MINUTES OF THE CITY COMMISSION OF THE CITY OF PAMPA, TEXAS REGULAR MEETING MONDAY, SEPTEMBER 25, 2017

CALL TO ORDER: Mayor Brad Pingel at 5:30 p.m.

RECOGNITION:

 Citation of Merit to Captain Robert Griffin – Greg Lee, Fire Chief

Chief Lee awarded Captain Robert Griffin the Citation of Merit for crafting a 144 square foot Bunker Cabinet to house gear and other equipment for protection from carcinogens that exist in diesel exhaust. The solution that Captain Griffin came up with to safeguard the fire departments Personal Protective Equipment will serve the department for many years.

1. Consider approving the minutes of the September 11, 2017 Public Hearing/Regular City Commission Meeting as presented.

A motion was made by Commissioner Dixon and Seconded by Commissioner Winton to approve the minutes of the September 11, 2017 Public Hearing/Regular City Commission Meeting as presented, with each Commission Member voting AYE, the motion carried. 17-124

2. Excuse the absence of Commissioner Karen McLain from the September 11, 2017 Public Hearing/Regular City Commission Meeting.

A motion was made by Commissioner Porter and Seconded by Commissioner Winton to excuse the absence of Commissioner Karen McLain from the September 11, 2017 Public Hearing/ Regular City Commission Meeting, with each Commission Member voting AYE, the motion carried.

3. Consider adopting on second and final reading Ordinance No. 1680, an Ordinance of the City of Pampa setting a tax rate of $0.677000 per $100.00 valuation on taxable property for the 2017-2018 fiscal year and levying an Ad Valorem Tax Rate on all property subject to taxation within the corporate limits of the City of Pampa.

ORDINANCE NO. 1680

AN ORDINANCE SETTING A TAX RATE OF $0.677000 ON EACH $100.00 VALUATION OF PROPERTY AND LEVYING AD VALOREM TAXES FOR USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF PAMPA FOR THE FISCAL YEAR OF 2017-2018; PROVIDING FOR APPORTIONING OF EACH LEVY FOR SPECIFIC PURPOSES; PROVIDING WHEN TAXES SHALL BECOME DUE AND WHEN SUCH TAXES SHALL BECOME DELINQUENT IF NOT PAID AND FOR PENALTY AND INTEREST; PROVIDING FOR SAVINGS AND SEVERABILITY CLAUSES; PROVIDING FOR AN EFFECTIVE DATE; AND PROVIDING FOR PUBLICATION OF THE CAPTION HEREOF.

A motion was made by Commissioner Winton and Seconded by Commissioner Dixon to adopt on second and final reading Ordinance No. 1680, an Ordinance of the City of Pampa setting a tax rate of $0.677000 for $100.00 valuation on taxable property for the 2017-2018 fiscal year and levying an Ad Valorem Tax Rate on all property subject to taxation within the corporate limits of the City of Pampa, with Mayor Pingel and Commissioners Winton, Porter, Dixon and McLain voting AYE the motion carried.

4. Consider approving the List of Disbursements dated August 2017.

A motion was made by Commissioner McLain and Seconded by Commissioner Porter to approve the List of Disbursements dated August 2017, with total disbursements being $1,778,542.50, and the amount after balance sheet and income accounts being $1,021,753.44 with each Commission Member voting AYE, the motion carried.

5. EXECUTIVE SESSION: The City Commission will convene into closed session in accordance with Texas Government Code, Subchapter D, Section 551.074 – Personnel Matters to discuss: * Nomination to Gray County Appraisal District Board of Directors The City Commission convened into closed session at 5:40 p.m. in accordance with Texas Government Code, Subchapter D, Section 551.074 – Personnel Matters.

RECONVENE: The City Commission reconvened into open session at 5:54 p.m. with the following action taken: 17-127

A motion was made by Commissioner Porter and Seconded by Commissioner McLain to nominate Lynn Allison as the City of Pampa’s representative on the Gray County Appraisal District’s Board of Directors for a two year term, with each Commission Member voting AYE, the motion carried.

ADJOURNMENT There being no further business on the Agenda, the meeting was adjourned at 5:55 p.m. by Mayor Brad Pingel.
