Roll Call Roll was called by Amy Christensen and a quorum was established.

Let the record reflect that the notice was published in accordance with the open meeting law requirements and published in the Greater Omaha area. A copy of the Nebraska Open Meeting Act is available at this meeting and can also be obtained from the Board staff. No one indicated a conflict of interest pertaining to the items on the agenda. A request for public comment cards was made. No public comment cards were submitted.
Consent Agenda The Consent Agenda consisted of the following: a) Approval of the Minutes of the July 23, 2013 Executive Committee Meeting b) Approval of Closed Session for Executive Director Hiring Discussion c) Approval of Eligible Training Provider Requests Clarkson College Motion was made by Becky Golden and seconded by Liz Cook to approve the Consent Agenda. Expectations and Commitment Wendy Boyer, Board Chair and SVP Community Investment and Advocacy for the Omaha Chamber, went over the Expectation and Commitment form. The Board’s goal is to collectively raise $25,000 and give a minimum donation of $100.00 per member. These forms can be mailed to Donna Knerr at Heartland Workforce Solutions, Inc., 4383 Nicholas St., Suite 301, Omaha, NE 68131, or you may email her to request an invoice at [email protected].
Presentation on the HWS Career Center: American Job Center Justin Dougherty, Director of Workforce Services for Goodwill introduced Regina Bell to the Board as the new manager for the HWS Career Center. Regina previously worked as a Business Outreach Coordinator for the WIA Adult, Dislocated Worker and Youth programs. Justin reviewed the HWS Career Center Metrics that are now in place to ensure that the Center will run effectively and efficiently for both the employers and the job seekers.
Customer Perspective Shirley Carlson, Interim Executive Director for Heartland Workforce Solutions, Inc., presented the WIA Performance Dashboard. Shirley reported on the areas in PY12 where Goodwill met their goals and the areas that they did not, and noted that for PY13, performance is ahead of where it was last year at this time. Shirley also announced that they will have speakers coming to both the Performance Committee meetings and the Youth Council meetings. Jessica McCormick, VP Work Strategy for NMC, Inc., reported that NMC has partnered with Central Community College to give scholarships to applicants in exchange for a two year contract to work as a diesel technician for the company. With an expected 15% growth in need for diesel mechanics, this will help ensure that they have a steady supply of diesel technicians entering the workforce.
Financial Perspective Rod Anderson, CPA for Masimore, Magnuson, & Associates, PC, announced that Michael Phillips is no longer with Heartland Workforce Solutions, and introduced J. Michael “Mick” Connolly as the new Interim Chief Financial Officer (CFO). The new Executive Director will hire a permanent CFO once she/he is in place. The Finance Committee met on August 20th at Rod’s office. Discussion points were the CFO transition, engagement for audit, State audit, and renewal of subleases. Mick Connolly said his focus right now is the funding stream from the State, and then he presented the bank balances, and upcoming payables.
2 Wendy Boyer said that the Foundations are committed to helping HWS. The commitments are Sherwood Foundation $130,000, Lozier $100,000, William and Ruth Scott $50,000, and $50,000 from the Greater Omaha Chamber of Commerce (will be available in January 2014).
Internal Processes Perspective Shirley Carlson reported that the State Performance Standards negotiation is complete and are noted on the Dashboard. The same process for negotiations will be used next year, and we were pleased with the outcome. The Youth Council continues to meet. Goodwill will meet with the Omaha Public School representatives to work on a video for the Youth program as things settle down at the start of this school year. The Youth Council is also planning to work with OPS on their career fair for middle school students. The next Youth Council meeting is on August 27th at 7:30 at the Goodwill office in Benson Park Plaza. Justin Dougherty shared two client success stories with the Board. On the HWS Career Center, Shirley shared that they averaged 156 visits a day at the Center. She also gave an update on the Men’s Wearhouse suit drive and said it concluded at the end of July. The Career Center has been able to give out over eighty-three suits to job seekers. The HWS Career Center said good- bye to the Summer VISTA’s 8-9-13. They left behind some great curriculum that can be used to teach future workshops, and with the Summer VISTA’s tutoring assistance, one participant has already received his GED and 6 more are waiting to finish their testing! Two new partners will soon be joining the Career Center; Nebraska’s Children and Families Foundation’s Project Everlast will be moving in on September 1st and Impact One Community Connections will move in on October 1st. Shirley Carlson reported that the State Monitor’s official resolution of the Youth Program Corrective Action was received. They will continue to review this locally. The Adult review had no corrective action and is completed, and the Federal Monitor did a review at the HWS Career Center of the Migrant Seasonal Farmworker program. He was impressed with the Center and said a report should go to the State within 60 days. The State monitor will conduct a Fiscal review on August 28, 2013 at the Nicholas Street office. Chris Rodgers, Director of Community and Government Relations for Creighton University and a Douglas County Commissioner, reported that he had heard at the Performance Committee that there may be further sequestration cuts beginning in October. Chris asked how we would handle that. Tom Warren proposed that we take action now by writing a formal letter to our Congressional representatives to express our sentiments on behalf of Heartland Workforce Solutions.
Motion was made by Chris Rodgers and seconded by Tom Warren to approve the writing of a letter on behalf of HWS. A roll call vote was taken.
