Enrich children's lives; Empower families; Engage our community POLICY COUNCIL MEETING MINUTES Date: October 15, 2015 1:00 p.m. to 3:00 p.m.

1. CALL TO ORDER – Mike Lindsey, Parent & Father Engagement Manager, called the October 2015 Policy Council Meeting to order at 1:00 p.m. He welcomed everyone and introductions were made.

2. ROLL CALL Roll was taken. Representatives in attendance: Ashley McLeod, Malinda Chaffin, Lindsey Rodriguez, Bethany Sherrick, Dawney Simon, Martha Dixon, Rocio Hernandez, Patricia Becerra, Alejandra Beltrán Representatives that were missed: Elizabeth Ben Lanes, Maria Samaniego, Alicia Chavez, Alternates in attendance: Carl Sholdt, Ana Campos, Krista Staton, Tim Braund, Cesar Preciado Alternates that were missed: Sylvia Dominguez, Mayra Castillo Guests: None Staff in attendance: Ashley Williams, Beth Janes, Kelly May, Rosie Flores-Wilfong, Tina Robertson, Tori Prest, Michael Lindsey, Brian Heese A quorum was met.

3. ADDITIONS TO THE AGENDA No additions to the agenda this month.

4. REVIEW PLANNING CYCLE CALENDAR Mike explained that the Planning Cycle Calendar is included in their PC Binder so Policy Council Members can keep track of what has been presented for approval and approved. Brian explained how and what the Planning Cycle Calendar is used for. He then explained what a Federal Review is and how it works.

5. POLICY COUNCIL OFFICER REPORTS *Chairperson’s Report – Mike explained what the Community Development Funds Committee is and how it works. Mike passed around a roster so Policy Council members could sign up to be a part of his committee. The committee decides how monies will be spent. This was known as the Parent Activity Fund monies. ACTION ITEMS** *Election of Policy Council Officers – Patricia Becerra, a past Head Start Parent, was nominated as Policy Council Community Representative #1. Martha Dixon made a motion to approve Patricia as a Policy Council Community Representative #1, Melinda Chaffin seconded; motion carried. Alejandra Beltran was nominated as Policy Council Community Representative #2. Bethany Sherrick made a motion to approve Alejandra as Policy Council Community Representative #2, Martha Dixon seconded; motion carried. Ashley McLeod was nominated as Policy Council Chairperson. Martha Dixon made a motion to approve Ashley as Chairperson, Patricia Becerra seconded; motion carried. Martha Dixon was nominated as Policy Council Vice Chairperson. Bethany Sherrick made a motion to approve Martha as Vice Chairperson, Melinda Chaffin seconded; motion carried. Dawney Simon was nominated as Policy Council Treasurer. Martha Dixon made a motion to approve Dawney as Treasurer, Bethany Sherrick seconded; motion carried.

Melinda Chaffin made a motion to approve Patricia Becerra as Health and Safety Officer, Martha Dixon seconded; motion carried. Melinda Chaffin was nominated as Policy Council Secretary. Martha Dixon made a motion to approve Melinda as Policy Council Secretary, Bethany Sherrick seconded; motion carried. *Approval of Minutes Ashley McLeod requested a motion for approval of September 2015 minutes. Martha Dixon made a motion to approve the September 2015 minutes with corrections, Dawney Simon seconded; motion carried. *2015 Head Start Program Information Report – Brian reviewed this report. This information for our Head Start Program is submitted to the Office of Head Start for their review. The written report is included in your packet for your review also. Dawney Simon made a motion to approve the 2015 Head Start Program Information Report, Bethany Sherrick seconded; motion carried.

*2015 Early Head Start Program Information Report – Brian reviewed this report. This information for our Early Head Start Program is submitted to the Office of Head Start for their review. The written report is included in your packet for your review also. Bethany Sherrick made a motion to approve the 2015 Early Head Start Program Information Report, Dawney Simon seconded; motion carried.

*Enrollment/Attendance Report – No report this month due to new software being installed. Jennifer will report on September, October and November Attendance Reports at the November meeting.

*CACFP Report – Brian explained how the California Adult Children Food Program, CACFP works. Due to the computers being down Paige could not get all the information needed to complete the report. *Chief Fiscal Officer Report – Kelly stated that due to the computers being down she will report on September and October in the November meeting. It is now required that a report on all credit card expenditures be presented each month. She reviewed the Visa Credit Card Statement. Martha Dixon made a motion to approve the Chief fiscal Officer Report, Melinda Chaffin seconded; motion carried. *Closed Session Personnel and Legal Matters – Ashely acquainted the Policy Council Members with what takes place in Closed Session. There was no need for closed session this month.

LOCAL PARENT MEETING REPORTS – INFORMATION ONLY (3 minutes per Center) Bright Horizons Center – Nothing to report. Caterpillar Cottages/Butterfly Bungalow Centers- Corning Center – Rosie reported that they discussed healthy alternatives to candy for Halloween, a recipe for caramel was shared and they reviewed the monthly health topic. Happy Trails Center – Martha reported that 12 parents attended the meeting. They made play dough, discussed how to have and keep healthy teeth. She reminded everyone of the Parent’s Choice Conference on October 30th. It was a good meeting overall. Home Base North – Bethany Sherrick shared that they reviewed the monthly health topics and made handprint trees. Home Base South – Same as Home Base North. Maywood Center – Ana Campos shared that there were 6 families in attendance. They discussed the monthly health topics, healthy snacks for Halloween and how a bell pepper can be an edible dip holder. Rancho Tehama Center - Nothing to Report. Red Bluff Center – They had a demonstration to show what happens when soda and vinegar are mixed together. Song & dance to draw parents. Tadpoles to Toads Center – No report this month. Tehama Center – The meeting was on Tuesday and they had good attendance. They held elections and reviewed the monthly health topics. West Street Center – Ashley McLeod shared that they discussed healthy alternatives to Halloween candy, the monthly health topic.

6. PROGRAM REPORTS

2 Executive Director’s Report: Brian reviewed his director’s report. Head Start State Preschool Director’s Report: Early Head Start Director’s Report: Tori’s written report is included in this packet for your review. Health and Safety Director Report – Immunizations to the state are 99% complete. Parent Engagement/Community Outreach Director Report: Tina is preparing for the Parent’s Choice Conference. Tina’s written report is included for your review. Parent/Fatherhood Engagement Manager Report: Mike is in high gear getting ready for the Parent’s Choice Conference on October 30th at the Red Bluff Community Center. Mikes written report is included for your review. Human Resources Manager Report: Ashley’s written report is included for your review.

7. CORRESPONDENCE – Information Memorandum; Mandated Reporting of Child Abuse and Neglect. Information Memorandum; Supervision and Transitions

8. ANNOUNCEMENTS – Lift Project will be held at the Tehama County Fair Grounds on November 13th, 2015.

9. NEW BUSINESS - No new business this month.

10. ADJOURNMENT – Ashley McLeod officially adjourned the meeting at 3:00 p.m.
