7. Public hearing and consideration of proposed Flood Damage Prevention Ordinance – Mark Locklear, Manager of Planning Services Public hearing was held. Board adopted Flood Damage Prevention Ordinance.

Added items: - Board adopted a resolution revising agency determination area of the Administrative Plan for the Section 8 Housing Program. - Board adopted a resolution to adopt a revised utility allowance schedule for the Section 8 Housing Program.

8. Request for additional funding to complete Central Carolina Community College building project – Neil Emory, County Manager Board approved $152,380.00 match for a CCCC grant to begin construction at Western Harnett Campus. The funding is contingent upon receipt of grant funds.

9. Request from the Town of Coats regarding solid waste tipping fees – Neil Emory Board authorized waiver of 50% of the fees for waste being disposed of in the C&D landfill as the result of enforcement of a municipal ordinance regarding demolition of abandoned homes and buildings. This policy will apply to all towns in Harnett County.

10. County Manager’s Report – Neil Emory, County Manager - Base Relocation And Closing (BRAC) Fair recently held in Atlanta. It was very successful, and included participation by Harnett County representatives.

- Board standardized amount paid to fire departments to offset costs for EMS units being based at their facilities. The County will pay $400.00 per month to the following departments: Flat Branch, Angier, Spout Springs, and Northwest.
