MINUTES OF THE BRIDLETREE HOMEOWNERS’ ASSOCIATION

32 ND ANNUAL MEETING

19 MARCH 2016

The meeting was called to order at 10:00 am at Fire Station 56, Seabeck Highway, Bremerton, Washington.

PRESENT: Donna Copley, Pete Simpson, Tara and Jim Finney, Craig and Traci Stevens, Jack Nyman, Josh and Shelby Morris, John and Sonya Cannon, Brian and Jennifer Conley, Phil McGaughey, Gerry and Kathie Martinez, Deana Brett, Chantelle Schmidt, Larry Mausolf, David and Elaine Wecker, Earl and Roberta Holman, Mae Chun Lefevre, Bob and Pam Battin, Linda Heath, Mike McNichols, Rick Bartoli and Sonia Rowles.

The President welcomed the members to the meeting and introduced the board He asked the members to introduce themselves.

MINUTES: The minutes of the 31st annual meeting was read with no errors or omissions. It was moved by Gerry Martinez and seconded by Pete Simpson the minutes stand as read. Unanimous

TREASURER: There is a balance of $33,168.24 in our checking account, $30,841.73 in Savings 1 and $20,002.74 in Savings 2 for a total of $84,011.71 in Kitsap Credit Union. The 2015 financial report was distributed and is self- explanatory. It was moved by Pete Simpson and seconded by Sonya Cannon the treasurer’s report be accepted as read. Unanimous.

ELECTIONS: There are two board openings for election for a two-year term. Tara Finney and Sonia Rowles submitted their names and both were elected to the board. Jim Finney and Earl Holman counted the ballots.

BUDGET RATIFICATION: the proposed budget for 2016 was approved by a Unanimous vote and the annual dues remain at $600.00. Jim Finney and Earl Holman counted the ballots.

GATE: Kevin Donohoe has looked into repairing or replacing the locking mechanism on the walk thru gate and has received one estimate of $1,800.00. He is waiting for more estimates to come in. After some discussion, Gerry Martinez asked for a hand count on whether to continue with this. The vote was 13 to 11 to continue looking into replacing the lock. 2

ROADS: 1. Pete Simpson reported that the roads are in pretty good shape. He has kept an eye on several problem areas but no action needs to be taken yet. Pete will sweep the roads about twice a year to keep the edges clear of dirt and debris. The cracks will be sealed this year and will cost approximately $1,800,00 to $2,000.00. The vegetation was trimmed and cut back and Joe Emil pruned and removed some danger trees. No other roadwork is anticipated this year.

2. Jack Nyman asked about the damage on the spur road. It was explained the spur road is not a part of the Bridletree road system and is considered a driveway to the four homes and Seabeck Vista. The crack is located just beyond the Bridletree boundary line and will be the responsibility of Seabeck Vista to repair.

3. Deana Brett asked about the ditches and culverts that are filled with debris. Pete said he will check them out.

TRAILS: 1. Brian Conley reported that the trails are in pretty good shape. There are three wet spots, on the Ramsey, Seton and Heggie trails, and he hopes to spread crushed rock on the problem areas. Keeping tractors off the trail will help too. Brian said there is nothing he can do until the trails dry out a bit.

2. Jack Nyman said he will take care of the trees that have fallen over the trails.

3. Brian Conley said he will rent a chipper from Home Depot on a weekend in May and take care of all the branches on the trail. He asked for volunteers to meet on the 3rd Saturday in May at 9 am at the Cannons property.

BUILDING: 1. Gerry Martinez reported that plans for an out building by the Kulti’s have been approved.

2. There were several pre-approvals for potential property purchases.

3. There were some approved requests for tree removals.

1. Gerry Martinez said if you have a danger tree, remove it but he asks you call him to let him know you have done so.

SOCIAL: Jennifer Conley said there are no firm plans for any social function at this time.

OPEN FORUM: 3

1. Mike McNichols reported that Ken Mahler sent e-mails to the board stressing his concerns regarding the security of Bridletree. Ken’s concerns were itemized and his e-mails were made available to anyone who wished to read them. Mike outlined the steps the board has taken as recommended by our attorney. However, security is not in the scope of the board’s duties. After considerable discussion, the membership agreed that the board has done everything they can to secure our community. Everyone was encouraged to be vigilant and report any trespassers and suspicious people and vehicles to the police. John Cannon suggested that taking photos, if possible, would help.

2. Bob Battin stated that a tree was cut on his property without any notice or permission. He said nobody contacted him about it. Bob was very angry and said nobody has the right to go on his property and questioned the authority of the Board to do so. He also mentioned the trees that were limbed on the Steven’s property without their permission. Mike McNichols said it was a lack of communication and the board agreed with Bob and admitted so at the board meeting that Bob attended with his complaint. Bob also said he has yet to receive an apology from the board although the board did so at the board meeting and agreed he should have been contacted. After considerable discussion by the membership Bob was asked what he needs to resolve this issue. Bob said he wants an acknowledgement that the board cannot take down trees on anyone’s property without permission and said he will not turn his property over to the board to do what they want. Phil McGaughey stated that it was our understanding that the road committee attempted to contact him and apologized again that Bob’s permission was not obtained before the cutting of the tree.. The board will ensure that nothing will be done in future without first contacting the owner. However, the board believes that they are responsible for the 30-foot easement. They have contacted our attorney for an appointment regarding this issue.

3. Bob Battin asked the board what they are doing about the roads. He said a survey has not been done in over 10 years. Mike McNichols said he checked a RC&W that requires us to do a study of a physical and financial survey and we will be discussing this with our attorney as well.

3. Mae Chun Lefevre asked about the water collecting on the side of the road by her property. Pete Simpson said there is a culvert there and he will have a look at it.

4. Deana Brett complained that roaming dogs are a problem again. A notice will be included in the next President’s Quarterly Report.

There being no further business to discuss, the meeting adjourned at l2:05 pm.
