Approval of Supplemental Agenda Moved by Mike Pavlik that the Board approve the supplemental agenda as presented: Seconded by Paul Bucich. Motion unanimously carried. Approval of Minutes Moved by Paul Bucich that the Board approve the minutes of the Regular March 14 Board meeting and March 27 Special Board meeting as presented: Seconded by Casey Chamberlain. Motion unanimously carried. Consent Items Moved by Mike Pavlik that the Board approve the consent items on the regular and supplemental agendas: Seconded by Casey Chamberlain. Motion unanimously carried.

Roll of Honor Board President Richard Hendricks recognized the Bonney Lake High School FCCLA (Family, Career and Community Leaders of America) chapter for their success at the state convention. A summary is attached. b. School Insight: Mountain View Middle Mountain View Middle School Applied Communications Teacher Karen Black introduced students Ryan Sadler, Avery Sonner-Zabotel, Colby Glivar, Tristan Glivar, Lindsay O'Brien, Evan Higgins, and Gavin McCulley, who presented examples of their CAD and video game design work.

Sarah Briehl, Career & College Readiness Director, was thanked for her encouragement and support of the District’s integrated STEM (science, technology, engineering, mathematics) curriculum.

Meeting Recessed: 6:18 p.m. Meeting Reconvened: 6:26 p.m. Reports a. Student Achievement Report: Common Core Standards Teaching & Learning Executive Director Erin LaVerdiere outlined the progress the District has made in the transition to the Common Core State Standards in both English/language Arts and mathematics. She reported on the work being done this year and the work planned for next year as the District prepares for a full transition in the 2014-2015 school year. b. TPEP (Teacher/Principal Evaluation Pilot) Teaching & Learning Director John Hellwich gave an update on new Teacher and Principal Evaluation Program/Pilot legislation, its impact on the Sumner School District, and the plan for preparing for the transition from our current system to the new one. He also gave an overview of revisions to the legislation that have occurred in the current session and steps the District has taken to begin the transition process. c. Proposed Closure of McAlder Facility Communications Director Ann Cook presented a summary of the effects of the proposed school closure, which was developed by staff and reviewed by the District's Facilities Planning Committee. Two public hearings are scheduled on April 25 and May 23. d. Asset Preservation Program Report Facilities Director Mark Baumgarten reported on the condition of Bonney Lake High School and Mountain View Middle School in accordance with the requirements of the Asset Preservation Program, which ensures proper maintenance, accountability and reporting to receive future state- matching funds. e. Capital Projects Budget Update Business Services Executive Director Debbie Campbell provided an update on Capital Project expenditures identified for the remainder of the 2011-2012 school year and the process for building the Capital Project budget for the 2012-2013 school year. She also spoke about the 2011-2013 Energy Operational Cost Saving Grant for over $800K that the District was recently awarded by OSPI.

Board Minutes April 4, 2012 Page 4 of 6 Audience Comments Community member Harold Rosengard told the Board it is great to swim at the Sumner pool with follow community members. He commended Diana Ekstrom for her efficient management of the pool and for keeping the facility clean. Bonney Lake High School parents Chris Mayer, Karen Brown, Tria Combs, and David Coutts, along with football players Travis Mayer, Robert Combs, and Logan Coutts spoke on behalf of many who attended the meeting regarding the situation with football coach Barrett. They expressed their frustration at the lack of communication, the lack of follow up, and concerns about the atmosphere at the school. Board members Mike Pavlik and Sherm Voiles told them that they understood their frustration, acknowledged it was a heartbreaking situation, and assured them they would do everything they could to ensure the players needs were met. Superintendent Comments Craig spoke about Candidate Day held on Saturday, March 31, which the District hosted for recruiting highly qualified and high performing educators. During the day candidates learned about our community and the Sumner School District’s commitment to helping all children be successful. Board Member Comments Casey Chamberlain recommended that the Board schedule several more study sessions to continue with Board development. It was agreed more would be scheduled. Richard Hendricks reported that he received only good recommendations and positive responses when he called references for Superintendent Search Consultant Lee Goeke. It was agreed to move forward to negotiate a contract with Lee. Unfinished Business a. Student Policy Section 3000 – Second Reading Moved by Casey Chamberlain that the Board approve revised Student Policy Section 3000, as presented: Seconded by Paul Bucich. Motion unanimously carried. b. Staff Use of Social Media Policy – Second Reading Moved by Paul Bucich that the Board approve the new Policy 5254, as presented: Seconded by Casey Chamberlain. Motion unanimously carried. c. Graduation Requirements – Second Reading Moved by Mike Pavlik that the Board approve revised graduation requirements for the class of 2016, as presented: Seconded by Sherm Voiles. Motion unanimously carried.

New Business a. New Student Policy 3000 – First Reading Communications Director Ann Cook presented three additional policies recommended by counsel during legal review of the 3000 Policy section for first reading.  Policy 3144: Release of Information Concerning Student Sexual and Kidnapping Offenders  Policy 3220: Freedom of Expression  Policy 3223: Freedom of Assembly

Land Purchase Agreement: Donald Eismann Elementary Attorney Mary Urback presented a resolution authorizing the Superintendent to amendment the agreement relating to the land purchase of Donald Eismann Elementary School property for prepayment of the balance of the purchase price at a substantial discount.

Moved by Sherm Voiles that the Board approve Resolution No. 11/11-12: amendment and termination of the School Mitigation Agreement, as presented: Seconded by Mike Pavlik. Motion unanimously carried. c. Final Acceptance: Bonney Lake High Additions Facilities Director Mark Baumgarten presented a recommendation for final acceptance of the Bonney Lake High additions made by Erickson McGovern.

Moved by Paul Bucich that the Board approve final acceptance of the Bonney Lake High School additions: Seconded by Casey Chamberlain. Motion unanimously carried. d. Change Order #9: Bonney Lake Elementary Moved by Casey Chamberlain that the Board approve Change Order #9: Bonney Lake Elementary: Seconded, with a correction, by Paul Bucich – that the total amount of change order be changed to reflect the correct total of $65,320.89. Motion unanimously carried. d. Warrant Approval Moved by Mike Pavlik that the Board approve the warrants as certified by the auditing officer: Seconded by Casey Chamberlain. Motion unanimously carried.

Budget Status Report The budget status report March was included for Board information. Meeting Recessed for Executive Session: 8:28 p.m. President Richard Hendricks announced that Sumner School District Board of Directors would hold an executive session for the purpose of discussing collective bargaining and a personnel matter. He anticipated that the Executive Session would last approximately 30 minutes. Board action was anticipated following the session. Meeting Reconvened: 8:55 p.m. Moved by Mike Pavlik to direct Superintendent Spencer to execute a resignation agreement between the District and Chad Barrett, from both the head football coach position and physical education teacher position at Bonney Lake High School: Seconded by Casey Chamberlain. Motion passed 4 to 1 (Sherm Voiles opposed). Meeting Adjourned: 8:59 p.m.
