Rangeland Management Specialists GS-0454-05/07/09 Two Positions to be filled Duty Locations: Watford City, ND and Dickinson, ND

Organizational Unit: Region 1 – Dakota Prairie Grasslands. The McKenzie and Medora Ranger Districts are located in north western North Dakota. The Rangeland Management Specialists report directly to the Range Supervisor. The McKenzie Ranger District in Watford City is one of two districts that make up the Little Missouri National Grassland. It encompasses roughly 503,000 acres. The Medora Ranger District located at Dickinson is the other district and it encompasses over 500,000 acres. The land is managed for multiple uses; including livestock grazing, minerals development, hunting, and recreation. The Dakota Prairie Grasslands (DPG) is approximately 1.2 million acres of federal lands, intermingled with other federal, state, and private lands within a 2.9 million acre administrative boundary. The DPG supports the largest range program in the US Forest Service and the Oil/Gas program is the largest in the USFS in the lower 48 states. The DPG has four Ranger Districts – Sheyenne, Grand River, McKenzie and Medora. In addition to the Rangeland Management Specialist, there are 23 full-time permanent positions on each of the Districts.

This position is located at a District Office. The incumbent Develops plans for rangeland ecological improvement consistent with multiple-use resource management objectives. Plans provide for consideration of the many values of range resources, including vegetation health and diversity, water amount and quality, soil stability, forage production for domestic and wild grazing animals, threatened and endangered plant and wildlife species, and opportunities for various recreational activities. These plans provide alternative strategies and an analysis of the probable environmental, economic, and social effects of implementation of each alternative system.

Implements land use and improvement plans. Performs work involving the review and analysis of rangeland resource issues in order to implement rangeland management programs. Prepares guidance for implementing land use and improvement plans within the assigned area of responsibility. Develops and analyzes data and prepares reports relating to the responsiveness of implementation plans for state, local and/or tribal rangeland management programs. Uses analytical methods and techniques to analyze a wide range of scientific, environmental protection, and/or environmental management issues. Provides advice and assistance on rangeland management policies and practices in order to manage rangelands and their various resource values so that they are utilized in the combinations that will best meet the present and future needs of the public.

Watford City Community Information: The city of Watford City is about 40 miles southeast of Williston, North Dakota in the northwest corner of the state. Watford City is the county seat for McKenzie County and is a full service community with a population of approximately 6,500. Services include: county services, library, hospital, health clinic, wellness center, dentist, optometrist; three full service banks and a credit union, grocery stores, drug stores, hardware and lumber yard; a variety of retail stores, restaurants; motels, movie theater and nine churches of various denominations. The economy is stable and growing with a supportive business climate that contributes to the steady development and growth of the area. Government housing may be available. Housing within the area is limited due to rapid expansion of the oil and gas industry. Private housing is available, rental prices range from $1,200 and up and costs for a three bedroom home range from $180,000 to $350,000. There are several apartment complexes located in Watford City.

Watford City Schools: The school system has an elementary and high school, which is considered to be excellent. The sports program consists of 7th through 12th grade football, wrestling, boys and girls basketball, cross country, track, golf, boys baseball and girls volleyball. Outside of the school system there is hockey, gymnastics, figure skating, Legion and Junior Legion baseball. Watford City has a very active Park and Recreation Board which manages a wonderful park system in the community. There is a new swimming pool, baseball field and children’s park. The Watford City Golf Course is located two miles east of town and offers a 9- hole course with grass greens.

Watford City Recreation: Recreation opportunities are varied and abundant, such as big game, upland bird and waterfall hunting; trail riding, biking, hiking, wildlife watching and motorized recreation. Lake Sakakawea is located less than one hour east of Watford City. The lake boast 1,600 miles of lake shore inviting people to experience water sport and world-class fishing.

Dickinson Community Information: The Duty Station for this position is the Medora District, located in the town of Dickinson, North Dakota. Dickinson has a population of about 19,000 and is located about 100 miles west of North Dakota capitol of Bismarck and about 65 miles east of the Montana state line. Dickinson is a service and shopping “hub” for areas of western North Dakota, northwestern South Dakota and eastern Montana. The office is a “Service First” facility, co-located with the North Dakota Field Office of the BLM. The school system is considered to be good to excellent with both public and parochial schools. Dickinson State University is also located in Dickinson.

The city has 26 churches representing most denominations. A 129-bed hospital and several clinics and nursing homes are available.

The climate is considered to be the garden spot of North Dakota with a mean January temperature of 17°F and a mean July temperature of 72°F. Seasonal extremes range from 105°F to -35°F.

The housing market is strong, much of that a result of the energy market and the work going on now in that arena. Homes for sale come in all price ranges. Rentals are more in demand, with a 1-bedroom apartment starting at $1,000/month.

Recreation opportunities are varied and abundant - archery, snowmobiling, horseshoes, fishing, hunting, golfing and water sports. Lake Sakakawea lies about an hour north of Dickinson and offers world-class fishing for walleye, pike, bass, trout, and salmon. The city of Dickinson has an excellent Park and Recreation Department with programs available for kids and adults. Dickinson is the home of the Dakota Dinosaur Museum, Roughrider Days Rodeo, Ukrainian Festival and the Northern Plains Heritage Festival.

Shopping opportunities include 2 malls with major department stores, 3 grocery stores, 2 discount stores (Wal-Mart and Kmart), hardware stores, and numerous smaller specialty stores.
