Background and Content The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Republic of Liberia, acting through its Government (the “Government” ) executed a Millennium Challenge Compact on October 2, 2015 (“the Compact”) that sets forth the terms and conditions upon which the MCC will provide funding not exceeding Two Hundred and Fifty Seven Million Seven Hundred and Twenty Six Thousand United States Dollars (US$257,726,000) to the Government (“MCC Funding”) for the Millennium Challenge Account program assistance to advance economic growth and reduce poverty in Liberia.

The Compact seeks to address two binding constraints to economic growth in Liberia: lack of access to reliable and affordable electricity and inadequate road infrastructure. To address that, the Compact includes funding for the rehabilitation of the Mt. Coffee hydroelectric Plant, development of a training center for technicians in the electricity sector, support for the creation of an independent energy sector regulator and support for the development of a nationwide road maintenance framework. The project will be implemented by Millennium Challenge Account Liberia (MCA-Liberia).

ENERGY PROJECT TECHNICAL ASSISTANCE MANAGER Reports to: Energy Project Director

To ensure timely and efficient implementation of the Energy Project (the Project), the Energy Project Technical Assistance Manager will support the Energy Project Director in overseeing the energy activities set forth in the Compact and manage communications around their development, implementation and completion.

The activities of the Energy Project are the LEC Training Center Activity and the Capacity Building and Sector Reform Activity. • L EC T r a in i ng C e n t e r A c t i vi t y - The proposed LEC training center and technical and vocational education training centers (TVETs) (namely, the Booker T. Washington Institute and the Monrovia Vocational Training Center) will form the core base for training of technicians in the electricity sector. The training center will provide four areas of core training: (i) linesmen, (ii) electrical, (iii) mechanical and (iv) hydroelectric plant operation and maintenance. The proposed training center will also provide training facilities for the commercial, administrative and financial staff of the company as well as provide occasional specialized training seminars. • C a p ac i t y B ui l ding a nd S ec tor R e fo r m A c t i vi t y - The Capacity Building and Sector Reform Activity aims to provide support to the key institutions responsible for policy making, investment planning, asset management, and environmental and social oversight – namely the Ministry of Lands Mines & Energy (MLME), Liberia Electricity Corporation (LEC) and the Environmental Protection Agency (EPA). With considerable donor financing secured for new transmission, distribution and generation infrastructure as well as residential and commercial connections, the proposed activity and its components have been developed to complement support programmed by sector stakeholders. These components include: o support for the standing up of an independent regulatory authority for the electricity sector, o support for the EPA, o supportive studies to the electricity sector, o strengthen gender, social and environment cell and their planning capacity within MLME and LEC, and scaling up productive uses of electricity and income of youth and women owned Small and Medium Enterprises (SMEs) for reducing fragility.

Responsibilities

• Support the Energy Project Director and relevant line ministries in efforts related to the implementation of reform activities, including sector policy reforms, support for the financial and operational improvements to LEC. This may involve writing background documents, analytical briefs, policy notes and updates; compiling and evaluating data; identifying and assessing economic, social and political trends; analyzing the potential impact of various reforms, and participating in sector stakeholders’ meetings when required. • In coordination with other MCA-Liberia Directors (most notably the Private Sector Development Director, Environmental and Social Protection Director, and Gender and Social Impact Director), prepare a detailed implementation plan for the various Energy Project activities under multiple components, including identifying resource requirements, bottlenecks, risks and mitigation strategies. • Assist the other MCA-Liberia Directors with the management of implementation by consultants and Government affiliates. • Support the other MCA-Liberia Directors with the development of terms of reference (TORs) or statements of work (SOWs), evaluation of bids and selection of service providers, and management of contracts for consulting services related to the reform activities. • Support the other MCA-Liberia Directors with the review of submissions from consultants or contractors, including work plans, timelines, and especially substantive deliverables.

Exp erience an d Qu alif ications :

• Master’s degree in a technical field related to energy and/or power systems with 10 years of relevant professional experience with demonstrated capacity to deliver results is required. • A Bachelor’s degree in energy and/or power systems or related field with 2 years of additional relevant professional experience may be considered in lieu of the Master’s degree. • Membership in a recognized professional association/institution is desirable. • Familiarity and knowledge of Government of Liberia processes and organizational dynamics. • Proven ability to support the Energy Project Director on matters pertaining to the reform aspects of the compact and institutional development aspects associated with LEC, MLME, LERC and EPA activities; and the development and implantation of technical and vocational education training centers. • Experience in electrical system engineering tools, models or databases is a plus. • Experience in energy institutional and policy development and reform, working with government agencies and stakeholders is desirable. • Ability to perform with professionalism, integrity, good judgment, commitment, and flexibility to work, as may be necessary, outside normal work hours to meet needs of the position. • Ability to work with multidisciplinary teams and institutions. • Knowledge and capacity to manage project documentation to professional and accurate standards. • Computer literacy in the use of MS Office (required) and MS Project (desirable). • Excellent written and verbal communication skills in English.
