MINUTES SPECIAL SESSION TOM BEAN CITY COUNCIL 201 S. BRITTON STREET, TOM BEAN, TEXAS 75489 cityof [email protected] Thursday, November 1, 2012 – 6:00 p.m.

1. CALL TO ORDER Mayor Howard called the meeting to order at 6:03 p.m.

2. INVOCATION Lonnie M. Jones led the meeting in a word of prayer.

3. PLEDGE OF ALLEGIANCE

4. ROLL CALL Formal Roll Call: Mayor Sherry Howard – present Janet Schaab – present Jerry Harris – absent Lisa Collins – present Don Reed – present Lonnie M. Jones – present

Staff members present: Interim Chief Hunt, Officer Steelman, Officer Rittenhouse, Officer Gauntt, Officer Blair, Officer Westbrook, Officer Morgan, David Phillips, Tammy Phillips, and Cathy Pugh.

Visitors Present: Amy Williams, Tyler Williams, Ryan Williams, Donnell Hunt, John E. Hunt Jr., C.E. Hunt Jr., Emily Thompson, Michael Thompson, John L. Moore, Bill Caver, Rick Pugh, Jason Lankford, Larry Howard, David Kirby, Shirley Kirby, Halen Kirby, and Sheri Kirby.

5. EXECUTIVE SESSION

In accordance with the Texas Government Code, Personnel Matters; 551.074 the Tom Bean City Council convened into Executive Session at 6:05 p.m. on Thursday, November 1, 2012, in the Community Center, 201 S. Britton, Tom Bean, Texas, in order to continue discussing matter pertaining to:

5.1 Discuss appointing John Hunt from Interim Police Chief to Police Chief of the City of Tom Bean.

5.2 Discuss salaries/benefits for Police Officers: Hunt, Blair, Westbrook, Rittenhouse, Morgan and Steelman.

6. RECONVENE

The Executive Session adjourned at 6:33 p.m. on Thursday, November 1, 2012. The Tom Bean City Council reconvened into regular session at 6:33 p.m. in the Community Center of the Tom Bean City Hall. The following action was taken

6.1 MOTION: Upon a motion from Councilmember Reed and seconded by Councilmember Jones the council voted four (4) for and (0) none opposed to appoint John Hunt to full-time Police Chief for the City of Tom Bean.

6.2 MOTION: Upon a motion from Councilmember Reed and seconded by Councilmember Collins the council voted four (4) for and (0) none opposed to leave the current salaries as budgeted with exception to Officer Morgan who will be hired part-time at the part-time Police Officer rate.

7. NEW BUSINESS 7.1 Consider and act upon amending the 2012-2013 Budget.

Motion: Upon a motion from Councilmember Reed and seconded by Councilmember Collins, the council voted four (4) for and none (0) opposed to amend the 2012-2013 Budget to reduce health insurance to $12,000 and to reduce street repairs to $10,000 to cover the cost of additional Police Officers. Councilmember Reed stated that the budget remains static and the bottom line remains the same.

City Secretary Cathy Pugh swore in John Hunt as new Chief of Police for the City of Tom Bean.

6. ADJOURNMENT

MOTION: Upon a motion made by Councilmember Reed and seconded by Councilmember Collins, the Council voted four (4) for and none (0) opposed to adjourn the Special Session of the Tom Bean City Council at 6:56 p.m. on Thursday, November 1, 2012. The motion carried.
