Thanks again for volunteering to serve on the 2003 EFA Program Committee. In what is doubtless overkill for almost all of you, I am sending this memo as a brief reminder of the steps to be taken in reviewing the papers. Please complete the forms that you receive with this memo and return them to your track chair (with a copy to me) no later than September 30, 2002. This will allow us to keep the program on schedule for organizing the sessions, getting the program ready for printing and mailing in a timely fashion. Contact information on your track chair should be on both the Submission Review forms and the Proposed Session Forms.

1. Rate each paper from 1 (Do Not Add to Program) to 4 (Definitely Include in Program). You do not need to prepare detailed comments on the papers, although your track chair would appreciate a couple of sentences on those papers that your rate as 2 (Include only if needed).

2. As best as is possible, organize the papers into sessions. Assign a tentative tile to each session you propose. Again, detailed comments on the proposed session are not necessary but a brief comment on the extent to which the papers are related would help your track chair. If you have one or two submissions that do not fit to create a three paper session, put them into a separate session with a proposed title. We will then seek to find other papers to combine with those that are “orphans” to make a complete session.

3. Please return the reviews to your track chair no later than September 30. This is a hard deadline, as your track chair is supposed to send proposed sessions to me by October 7. You will receive both an electronic and paper copy of the submission review and proposed session forms. You can help your track chair by returning these via e-mail rather than fax.

4. Please kept the papers/abstracts until the planning portion of the program is complete (which should be the end of December). Your track chair might ask you to help organize the final session by finding a chair and discussants for the session.
