Geddes City Council Meeting Monday, January 12, 2015

The monthly meeting of the Geddes City Council was held in the Community Building meeting room. The meeting was called to order by Mayor, Dan Schulte, at 1:00 p.m. with the following council members present: Mike Krietlow, Ray Mushitz, Sharon Ackley Carol Oberbroekling, and Lawrence Jaeger. Also present were approximately 40 students from the Platte/Geddes school, teachers and chaperones, Wayne Blair, Dale Larson and Donna Paulson, Finance Officer. Established changes in the agenda were the city election date, property on Minnesota Avenue and the Community Building furnace and water meters. Ray Mushitz made a motion to approve the December, 2014 minutes. Carol Oberbroekling seconded the motion. Motion carried unanimously. December, 2014 financial reports were presented. A motion was made by Sharon Ackley and seconded by Lawrence Jaeger to approve these reports. Motion carried unanimously. January, 2015 disbursements were presented. Ray Mushitz made a motion to approve the January, 2015 disbursements and Carol Oberbroekling seconded the motion. Motion carried unanimously. He helped Duane Hubers clean up some property on Minnesota Avenue. Got a tire repaired on the pay loader, removed snow, while Rich cleared the alleys and hauled snow off of main street, read water meters, shut farmers water off, dumped garbage cans on main street, hauled snow away from the south side of the Blue Room and bought an engine heater for the pay loader. Pay loader also has a leak in the radiator. Dale was informed that the noon whistle has not been blowing. Old Business: Donna Paulson informed the council that the test file has been sent to Ferguson Water Works in Minnesota for testing. Mike from Ferguson Water Works will be at the city office on 01-29-15 to install the software and training. New Business: Planning and Development District III contacted the city office regarding any updated information on the representative from Geddes. The council asked Sharon Ackley if she would like to continue to be the representative. Sharon agreed. Donna Paulson informed the council that the following council persons would be up for election: Sharon Ackley in Ward 1, Lawrence Jaeger in Ward 2 and Mike Krietlow in Ward 3. The council was informed that the Rib Dinner with Legislators is February 3, 2015 in Pierre, SD. No interest at this time. Mike Krietlow made a motion to set the city election day as the second Tuesday in April, 2015. Carol Oberbroekling seconded the motion. Motion carried unanimously. Approximately 40 second grade students from the Platte Geddes School presented to the council a picture of a raised garden bed and asked if they could put three of these beds in the city park. Each raised garden will allow the elderly to sit on the edge, pull weeds and visit. This project will be a 2nd grade project from year to year. Each year the 2nd graders will replenish the beds and there will be a schedule to take care of them throughout the summer. They will also replenish the flowers around the pond and keep that maintained. Lawrence Jaeger made a motion to allow the 2nd grade class to put three raised gardens in the city park. Sharon Ackley seconded the motion. Motion carried unanimously. The council was informed that the furnace in the front part of the Community Building still is not working and no new water meters have been installed in the Community Building. The council decided to wait until spring to see about installing the new water meters. Mike Krietlow gave an update on what Armour Electric Repair did on the furnace. Mike was informed to contact someone to fix the problem with the furnace. A list of hours that city equipment was used to clean up property on Minnesota Avenue was presented to the council as followed: 20 hours for the pay loader, 3 hours for the skid loader and 2 hours for the maintainer. The pay loader will be billed at $100.00 per hour as previously set by the council. Ray Mushitz made a motion to set the fee for the skid loader at $75.00 per hour and $100.00 per hour for the maintainer. Lawrence Jaeger seconded the motion. Motion carried unanimously. No fee will be charged for the dirt that was hauled in. Donna was instructed to provide Attorney, Tim Whalen, with a total bill, so it can be presented to the court. The council held a discussion on wages for city employees. After discussion, Lawrence Jaeger made a motion to pay Donna Paulson $16.85 per hour, Dale Larson $13.25 per hour and Richard Strehlow $10.20 per hour. Mayor and council pay will remain the same. Ray Mushitz seconded the motion. Motion carried unanimously. Water testing is safe at this time. Mike Krietlow made a motion to adjourn the meeting at 2:01 p.m. Sharon Ackley seconded the motion.
