Yankee Atomic Electric Company Board of Directors Monthly Report 3/15/00 – 4/15/00

Yankee Rowe Site Activities  No lost time accidents or OSHA reportable injuries.

 Demolition of Pole Barn completed 3/31 in preparation for construction of dry fuel storage pad after DOC contract is awarded.

 Potable water well decommissioning plans approved 3/22/00 by Mass. Department of Environmental Protection. No wetlands impact. Work is scheduled for late April.

 Follow-up soil remediation for residual oil contamination after the demolition of the Safety Injection/Diesel Generator Building completed 4/1/00.

 Procedures for safeguarding onsite documents revised and strengthened after security evaluation.

 Training procedures upgraded for site worker qualifications.

Dry Fuel Storage Activities  Framatome and Master Lee completed plant training and equipment setup in preparation for fuel inspections.

 Fuel inspections began 4/10/00. 44 fuel assemblies inspected as of 4/15/00. No unexpected conditions observed. Inspections are expected to take four to six weeks to complete.

 The NRC amended its regulations to add the NAC-Multi-Purpose Canister cask system to the list of approved spent fuel storage casks. The Certificate of Compliance became effective 4/10/00. The amendment allows Yankee to store used fuel in this approved cask system under a general license.

Key Regulatory Correspondence Outgoing

 3/17/00 – From YAEC to EPA. Request for approval of alternative decontamination methods for PCB containers.  3/17/00 – From YAEC to Mass. Low-Level Radioactive Waste Management Board (LLRWMB). Request for approval to export low-level radioactive waste to Envirocare for calendar year 2000.

 3/20/00 – From YAEC to Mass. DEP and EPA. Routine Discharge Monitoring Report for February 2000 in accordance with NPDES permit.

 3/31/00 – From YAEC to NRC. Decommissioning funding assurance information in accordance with 10CFR50.75(f).

 4/13/00 – From YAEC to NRC. Licensee Event Report regarding fuel handling procedures outside design basis for fuel movement travel height restrictions.

Incoming

 3/22/00 – From Mass. DEP to YAEC. Notice of approval of YAEC procedures for potable water well decommissioning process.

 3/27/00 – From Mass. DEP to YAEC. Acknowledgement of receipt of permit application and payment for initial site assessment of the YNPS landfill.

 3/30/00 – From LLRWMB to YAEC. Notice of approval to ship low-level radioactive waste to Envirocare for a period of three years.

Community Activities  The Yankee Rowe Community Advisory Board (CAB) held its 12th meeting on March 30, 2000. Russ Mellor was introduced to the CAB and provided information on Yankee’s plans to solicit DOC bids for remaining decommissioning activities. Bruce Holmgren provided a status report on dry storage implementation. The CAB also elected new officers. Gail Cariddi, representing the North Adams City Council, was elected Chairman. Bruce Lessels, owner of Zoar Outdoor and representing the Franklin County Chamber of Commerce, was elected Vice Chairman.

 Yankee representatives attended the Northern Berkshire Chamber of Commerce Business Breakfast in North Adams on 3/31/00.

 Yankee representatives met with the Union of Concerned Scientists Executive Director to present the status of Yankee Rowe decommissioning and provide information on dry cask storage and site release activities.
