MFF 17 2016-20 UAV Supply and Training Tender – Clarifications 3e. Flight time and Survey Area The UAV should be able to carry out a data acquisition survey of at least 1km2 before requiring a battery change. We are aware that this will involve careful flight planning to ensure that the UAV remains within 500m of the UAV pilot and in accordance with standard CAA Permission for Aerial Work (PFAW). 3h. Sensor Capabilities and Data Acquisition
The UAV System must be able to capture very high resolution imagery, from which it is possible to distinguish different vegetation types, particularly Sphagnum mosses from cotton grass, heather and purple moor grass. Please specify a sensor that you think is capable of producing imagery at the appropriate resolution. 6a. Health and Safety Submission of Method Statements and Risk Assessments. This is only required if the tenderer is tendering for the training element of the tender. 3l. Ground Calibration Target The UAV system should have some method of undertaking ground calibration. This refers to the calibration of the camera, using a ground calibration sheet, for example, not Ground Control Points. 3d. Communications Capabilities The UAV must have a communications range of several kilometres. This is not necessary given the limitations of CAA PFAW. All flight criteria are required on any single flight, i.e. maximum / appropriate resolution, maximum area and maximum flight time. 4a. Pilot training
The Authority will require CAA accredited pilot training for several UAV operators. If the Tenderer can provide such training, the Tenderer should outline the detail of the training it can provide, available dates for undertaking training and the associated costs and rates in the Itemised Costs Section 1 part D. The Authority do not currently hold CAA PFAW, if the tenderer is able to provide CAA CAP-C Licence training then they should provide a cost for this, however, this is not a required part of the tender. 3i. Sensor Type
Please advise whether you are specifying a true multispectral sensor or a broad-band converted sensor. Please provide evidence that the sensors specified are suitable for our proposed use, as outlined above.
