RESULTS Release 2.1 Communique

RESULTS release 2.1 is scheduled for October 21, 2005. This release is an interim release that will assist with various systems errors and the ability to correct and differentiate between minor and major amendments on-line. The following document highlights the key items, organized by two main categories: business or function by module.

Please note that work is underway on RESULT 3.0 which will include any substantive new business requirements that has been identified and is scheduled for March 31, 2006.

Business Changes:

1. Openings with status of APP (Approved) can be corrected by MoFR staff and now with this release by licensees.

2. Licensees who have Update or Declaration Status can use the Correction button in RESULTS.

1 and 2 enables additions and modifications to stocking standards when there are errors found. Currently, licensees cannot update stocking standards without having to go through an amendment process, which is not applicable in some cases where there is data omission or data error in RESULTS. Essentially, this will allow licensees to correct the RESULTS database so that it accurately reflects the most recent paper-based, approved silviculture prescriptions, as well as modifying the site plan stocking standards stored in RESULTS that apply to an opening to accurately reflect the approved Forest Development Plan stocking standards. In addition, this will also enable those who are involved with fire mapping to add/modify information pertaining to newly created openings or existing openings that are not under basic silviculture obligations. Note that milestone due dates will be recalculated if any of the regeneration, early or free growing offsets years are changed in stocking standards screen.

All corrections will be tracked with the auditing function and can be viewed via the History button.

3. Enabling opening category to be changed in an opening inquiry screen for those who have Approve or System Admin roles.

The system will default the opening category based on the tenure type (file type) and/or small business indicator in FTA. However, this enhancement will provide the ability to change the opening category if this is not consistent to the current designation of the opening. 4. Amendment Request button is removed and changed to differentiate between a Major or Minor Amendment Requests.

Major Amendment will still require MoFR approval and sets the opening status to AMD upon initiation. Status will change to SUB when submitted and if approved, changes back to APP status. If the amendment is rejected, then the opening reverts back to AMD and the licensee can either modify existing amendment and resubmit, or delete and start over.

Minor amendment will enable the opening status to remain as APP. Note that all major and minor amendments will be tracked via auditing function and can be viewed via History button.

Minor amendments must be reported to the Ministry in a reasonable period of time, and must not materially affect ability to achieve the objectives or results specified in the plan or prescription. This includes: changes to the area of the cutblock, changes to the location of the cutblock as a result of better traverse information, change in harvesting method from ground to cable or aerial, change in silviculture system from clearcut to partial cut, etc. The specifics details for minor amendments can be found in the Forest Practices Code of British Columbia Act, Section 42.1, and the Operational and Site Planning Regulation (under FPC) Section 7.1.

Major amendments require Approval from the Ministry. The Major Amendment button should be used when requesting amendments for:

 Changes to stocking standards which were previously approved by the Ministry, and are contained in a paper-based silviculture prescription;

 An amendment for an individual opening where the applicable or assigned FDP stocking standards need to be amended for that opening for a specific reason;

 A new stocking standard (which has been approved by the Ministry and is part of FSP) be assigned to an existing silviculture prescription or site plan to replace the stocking standards contained in the prescription or plan – Note this is only applicable if the DM has signed off new applicable FSP stocking standards under FRPA section 197 (4).

4. Edit checks to ensure that a reported or planned treatment area cannot exceed opening gross area. This is a correction as it compared against the NAR.

5. Edit checks to ensure that the funding source code is mandatory upon submission of a completed silviculture activity.

Funding source code is a main driver of Ministry of Forest and Range’s Service Plan reporting. RESULTS is also being used to assist in planning of different program areas including NRFL’s, Forest For Tomorrow, Forest Investment Account activities. The funding source is mandatory in order to arrive at site-based activity estimates for business plans.

6. Block Search feature to search only on the requested block status.

7. Ability to add, save and delete SU on Stocking Standards Correction, Minor Amendment and Approved Variation Screens (311) & Stocking Standards Amendment Request (312) Screen.

Note that you can only view stocking standard in Stocking Standards Screen (310). Please note that Standard Unit must be saved successfully before layer information can be added.

8. Addition of a print option on Amendment Request (312) that allows the screen to be printed on one page.

9. For the Opening Tenure Search Screen (SIL56) provide option to search for “Update” for Date Type.

10. In the Activity Screen (S317), provide valid code combinations of Silviculture Activity Codes.

11. Improve audit tracking to ensure that records for standards ID match standards name and objectives.

12. Correction in code assignment of record when record is being updated is flagged as updated (UPD) vs. E-Submissions (ES).

13. Enhancements to Audit component - improve function and stability table that previously caused system errors

14. Inbox Maintenance  Remove duplicate rows on search results  Empty email upon approving an amendment  Making entry of district org unit optional when opening ID is provided

15. Emailing delivery system will provide confirmation to sender when it failed.

16. Enhancements to Help  Assist with on-line s.108 application process  Better use of definitions in the Help Screen

17. When session has expired, action afterwards will not be accepted unless session is reinitiated.

18. Ability for “bceid” account holders to update information for pre-87 information on-line.

This is to allow for scheduling and reporting of forest cover survey and to allow for the scheduling and reporting of silviculture activity for specific funding opportunities (eg. FIA, Forest For Tomorrow).
