1 Associated Student Government 2 University of Arkansas 3 4 ASG Senate Bill No. 12 5 Author(s): Senator Courtney Brooks, Chair of Senate Jace Motley 6 Sponsor(s): Senator Courtney Brooks, Chair of Senate Jace Motley, Senator Drew 7 Dorsey, Senator Garrett Bethel, Senator Alex Smith, Senator Erin 8 Overman, Senator Natalie Counce, Senator Addison Sowers 9 10 The Voter Information Act of 2016 11 12 Whereas, Voter turnout for ASG elections varies from year to year, but still 13 remains at a very low rate; and 14 15 Whereas, Associated Student Government members have expressed interest 16 in both increasing diversity within the organization and increasing 17 overall voter turnout in ASG elections; and 18 19 Whereas, Some legislation written by ASG Senators this year raised questions 20 about the types of students that do vote, due to interest in 21 expanding the amount of voters in the future; and 22 23 Whereas, There is currently no demographic section of the elections ballots, 24 meaning that ASG is missing key information about the types of 25 students who vote in elections that would allow better outreach in 26 the future to get more students involved; then 27 28 Be it therefore resolved: That beginning in the Fall Semester of 2016, all 29 online ASG elections be prefaced with an 30 anonymous demographic questionnaire, in 31 order to better understand ways to increase 32 involvement on campus and in the 33 organization; and 34 35 Be it further resolved: That these demographic questions should 36 include student type (traditional/non- 37 traditional/international), and the types of 38 RSOs they have membership in, if any 39 (Greek/Governing/International- 40 Cultural/Professional- 41 Academic/Religious/Service-Honorary/Special 42 Interest); and 43

1 44 Be it further resolved: That these demographic questions be prefaced 45 with a clear disclaimer informing the student 46 that any information provided about 47 themselves will be in no way used to compare 48 with their particular vote, and will strictly be 49 used by the Associated Student Government to 50 better understand the voting process; and 51 52 Be it further resolved: That along with the answer choices for each 53 question, there would be a “prefer not to 54 respond” option for students wishing to opt out 55 of that particular question; and 56 57 Be it further resolved: That as stipulated in the disclaimer, no 58 demographic information should ever be used 59 by any persons with access to this information 60 to determine how particular demographics 61 vote in a specific election. This information 62 should never be tied to the selections the 63 students make about candidates, referendums, 64 etc.; and 65 66 Be it further resolved: That any person or persons that would have a 67 current or future electoral advantage as a result 68 of his or her access to this voter data, shall 69 have that privilege immediately revoked, and 70 only reinstated once that electoral advantage 71 has ceased. 72
