Summary of the Palm Beach County URA

Palm Beach County Urban Redevelopment Area (URA) is planning study to look at opportunities for redevelopment. The URA is approximately 30 square miles roughly bounded by I-95 to the east, Okeechobee Boulevard to the north, Jog/Haverhill roads to the west, and Lake Worth Road to the south. The purpose of this study is to evaluate existing conditions and to make recommendations for sustainable redevelopment in the area with a particular emphasis on the Military Trail and Congress Avenue corridors.

Local governments also must adopt their urban infill and redevelopment plans by ordinance and amend their comprehensive plans to delineate urban infill and redevelopment area boundaries.

The act directs local governments to use a collaborative and holistic community participation process in preparing and implementing their urban infill and redevelopment plans. The process must involve various stakeholder groups, including community-based organization, neighborhood associations, financial institutions, faith-based organizations, housing authorities, financial institutions, existing business, businesses interested in operating in the community, schools and neighborhood residents.

Role of the TCEA

The TCEA designation is being pursued under Rule 9J-5.0055(6)(a)2 of the Florida Administrative Code as a specific geographic area delineated in the comprehensive plan and an urban redevelopment area containing not more than forty percent developable vacant land.

Palm Beach County is considering pursuing a Traffic Concurrency Exception Area (TCEA). In order for the county to adopt a TCEA, it must adopt an URA plan.
