SUBJECT: POWERS, DUTIES, FUNCTIONS

The Council of the City of Dawson Creek directs that:

The Council of the City of Dawson Creek recognizes that it is an instrument of the Crown within the City of Dawson Creek charged with governing this City, not with administering the same. The Council within the power delegated to it by law is the policy making, or legislative, branch of the Municipality.

The Council is responsible for the general supervision over the City and for the actions of any of its agents or employees. Though its members individually may not do certain things, collectively they are responsible for all things done by the City. Council exercises this responsibility by proper organization, delegation and direction through policies adopted by it.

SUBJECT: OPERATIONAL - THE COUNCIL

The Chief Administrative Officer, as the Chief Executive Officer of the Council, shall carry out the duties as required under the provisions of the Local Government Act and the Local Government Act Regulations. b. Chief Financial Officer

1. The Chief Financial Officer shall be the corporate officer, and shall familiarize himself/herself and comply with the accounting and administrative procedures prescribed by the Ministry and perform the other duties the Council may properly assign in relation to its corporate affairs. Those records, and all books, accounts, vouchers and papers of the Council shall at all times be subject to inspection by the Minister or his designated representative and by the Comptroller General of the Province.

2. The Chief Financial Officer shall also perform the special duties prescribed for a Chief Financial Officer by the Local Government Act and the regulations, rules or orders made under it, to carry out his powers and duties.
