote of sympathy was also passed with: - John O’Reilly, Clerk of Works Kells Office, on the death of his sister Annette - Family of Michael King, Headfort Park - Padraig Lynch, Chair Meath London Association, on the death of his nephew

Minutes

The minutes of January monthly meeting, held on 16th January 2012, were confirmed on the proposal of Cllr. T. Grimes, seconded by Cllr. C. Ferguson.

Correspondence

. Letter from Fit Teens requesting funding to assist with their participation in the All Ireland Hip Hop Masters to be held in Killarney. Members unanimously agreed to make a contribution of €200 to the Group.

. Letter from 5th Meath Kells Scout Group identifying proposed site for new scouts den. The Manager proposed to refer the letter to Planning regarding suitability and to report back.

. Letter from St. Patrick’s Day Parade Committee requesting the use of the Fair Green. It was unanimously agreed that the Town Engineer would liaise with the Committee.

. Letter from Meath London Association extending an invitation to the Council to send a representative to attend their St. Patrick’s Day Parade. On the proposal of Cllr. T. Grimes, seconded by Cllr. B. Curran, it was unanimously agreed that the Cathaoirleach would represent the Council.

Monthly Reports

The Town Engineer informed Cllr. Grimes that the employment of an additional School Warden could not be justified following the provision of pedestrian lights.

Cllr. Drew raised the concerns of Residents of The Grove in relation to the use of the area for parking. The Town Engineer stated that he was awaiting a report from Planning Enforcement.

The following matters were raised by Cllr. Lynch - height of kerbs at Castle/Cross Street - damage to Meabhs bridge - New pedestrian traffic lights too bright

The Town Engineer stated that he would have a look at reducing the height of the kerbs in question. In relation to the bridge, under the low cost safety improvement scheme it is hoped to provide traffic lights. Public lighting section checked lights and are according to the correct standards.

Cllr. Sweeney requested that the parking bay on the Navan Road be cleaned.

Cllr. Collins - requested that the sequence of pedestrian lights on Bective Street be checked. - thanked staff for work during the visit of the Chinese Ambassador.

Manager’s Orders

There were no Manager’s Orders for consideration.

To receive the Statutory Audit Report and Audited Annual Financial Statement of the Accounts of Kells Town Council for the Financial Year ended 31st December 2010

 The Town Clerk presented the Statutory Audit Report and AFS for 2010 to the members.  The report was proposed by Cllr. T. Grimes, seconded by Cllr S. Drew.

Notice of Motion

Cllr. B. Collins “That this Council shall formally name the road by the Schools/Swimming Pool in honour of the late Jim Brunnock. As a man who had a profound influence on Education in Kells and on so many young people it would be fitting that the school road should bear his name.”

Proposed by Cllr. B. Collins Seconded by Cllr. T. Grimes

Cllr. Collins stated that this was a prominent road in the town and had no name. He stated that the late Mr. Brunnock was part of the teaching profession in the town from the 1950s, promoting teaching and education, and had been Vice-Principal of the CBS.

Any Other Business

Cllr. B. Reilly congratulated Cllr. T. Grimes on the work done during his term as Chair of Meath VEC.

Cllr. Drew asked if a fence, similar to the one at the Cavan Road bus stop, could be provided at open area at O’Growney Terrace.

Cllr. Lynch requested that a letter of thanks be sent to Dads Cycle for Charity for the provision of a seat.

Cllr. S. Reilly raised the issue of signage for Tourist Office. The Manager stated that he would look at some other signage for the building.

Following a query from Cllr Sweeney on the erection of new signage the Town Engineer stated that delays had taken place in the tendering and procurement process.

It was unanimously agreed that a questionnaire would be circulated to all ratepayers requesting their views on proposed free parking initiative.

Cllr. S. Reilly enquired as to what progress had been made in relation to roof of the Town Hall and was informed by the Manager that a final decision had not yet been made by the Council.

Cllr. Collins requested that the NTA be asked to carry out works to embankment at bus stop on Cavan Road.

The Town Manager updated members on progress to date on transfer of lands to the Council on the Moynalty Road.
