Athens Village Board Meeting

ATHENS VILLAGE BOARD MEETING MONDAY, MAY 22, 2017, 6:30 PM BOARD MEETING ROOM

President Kornack called the meeting to order at 6:30 PM. Roll call was taken with members Brewster, Decker, Haines, Kornack, and Lenhard present, Witucki was absent and Perkins arrived at 6:35PM. All recited the Pledge of Allegiance. Visitors present were Karen Kerber, Corey Westfall, Jim Niemann and Aaron Stencil were present. Karen Kerber presented the 2016 Financial Reports

Motion Perkins, S/Lenhard and carried to approve the minutes of the April 24, 2017 Regular Board Meeting and the May 3, 2017 Special Board Meeting.

Committees reporting were: Finance & Personnel –Trustee Haines reported that he will be having a meeting in June. Fire & Police – Chief Stencil thanked Dwight Lenhard, Melissa Myszka and Ruth Weiler for their help with the bike rodeo. He also reported that Melissa should be ready to go on her own in early June. Streets- Trustee Decker reported on the 5/15/17 and 5/17/17 committee meetings. Items included a Caroline Street project update (only 1 layer of blacktop will be installed this year and sidewalk will be installed on west side only), Mount View/Park View project update (1 ¼ “ road base will be used for better drainage and the committee is recommending replacing more curb on Park View) and a request for “Children at Play” signs (committee decided not to install these at the recommendation of the DOT as they are shown to not be effective). Motion Decker, S/Perkins and carried to approve 5/15/17 and 5/17/17 committee meeting minutes. Trustee Decker also reported that cracksealing bids are due June 15th, they are working on the street light additions on Caroline Street and the sidewalk will be replaced on the north side of the elementary school. Parks & Public Welfare – President Kornack reported on the 5/15/17 committee meeting. Items included discussing a request from McKayla Braun to do a park bench project in the village, reviewing the tree plan and pricing, and discussing a request to create a trail from the south end of Caroline Street into the north end of Athens Park. Motion Perkins, S/Brewster and carried to approve the minutes of the 5/15/17 committee meeting. Public Property- Trustee Lenhard reported on the 5/15/17 committee meeting. Items included a boundary issue on the old railroad right of way and the future plans of the farmer’s mill. It was decided to leave the site as is after completing the land grooming on the east portion of the lot, but allow for possible sale of that area in the future. Motion Lenhard, S/Brewster and carried to approve the minutes of the 5/15/17 committee meeting. Water & Sewer – nothing.

Motion Haines, S/Lenhard and carried to authorize payment of Village check numbers 21954 to 22011 totaling $217,114.01.

Motion Haines, S/Lenhard and carried to approve the 2016 Financial Reports as presented by Kerber, Rose and Associates.

Motion Perkins, S/Haines and carried to approve Resolution 2017-7 Adopting the Marathon County All Hazards Mitigation Plan Update.

Motion Perkins, S/Brewster and carried to approve Resolution 2017-8 Compliance Maintenance Resolution.

Motion Perkins, S/Brewster and carried to approve award of 2017 Park View Lane construction project to Switlick and Sons for $228,595.25.

Motion Perkins, S/Lenhard and carried to approve Caroline Street pay request #1 from Switlick and Sons in the amount of $85,444.20.

Motion Perkins, S/Haines and carried to approve recommendation from the Park Committee to purchase trees from Trim Tree Sales in the amount of $3,950.

Motion Decker, S/Lenhard and carried to approve recommendation from Street Committee to approve change order to Mount View/Park View Project in the amount not to exceed $16,645 to add additional curb and gutter and culvert.

Motion Lenhard, S/Brewster and carried to approve operators licenses for Kathleen Williams, Renell Wassmann, Denise Manecke, and Alex Lorek.

Motion Perkins, S/Haines and carried to adjourn at 7:30pm.
