At the outset of the Meeting, Cllrs. A. McCabe, S. Cassells and J. Holloway proposed the suspension of Standing Orders to discuss the issue of Protective Notice which was served on employees of Tara Mines.

The Members discussed the matter at length and supported the condemnation of the Protective Notice. Cllr. S. Cassells proposed that the Members write to the management of Tara Mines/Boliden and request that the threat of Protective Notice be withdrawn immediately. This proposal was seconded by Cllr. A. McCabe.

1.0 Confirmation of Minutes

Confirmation of Minutes of the December Monthly Meeting of Navan Town Council held on 4th December at 7pm in the Town Council Chamber, Town Hall, Watergate St, Navan, Co Meath.

The Minutes of the December Monthly Meeting of Navan Town Council held on the 4th December 2012 at 7pm in the Town Council Chamber, Town Hall, Watergate St., Navan, Co Meath were adopted on the proposal of Cllr. F. Deane, seconded by Cllr. C. NiShluain.

S. Cassells asked that the draft minutes be amended with respect to Notice of Motion 9.5 to reflect that he stressed the importance of ensuring that a proper plan for the management and maintenance of the Town Park was put in place.

2.0 Votes of Sympathy

A vote of sympathy was passed by the Members and Executive of Navan Town Council to the McEntee family on the untimely death of Shane McEntee TD Minister of State at the Department of Agriculture, Food and the Marine.

A further vote of sympathy was passed by the Members and Executive of Navan Town Council to the Meleady family following the death of John Meleady, former employee of Navan Town Council.

A vote of sympathy was also passed by the Members and Executive of Navan Town Council to the Halligan family following the death of Patsy Halligan, father of Audrey Norris, Staff Officer.

1. Correspondence and Reports

Residents of Priory, Millbrook, Spire View and Boyne View

The Members received and noted correspondence from the residents of Priory, Millbrook, Spire View and Boyne View Housing Estates with regards to their request for funding to carry out remedial and improvement works on a shared park in the area.

The Members indicated their willingness to meet with the group and to seek clarification on certain issues set out in the letter. In the interim the Members agreed to write to the group advising them of their position and to seek to determine the views of the majority of the owners of the land on whether they wanted this park to remain in private ownership.

The A/Town Manager advised the Members of some of the planning history pertaining to this matter and further advised that even if funding had been ring fenced for the Johnstown area, under the terms of the EU/IMF agreement restrictions were placed on Local Authorities on expenditure of capital funding and also the need to balance budgets.

Local Electoral Area Boundary Commission

The Members received and noted correspondence from the Local Electoral Area Boundary Commission whereby they were invited to submit their views

Down District Council

The Members received and noted correspondence from Down District Council with regards to the future of paediatric cardiac services in Northern Ireland.

Review of Development Contribution Schemes

The Members received and noted correspondence from the Senior Executive Officer in Planning with regards to the review of the Development Contributions Scheme. This will be placed as an item on the February Council meeting.

Monaghan Town Council

The Members received and noted correspondence with regards to a Notice of Motion of the Members of Monaghan Town Council, calling on a minimum jail term for anyone convicted or assaulting or threatening the life of a front- line emergency worker and also to legislate to limit the height of overly tall boundary trees.

Navan Education Centre

The Members received and noted correspondence from Navan Education Centre with regards the presentation given to the Members at the December monthly meeting on the ‘Celebrate Learning Festival’.

On the proposal of Cllr. P.Brennan, seconded by Cllr. F. Deane it was agreed to make a contribution of €2,000 to this festival subject to Navan Town Council receiving proper and due recognition of its role as sponsor and that Navan Education Centre submit a written report to the Town Council in relation to this project.

2. To agree the office name to be given to the new town park. Names that have been suggested by the County Librarian include;

o Nevinstown Park o Ríoch na Mí o Centenary Park o Pairc na nDaoine o The People’s Park o Nangle Park

Or all other names proposed by the Members.

It was agreed by the Members to name the Town Park, Blackwater Park/Páirc na hAbhann Dhuibhe.

This name was proposed by Cllr. J. Reilly and seconded by Cllr. F. Deane.

3. To receive an update in respect of ongoing projects in Navan.

The Members received an update in respect of the various projects being proposed and carried out within the Navan Town Area.

Each of the Members welcomed the report as presented by the Town Clerk which they all felt was a positive reflection on the considerable work programme being carried out by Navan Town Council.

Cllr. S. Cassells raised concerns with the delay in the taking-in-charge process of Oakleigh. The Town Clerk advised that he would endeavour to make contact directly with the developer with a view to advancing the process.

Cllr. J. Reilly requested that the owners of a derelict site/wall on Cornmarket, be requested to carry out improvements to the wall if pavement works were to be carried out in 2013. The Town Engineer advised that consultation would happen with the traders prior to any works being commenced.

4. Update on the proposed Navan Special Speed Limit Bye-laws.

The members received a written report from Richard Donagh, Assistant Engineer, with respect to the proposed Navan Special Speed Limit Bye-Laws, prior to it being brought to the monthly meeting of Meath County Council.

‘What is the present situation regarding the derelict site at Flower Hill and the vacant houses in Abbeylands?’

Response In recent months Meath County Council have reviewed how they process and progress Derelict Sites in the County.

The new team has identified Flower Hill as an area with a number of derelict sites and efforts to address same are underway. I can confirm that in November 2012 inspections have taken place on Flower Hill (the block of houses on the left hand side after the lights are part of that) The properties will be progressed in accordance with the Derelict Sites legalisation.

7.2 Notice of Question – Cllr. J. Holloway

‘In the context of the need to restore and maintain the road pavements within the functional area of Navan Town Council, what is the current status (Taking-in-Charge) of Mill Lane at Flower Hill and Watter’s Lane at Leighsbridge?’

Response

Mill Lane. The road known as Mill Lane, extending approximately 152m from its junction with Flower Hill (R162 or Old Road Number N51) in the townland of Blackcastle Demesne, Navan, Co Meath is a public road.

Watters Lane. The road known as Watters Lane, extending approximately 172m from its junction with Commons Road (L3414-4 or Old Road Number 361) running to the boundary of Meath County Council owned lands in the townland of Commons, Navan, Co. Meath is a public road.

6. Notices of Motion

8.1 Notice of Motion – Cllr. F. Deane

‘That Navan Town Council carry-out a report on the state of the walls at Abbeylands junction (Centra). Repairs were to be carried out last year to this wall. The wall on the Londis side is now crumbling.’

This Notice of Motion was proposed by Cllr. D. Deane and seconded by Cllr. P. Brennan.

8.2 Notice of Motion – Cllr F. Deane

‘Taking into consideration the extension of festive lighting to extra streets throughout Navan resulting in the wonderful atmosphere experienced by shoppers in our town in 2011/2012, I call on Navan Town Council to include provision for a live animal crib on Kennedy Civic Space in December, 2013. This in my opinion would be an additional attraction to increase footfall at Christmas time.’

This Notice of Motion was proposed by Cllrs. F. Deane and seconded by Cllr. A. McCabe.

Cllr. Deane advised the Members that this initiative was by the IFA outside the Mansion House in Dublin and it was a great success.

The Town Engineer advised that he would examine drawings from the IFA model to determine construction and cost issues.

The Members also praised the staff of Navan Town Council on the great work done as part of the Totally Locally Christmas Campaign.

8.3 Notice of Motion – Cllr. J. Holloway

‘Navan Town Council provide public lighting from the entrance at Glenveigh to existing service at Boyne Road.’

This Notice of Motion was proposed by Cllr. J. Holloway and seconded by Cllr. F. Deane.

The Town Engineer advised the Members that this matter had been referred to the Public Lighting Department and he hoped to receive a costing in the near future.

8.4 Notice of Motion – Cllr. J. Holloway

‘In the interest of maximising the use of public transport in Navan, Navan Town Council will engage with Bus Eireann and the National Transport Authority for the purpose of, respectfully; reviewing the timetable of the Navan Town Bus Service, specifically in relation to school transport and

This Notice of Motion was proposed by Cllr. J. Holloway and seconded by Cllr. F. Deane.

The Town Manager advised the Members that this motion had been referred to the Strategic Infrastructure/Sustainable Transport Section and that a transport study was being prepared and would be brought to the Members at a later date.
