The Pocahontas County Board of Education met in regular session on Monday, July 29, 2013, at 7:00 PM at the Board of Education Conference Room with the following members present:

AGENDA

On motion of Mr. Vance, seconded by Ms. McNeel, the Board unanimously approved the Agenda.

SUPERINTENDENT’S REPORT

Superintendent Lester informed the public that the Board attended a meeting on July 27, 2013 in Summersville on Policy 2490 – Consolidation of Services. Mr. Lester stated that the State Board of Education is looking into consolidating counties and services.

INFORMATION/REPORTS/UPDATES…

Ms. Sherry Radcliff addressed the Board regarding the need for additional secretarial help in the central office. Ms. Radcliff noted that the workload on the secretaries is excessive and with new secretaries coming on and veteran secretaries retiring the workload is increased. Ms. Radcliff encouraged the Board to consider hiring at least a half-time secretary to be trained with Janice Miller on payroll and incidentals.

EXECUTIVE SESSION

On motion of Mr. Vance, seconded by Ms. McNeel, the Board unanimously approved a call for an Executive Session to discuss a personnel matter. The Board went into Executive Session at 7:08 PM and, at the conclusion of the Executive Session, on motion of Mr. Vance, seconded by Dr. Sizemore, the Board unanimously agreed to return to the agenda at 7:29 PM.

HEAR CALLERS

a. Ms. Alisha Morgan approached the Board to discuss the possibility of running a school bus out Murphy Road, near Green Bank. Ms. Morgan reminded the Board that she approached them earlier in the year about the same matter.

Mr. Grimes and Mr. Lester agreed that a school bus would make the run up Murphy Road to pick-up the students that live there.

b. Thomas Barnisky, head custodian at Marlinton Elementary School, spoke on behalf of the other custodians in the county to address the Board about increased workload among the custodians and the decreased budget for extra help.

Mr. Barnisky invited the Board Members into the schools during the summer months to see that students are in some of the buildings year-round which means there is not an opportunity to strip/wax floors and deep clean all classrooms. Mr. Barnisky explained that, in the past, two to three people could work together to get all the rooms cleaned in a matter of days – without extra summer help, this is no longer possible.

PERSONNEL

On recommendation of the superintendent and motion of Ms. Beverage, seconded by Dr. Sizemore, the Board unanimously approved the following professional and service personnel: Green Bank Elementary-Middle School:

Teacher of math, half-time, grades 5-8, at Green Bank Elementary- CREATION OF Middle School, effective August 14, 2013 for the 2013-2014 school POSITION: year, at state basic salary based on degree and experience. Term of employment: 200 one-half days.

Marlinton Middle School:

TERESA E. RHEA, from teacher of business/mathematics at Pocahontas REQUESTED County High School, effective August 14, 2013 for the 2013-2014 TRANSFER: school year.

Pocahontas County High School:

FRANCIS J. LABOUNTY, from principal at Pocahontas County High School, to principal/coordinator of School-to-Work ADDITION OF Program/vocational education director/distance learning facilitator/ SUPPLEMENT: Alternative Education Coordinator at Pocahontas County High School at a supplement of $4,000, retroactive to July 22, 2013 for the remainder of the 2013-2014 fiscal year.

THOMAS W. SANDERS, principal (retired) at Pocahontas County High PERMISSION TO School, to be reimbursed for five (5) days uncompensated leave that REIMBURSE: has been carried over from the 2012-2013 fiscal year to the 2013-2014 fiscal year.

DAVID JONESE, as soccer coach (girls) at Pocahontas County High School, effective for the 2013-2014 season, at a supplement of $3,000. EMPLOYMENT: (NOTE: Position pending on sufficient number of players to make a team.)

KENDALL R. BEVERAGE, as assistant football coach at Pocahontas County High School, effective for the 2013-2014 season, at a EMPLOYMENT: supplement of $2,000. Note: position pending on sufficient number of players to make a team.)

Pocahontas County Schools:

CHANGE IN IAN B. BENNETT, as chief mechanic for Pocahontas County Schools, EMPLOYMENT TERM: from an employment term of 240 days per fiscal year, to an employment term of 261 days per fiscal year, retroactive to July 1, 2013.

CHANGE IN JUSTIN A. TAYLOR, as mechanic for Pocahontas County Schools, from EMPLOYMENT TERM: an employment term of 240 days per fiscal year, to an employment term of 261 days per fiscal year, retroactive to July 1, 2013.

EMPLOYMENT: CORA L. CARPENTER, as secretary II/accountant II for Pocahontas County Schools (assignment Central Office), effective July 24, 2013 until such time funding is no longer available (Innovation Zone Grant), at $12.00 per hour, 17.5 hours per week, not to exceed 40 weeks per fiscal year.

CREATION OF Secretary III/Accountant III, half-time, for Pocahontas County Schools POSITION: (assignment – Central Office), at state basic pay, effective August 14, 2013. Term of employment: 209 half days.

PERMISSION TO Parent Involvement Coordinator to service Title I schools within CREATE: Pocahontas County Schools, effective August 13, 2013 – May 9, 2014, at $20 per hour – 250 hours – not to exceed $5,000. Schedule to be determined by the Director of Federal Programs, but cannot be extended beyond May 9, 2014. PERMISSION TO (2) Parent Involvement staff (non-teaching position) to service Title I CREATE: schools within Pocahontas County Schools, effective August 13, 2013- May 9, 2014 at $15 per hour – 250 hours – not to exceed $3,000. Schedule to be determined by Parent Involvement Coordinator, but cannot be extended beyond May 9, 2014.

REQUESTED TRANSFER: SHAWN W. CARR, from school bus operator for Pocahontas County Schools, Morning Run: Beginning at Green Bank Elementary-Middle School, traveling Route 92 to Route 28, and entering Laurel Run Road to Cloverlick, following River Road and turning at end of River Road, coming back out and turning right in to Stoney Bottom at top of Coal Run Road and travel into Gum Road to Whittaker Campground then to Back Mountain Road, following Back Mountain Road into Cass, to Cass Firehouse – turn bus, come out of Cass and turn on Old Cass Road to end and turn around, traveling back on Route 66 and turning left at intersection, traveling on to Green Bank Elementary-Middle School. Afternoon Run: Reverse of morning run, to school bus operator for Pocahontas County Schools as follows: Morning Run: Beginning at the Pendleton County line on Route 250/28, then south to Thornwood – run may require driver to then travel on Route 260, 6 miles to the Mallow residence – then to Bartow, back to Arbovale (Old Arbovale Road) and on to Green Bank Elementary-Middle School. Afternoon Run: Reverse of morning run, effective August 14, 2013 for the 2013-2014 school year.

CREATION OF Links Coordinator Advisor/Advisee for Pocahontas County Schools, POSITION: effective August 14, 2013 for the 2013-2014 school year, $20 per hour, not to exceed $19,440 (funded by Innovation Zone Grant) for the 2013-2014 school year, to service Marlinton Middle School, Green Bank Middle School, and Pocahontas County High School.
