Mauldin Police Department Goals and Objectives with Results (FY 2016-2017)

Mission Statement: The Mission of the Mauldin Police Department is to enhance the quality of life in the City of Mauldin by working cooperatively with the community to reduce the fear of crime and the occurrence of crime through joint crime prevention and reduction strategies. While pursuing this mission, we are dedicated to serving our community in an honorable and ethical manner.

Leadership Values: We believe that people want to do the best job possible. When all of us share responsibility for creating a work environment with clear goals, mutual support, and opportunities for continuous development, the Mauldin Police Department can successfully achieve its mission, values, and goals. We realize our full potential in serving our community through teamwork, respect for each other, sharing information, and supporting individual creativity and initiative.

Employeeship Values: We believe in order for our organization to be successful, each member of our department must practice good employeeship. This is accomplished by accepting responsibility for our own performance and actions, taking the initiative to better serve our community, and always remaining loyal to the mission, values, and goals of our organization.

Departmental Goals: The Police Department has identified four goals from which all objectives and strategies are developed. The community livability goals address our mission directly, while the institutional goals address the factors that must be in place to achieve our mission.

Community Livability Goals

1. Reduce Crime and Fear of Crime: Identify and implement approaches for addressing crime and fear of crime that can more effectively reduce both reported and non-reported crime of all types. Giving priority to addressing those crimes and conditions that most directly impact community livability.

2. Empower the Community: Create a more involved, responsible community by building stronger community partnerships, improving customer service, providing more open and responsive communications, and delivering programs that promote involvement in problem solving and crime prevention.

3. Develop and Empower Personnel: Provide training, leadership and division approaches that are consistent with the mission and values of community policing. Strengthen staff skill levels and morale. Make sure staff development is consistent with community characteristics and needs. Ensure work environments that enhance customer service, innovation, personal accountability, and teamwork.

4. Strengthen Planning, Evaluation, and Fiscal Support: Develop planning, evaluation, analysis, and fiscal mechanisms to ensure responsive feedback, practical long range planning, and effective budget and fiscal management.

Community Livability Objectives

1. Reduce Crime and Fear of Crime

1.1 Using Data Driven Approaches to Crime and Traffic Safety (DDACTS), education initiatives, and Public Safety Announcements (PSA’s), the Department will reduce burglaries, below the previous 5 year average.

Results: This objective was accomplished. Burglaries were reduced by 25%.

1.2 Using DDACTS, education initiatives, and PSA’s, the Department will reduce auto breakings below the previous 5 year average.

Results: This objective was not accomplished. Auto Breakings increased by 11%.

1.3 Using DDACTS, education initiatives, and PSA’s, the Department will reduce traffic collisions, below the previous 5 year average.

Results: This objective was not accomplished. Traffic collisions increased 18%.

1.4 Using DDACTS, education initiatives, and PSA’s, the Department will reduce the number of traffic collisions with personal injury, below the previous 5 year average.

Results: This objective was not accomplished. Traffic collisions with personal injuries increased by 27%.

Results: This objective was not accomplished. Alcohol related traffic collisions increased by 31%.

1.6 Using DDACTS, education initiatives, and PSA’s, the Department will reduce traffic fatalities, below the previous 5 year average.

Results: This objective remained the same. There was one traffic collision fatality.

1.7 Using DDACTS, education initiatives, and PSA’s, the Department will strive for no alcohol related traffic fatalities.

Results: This objective was accomplished. There were no alcohol related traffic collision fatalities.

1.8 Using DDACTS, education initiatives, and PSA’s, the Department will reduce the number of alcohol related injury collisions, below the previous 5 year average.

Results: This objective was not accomplished. Alcohol related traffic collision increased by 88%.

1.9 Using DDACTS, education initiatives, and PSA’s, the Department will increase seat belt usage.

Results: This objective was accomplished. Based on traffic survey results, there was a 17% increase in compliance.

1.10 Using DDACTS, education initiatives, and PSA’s, the Department will increase child restraint usage.

Results: It is unknown if this objective was accomplished due to no traffic survey being conducted.

1.11 The Department will conduct at least 12 selective traffic enforcement initiatives at locations where data indicates there are multiple traffic offenses and criminal offenses occurring within an identified geographical area.

Results: This objective was accomplished. Twenty-seven (27) selective enforcement initiatives were conducted.

2016-2017 Goals and Objectives Page 3 of 10 1.12 The Department will continue traffic safety initiatives in an effort to reduce collisions and their impacts.

Results: This objective was accomplished. Fifty-three (53) traffic safety initiatives were conducted.

1.13 The Department will continue traffic safety enforcement for failure to yield right-of-way, following too closely, disregarding sign/signal, improper turn, improper lane change, and other hazardous moving violations in an effort to reduce collisions and their impacts.

Results: This objective was accomplished. There was a 14% increase in hazardous moving citations (tickets/warnings).

1.14 The Department will continue traffic safety enforcement in an effort to reduce alcohol related collisions and their impacts.

Results: This objective was accomplished.

1.15 Using Intelligence Led Policing (ILP), the Department will continue vice and narcotic enforcement activities in an effort to reduce Part 1 crimes.

Results: This objective was not accomplished.

1.16 Using ILP, the Detective Unit will continue gang related crime reduction activities in an effort to reduce Part 1 crimes.

Results: This objective was not accomplished.

1.17 The Department will improve its case clearance rate above the previous 5 year average.

Results: This objective was not accomplished. The clearance rate declined by 1.8% from an average of 49.94% to 48.19%.

1.18 Using DDACTS and ILP, the Department unit will conduct at least 4 Detective led patrol initiatives.

Results: This objective was not accomplished.

1.19 SRO classroom presentations will increase.

Results: This objective was accomplished with 2 additional SROs beginning to give classroom presentations.

2016-2017 Goals and Objectives Page 4 of 10 1.20 Using the SARA problem solving model, the Department will decrease the number of school larcenies below the previous 5 year average.

Results: This objective was not accomplished. School larcenies increased by 9%.

1.21 Conduct security surveys of local businesses and schools to provide them with suggestions on security enhancements.

Results: This objective was accomplished for a few businesses and all of the schools.

2. Empower the Community

2.1 Identify and make contact with active homeowner associations within the City of Mauldin in an effort to build partnerships and exchange information.

Results: This objective was not fully accomplished.

2.2 Utilize the Department’s website, social media, and other forms of media to elicit assistance from the community, to keep the community informed of crime trends, and inform the community of ways to reduce their likelihood of being victimized.

Results: This objective was accomplished.

2.3 Conduct security surveys of local businesses and schools to provide them with suggestions on security enhancements.

Results: This objective was accomplished for a few businesses and all of the schools.

2.4 Conduct at least twenty-four educational presentations for schools, church, business, civic groups, and community groups concerning traffic safety, crime prevention, and law enforcement related topics.

Results: This objective was accomplished.

2.5 Conduct four Detective lead educational presentations for church, business, civic groups and community groups concerning meth labs, protecting their property, and law enforcement related topics.

Results: This objective was accomplished.

Results: This objective was not accomplished.

2.7 Conduct at least four SRO lead educational presentations for church, business, civic groups and community groups concerning school safety, protecting their property, and law enforcement related topics.

Results: This objective was accomplished.

2.8 Require the SRO’s to attend PTSA meetings.

Results: This objective was accomplished.

2.9 Conduct a Girls and Boys Youth Academy.

Results: This objective was accomplished.

2.10 The Department will attend 90 percent of all Chamber of Commerce Business Before and After Hours. 2.11 Conduct at least twelve department tours for community youth groups.

Results: This objective was accomplished by conducting 15 tours.

2.12 Conduct a Citizens Police Academy to provide insight into the police department and form partnerships with community members.

Results: This objective was not accomplished.

2.13 Encourage community members to ride-a-long with patrol officers.

Results: This objective was accomplished.

2.14 Encourage and educate community members to be more security conscious through the use “Victim of Crime” (VOC) forms.

Results: This objective was accomplished.

2.15 Conduct law enforcement education presentations with school faculty members.

Results: This objective was accomplished.

3.1 Actively participate in the 13th Judicial Circuit Law Enforcement Network to enhance traffic safety.

Results: This objective was accomplished.

3.2 Participate in all aspects (enforcement, education, and media) of the Sober or Slammer Campaign activities.

Results: This objective was accomplished.

3.3 Conduct quarterly meetings between the Field Operations Commander and each Squad to discuss Field Operation Issues.

Results: This objective was accomplished.

3.4 Conduct quarterly meetings between the Field Operations Commander and first-line Supervisors.

Results: This objective was accomplished.

3.5 Conduct annual career development sessions with department members as their annual evaluations are reviewed.

Results: This objective was accomplished.

3.6 Conduct quarterly meetings between Detective Sergeant and all unit members to enhance communications.

Results: This objective was not accomplished.

3.7 Conduct monthly meetings between the Detective Sergeant and SRO’s to enhance communications.

Results: This objective was not accomplished.

3.8 Conduct quarterly meetings between the Communications Sergeant and unit members to enhance unit communications.

Results: No meetings have been held with the entire unit at one time, but each team of ECO’s were met with on an at least a monthly basis to relay information and ensure the smooth operation of the unit.

2016-2017 Goals and Objectives Page 7 of 10 3.9 Use the Recruitment/EEO plan as the primary recruitment guide in maintaining a diverse work force that reflects the community.

Results: This objective was partially accomplished. The Department added three Hispanic Officers to the workforce through recruiting efforts.

3.10 Conduct DDACTS training for newly appointed officers.

Results: This objective was accomplished.

3.11 Conduct City Ordinance training for field operations personnel.

Results: This objective was not accomplished.

3.12 Increase scenario based training in patrol tactics, firearms, and less lethal weapons training.

Results: This objective was partially accomplished through in- service training scenarios.

3.13 Conduct customer service training for non-sworn personnel.

Results: This objective was not accomplished.

3.14 Increase TCO training.

Results: This objective was not accomplished.

3.15 Send certified SRO’s to an interview/interrogation course and non-certified SRO’s through the Basic/Advanced SRO certification course.

Results: This objective was partially accomplished. SROs were unable to attend interview/interrogation courses.

3.16 Conduct refresher training for all FTO personnel.

Results: This objective was not accomplished.

3.17 Conduct weekly in-service operational liability training with an emphasis on police legitimacy, procedural justice, and fair and impartial policing.

Results: This objective was accomplished.

4.1 Require each officer assigned to the Traffic/DPU unit to maintain a daily log of activities made during their tour of duty.

Results: This objective was accomplished.

4.2 Collect and report gender and race related traffic stop data on a monthly basis to the SCDPS.

Results: This objective was accomplished.

4.3 Submit the Monthly Enforcement Data Report to the SCDPS, OHS by the 9th of the month for the previous month, quarterly progress reports, and a final report.

Results: This objective was accomplished.

4.4 Comply with all CALEA and State Accreditation mandated standards.

Results: This objective was accomplished.

4.5 Require SRO’s and/or Detectives to attend shift briefings weekly to inform patrol of crime trends.

Results: This objective was accomplished.

4.6 Require Detectives to maintain a log of cases assigned and cleared.

Results: This objective was accomplished. 4.7 Require SRO’s to maintain a log of classes taught, to include the number of students in attendance, and the topic taught.

Results: This objective was accomplished.

4.8 Purchase all capital equipment by the end of the fiscal year.

Results: This objective was accomplished.

4.9 Continue CALEA self-assessment and achieve SCLEA reaccreditation.

Results: This objective was accomplished.

4.10 Ensure the Department does not exceed its fiscal operating budget.

Results: This objective was accomplished.

4.12 Retain 90 percent of those employees who meet or exceeded performance expectations this fiscal year.

Results: This objective was accomplished.

4.14 Apply for one additional traffic safety officer grant position during this fiscal year in an effort to prevent collisions, injuries, and to remove impaired drivers from our roadways.

Results: This objective was accomplished.

4.15 Provide employees with a tentative annual in-service training calendar.

Results: This objective was accomplished.

4.16 Provide Corporals and above with access to Leads-on-Line and SCDMV by October 2016.

Results: This objective was accomplished.

4.17 Begin consolidating annual reports into a single publication and republish a revised long term strategic plan using The President’s Task Force on 21 st Century Policing as a guiding document.
