L. BYLAWS

Mayor B. Smith asked if there was any objection to Bylaws 13207 and 13208 being read together. No one objected.

L.1.a. Bylaw 13207 – To amend Bylaw 6075, being the Clareview Town Centre Neighbourhood Area Structure Plan, located south of 139 Avenue and west of 36 Street, Clareview Campus. 

PURPOSE

To change the designation of the southeastern portion of the plan from ‘DC2 Low Density Multiple’ and ‘Low Density Residential’ uses to ‘Low Rise Apartment’ and ‘Low Density Residential’ uses.

L.1.b. Bylaw 13208 – To amend the Zoning Bylaw from (AGU) Urban Reserve Zone to (RSL) Residential Small Lot Zone, (RF4) Semi- detached Residential Zone and (RA7) Low Rise Apartment Zone, located south of 139 Avenue and west of 36 Street, Clareview Campus. 

______City Council Public Hearing Meeting Minutes 2 November 6, 2002/sam PURPOSE

To allow for the development of single detached housing, semi-detached housing and low rise apartment uses.

There were no persons present to speak to the passing of Bylaws 13207 and 13208.

L.1.c. Bylaw 13210 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone, (RPL) Planned Lot Residential Zone and (PU) Public Utility Zone, located east of 91 Street SW and north of Ellerslie Road, Ellerslie. 

PURPOSE

To accommodate a range of low density residential uses and a portion of a storm water management facility.

There were no persons present to speak to the passing of Bylaw 13210.

L.1.d. Bylaw 13198 – To amend the Zoning Bylaw from (RSL) Residential Small Lot Zone and (AP) Public Parks Zone to (RF4) Semi-detached Residential Zone and (AP) Public Parks Zone, located west of 111 Street and south of MacEwan Road, MacEwan. 

PURPOSE

To allow for the development of a variety of housing types in the area as well as re-configure a future semi-detached residential site.

L.1.e. Bylaw 13199 - To amend Bylaw 11705, being the Blackmud Creek Neighbourhood Area Structure Plan, located south of Blackmud Creek Drive and east of 111 Street SW, Blackmud Creek. 

PURPOSE

To redesignate an area of medium density residential to low density residential in the southern portion of the neighbourhood.

______City Council Public Hearing Meeting Minutes 3 November 6, 2002/sam L.1.f. Bylaw 13200 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone, located south of Blackmud Creek Drive and east of 111 Street, Blackmud Creek. 

PURPOSE

To allow for the development of single detached housing.

L.1.g. Bylaw 13160 – To close a portion of 118 A Avenue, west of 199 Street, Yellowhead Corridor. 

PURPOSE

Once closed, it will be consolidated with the parcel to the north.

L.1.h. Bylaw 13201 – To amend Bylaw 12860, as amended, the MacEwan Neighbourhood Area Structure Plan. 

PURPOSE

To eliminate a collector roadway connection to 127 Street.

L.1.i. Bylaw 13202 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone, (RA7) Low Rise Apartment Zone and (PU) Public Utility Zone; located north of Ellerslie Road and east of 127 Street SW, MacEwan. 

PURPOSE

To allow for a range of single detached housing, low rise apartment and public utility uses.

To allow for low density residential development.

PURPOSE

To allow for the expansion of the Mixed Use Business/Commercial area. L.1.l. Bylaw 13204 – To amend Bylaw 7464, as amended, being The Palisades Area Structure Plan, through an amendment to the Hudson Neighbourhood Structure Plan. 

PURPOSE To allow for the expansion of the Mixed Use Business/Commercial area.

______City Council Public Hearing Meeting Minutes 8 November 6, 2002/sam L.1.m. Bylaw 13205 – To amend the Zoning Bylaw from (DC2) Site Specific Development Control Provision and (AG) Agricultural Zone to (CSC) Shopping Centre Zone; located at 14235 – 140 Street, Pembina. 

PURPOSE

To allow the development of the site for a shopping centre use. C. Gourley, Earth Tech Inc.; J. Wren, Staburn Property Group; R. Arndt, Arndt Takalcic Architecture; and M. Huberman, Bunt & Associates, (all to answer questions) were in attendance to speak in favour of the passing of Bylaws 13203, 13204 and 13205.

L.1.n. Bylaw 13206 – To amend the Zoning Bylaw from (DC2) Site Specific Development Control Provision to (CSC) Shopping Centre Zone and (DC2) Site Specific Development Control Provision, located south of Whitemud Drive and east of Winterburn Road (215 Street), Rural West. 

PURPOSE

To remove a section of land from an existing DC2 Provision that allows for development of a mobile home park, and rezone this part to CSC for a shopping centre.

A.5. CALL FOR PERSONS TO SPEAK J. Wright, Office of the City Clerk, asked whether there were any persons present to speak to the following Bylaw:

Councillor B. Anderson stated that he had a pecuniary interest regarding Bylaw 13010, in that his wife is an interior designer and has provided interior design services to Mr. Greg Christenson, of Christenson Developments Ltd., which company has offered to purchase the property which is the subject of this Bylaw. He would, therefore, not participate in the deliberations or vote on the Bylaw. Councillor B. Anderson left the meeting and did not participate in the deliberation or vote on Bylaw 13010.

PURPOSE

To facilitate the development of a low rise apartment building fronting on 76 Avenue.
