1.Goals and Objectives of the Study Programme

Aims of the study programme: 1. Development of professional education and competences of teachers of the Latvian Language and Literature and a Foreign Language permitting full- fledged and creative activity in the field of education in the dynamic

4 conditions of communication, competitiveness, information and culture in the interests of the state of Latvia and its people. 2. Education of highly qualified teachers of the native language and a foreign language (English or German) for work in basic and secondary schools. Objectives of the study programme: · to provide opportunities and conditions for obtaining higher professional teachers' education of good quality; · to consolidate, extend and perfect the knowledge of the foreign language closely interlinked with the native language; · to learn the skills and abilities of teaching the Latvian Language and Literature and a foreign language, basing on the latest achievements in Pedagogy and Psychology; · to develop students’ social, communicative and organisational skills and competences.

2. Analysis of the Results of the Functioning the Study Programme (1998-2004) The professional higher education study programme “A Teacher of the Latvian language and Literature and a Foreign (English or German) Language" of the Liepāja Academy of Pedagogy (LPA) (code 431 41 401) was accredited on 24 September 1998 for six years (Decision of the accreditation Commission No.53). The study programme is offered to applicants with secondary education. Form of study: full-time studies. Duration of the studies for obtaining a qualification: 5 years (10 semesters). Value of the course: 200 credit points. After a fully completed programme and passing the final examinations a qualification of a teacher of the Latvian Language and Literature and of a Foreign Language is awarded. During the period of implementation of the programme “Regulations on the Professional Standard of Second Level Higher Professional Education” (No.481, 20 November 2001) of the Cabinet of Ministers were adopted, therefore the compulsory part and the required option part were assessed according to the requirements of

5 professional programmes. The goals and objectives of the study programme comply with the Teacher’s Professional Standard and the requirements concerning the skills and abilities a foreign language teacher needs. Development of the content and implementation of the programme have been carried out in accordance with the objectives set during the self-evaluation process (see: Self-assessment Report the years 2002 and 2003).

2.1. Organisation of the Study Work

The professional higher education study programme implemented in the LPA complies with the requirements of the Regulations of the Cabinet of Ministers concerning the standard of professional education (see appendix 3 - content of the programme). During these years the significance and capacity of the study programme has become apparent. It ensures implementation of the recommendation fixed in the "National Conception of Development of Higher Education and Higher Education Institutions" concerning increasing emphasis on education in Humanities in the conditions of market economy. During the period of self-assessment (1998-2004) the competition among the applicants to the present programme has decreased from 2 to 1.2, this accounts for the students' increasing interest in study programmes of other types (for example: Management of an Enterprise or Tourism Management and others). During the last two years two student groups in the German and English languages have been enrolled (see appendix 5 - the number of students). Enrolment and matriculation is organised in accordance with the corresponding Regulations of Enrolment and Matriculation confirmed by Senate on the basis of the results of the centralised examination. The study programme was designed in a way to provide a body of professional skills and abilities a teacher of languages needs. It is organised in accordance with annual study plans conformed by the Faculty Council. During these 6 years the structure of the programme has changed. In compliance with the regulations and requirements of the Ministry of Science and Education concerning the need for some compulsory disciplines and the practice of 26 CP it was decided:

6 1) to abandon several study subjects (Propaedeutics of the Latvian Language, Introduction to Balt Linguistics, Rhetoric, Presentation of the Young Specialist in the Labour Market); 2) to include several courses which were not planned earlier (Health Education, Educational Philosophy, Special Needs Pedagogy, Adult or Family Psychology and Pedagogy); 3) to decrease the number of credit points in some study disciplines (Introduction to Linguistics, Introduction to Literary Science, Latvian Folklore, some courses in Latvian and foreign literature, second foreign language); 4) the first practice in schools of teaching a foreign language was introduced (6 CP), the main of which is watching classes and reflex ion as a supplement to the theme of the weekly lectures or a seminar in teaching methods - such type of practical work has already proved useful in the study course of the Methods of Teaching the Latvian Language and Literature. The content of the qualification examination has changed: if up to now it was the knowledge of the language that was mainly assessed - all four language aspects, then, beginning with this academic year the knowledge of the methods of teaching a foreign language, the skill to plan the material according to the given class and the level of the pupils' knowledge in the chosen class, to work out a lesson plan and a short plan are evaluated at the end of the course of studies. For systematic evaluation of the content and the course of implementation of the study programme a working group for self-assessment of the study programme has been functioning, its members are representatives from the main Departments and from student groups. Annual self-assessment reports are analysed by the Council of the Humanities Faculty and the Senate of the LPA.

2.2. Practical Implementation of the Study Programme and Assessment

During the process of implementation of the philological study programme the traditional forms of study organisation are mainly used, such as lectures, seminars, tutorials. Of special significance is independent work and work in the library. For this purpose both the library of the LPA with its reading rooms and the book collection and the equipment of the Foreign Language Library furnished with

7 the support of Switzerland, Germany and Austria (D-A-CH centre was opened in February 2001) as well the Liepāja City Scientific Library. The proportion of students' independent work is characterised by regular intensity which is typical of studies in Philology: acquisition of Latvian and foreign literature, improvement of the knowledge of foreign languages, reading fiction in a foreign language. Experience of the members of the teaching staff of the Departments of Literature and of Foreign Languages in research and methodology and their skill at devising such techniques of text analysis that make students' individual work easier play a significant role in this field. The frequency of using the INTERNET in the study process is steadily increasing - when working at the themes for the reports, at the chapters of annual papers, graduation/Diploma papers; this method is most often used by the visiting foreign lecturers (For example, M.Lux - E- mail-Projekte im DaF-Unterricht, Erstellung einer Homepage im DaF-Unterricht, Internet im Unterricht Deutsch als Fremdsprache; W.Stegman - The Internet as a Source of Materials and a Tool for English Language Teacher). Students' achievement in studies is mainly evaluated in the form of credit tests (ieskaite) and examinations - twice a year during sessions, both in oral and written forms. The evaluation is also given after the students have handed in their papers, presented their reports or written tests. When working in groups or at projects students make self-assessment or evaluate the work of other groups. Evaluation is made in a ten-point scale - in compliance with the order of the Ministry of Science and Education No.208, 14 April 1998, where criteria for each level have been defined including the necessary volume of knowledge, skills and abilities.

2.3.Students Much of the quality of the study process and flexibility in its realisation is determined by the students' interest and involvement in satisfactory development of the study programme. Students influence the study process through their participation in the elected bodies of the LPA and filling in questionnaires: concerning the goals and objectives of the study course, organisation of students' independent work, the available literature, the volume of the study disciplines, forms of evaluating their knowledge, organisation, content and self-evaluation of the

8 pedagogical practice, professional readiness of the lecturers. In case problems arise they are tackled together with the Programme Director, Heads of the Departments and the Dean. Students of the study programme get involved in the activities of Language Days in the Academy, participate in the work of the jury in contests of reciting poetry organised for children by Liepāja library No.2 and in the activities organised by the Cultural Association of the German Community of Liepāja, in reception of foreign guests. As opportunity arises senior students are involved as interpreters for seminars conducted by foreign lecturers and for lecturers delivered by them (for example, seminars of visiting lecturers from Hildesheim University on the variety of didactic models, on the model of the theory and practice at Hildesheim University and others). Part of the students actively participates in extra-curricular activities organised in the Academy (a seminar on the history, language and culture of Switzerland organised by the Embassy of Switzerland, seminars on the literature and painting of the German Balts). Students' questionnaires during the period the self-assessment report covers were conducted by the Student Council (in the academic years 2001/02, 2002/03, 2003/04), the Dean's Office and the main Departments (academic year 2003/2004). The results of the opinion polls were discussed at the Department meetings, members of the teaching staff are acquainted with them individually, and information is passed over to the Faculty Board, to the Head librarian.

2.4. Academic and Administrative Personnel Involved in the Study Programme Mainly the members of the teaching staff of the Departments of the Latvian Language, Literature and Foreign Languages of the Humanities Faculty and visiting lecturers from Germany (R.Bosch Foundation, DAAD), Great Britain and the USA (Peace Corps) are involved in the implementation of the study programme as well as lecturers of the Departments of Pedagogy and Psychology. Analysis of professional qualification of the members of the teaching staff is carried out every year, analysis of the work of the staff members involved in the implementation of the programme and improvement of professional and scientific qualification is planned in accordance with the Regulations of Scientific Qualification of the LPA and annual plans.

9 The lecturers working in the study programme participate in the seminars organised in the Academy aimed at acquisition of new developments of IT and didactic methods (seminars conducted by Professors from Hildesheim University), in the course of e-studies and others. During the self-evaluation period the lecturer of foreign literature Z.Gūtmane was conferred the Dr. philol. degree, three other staff members are continuing their Doctorate studies. Highly qualified guest lecturers from the Academic Exchange Service of Germany (DAAD) have been working here during the whole period of self-evaluation - Imke Mohr (1996-1999), Markus Lux (1999-2002), Natasa Tolimir (2002-2004), from the R.Bosch Foundation – Bernd Bulir (1999-2001), Simone Grosmann (2001-2002), Gisela Wahl (2002-2004), from the USA (Peace Corps) - Wayne Stegman (2000-2002). At present the DAAD lecturer from the University of Latvia Dr. philol. Thomas Taterka is involved in teaching subjects of Literary Science and Linguistics in German. The lecturers regularly participate in the conferences organised by the mentioned co-operation partnerships, in the conferences organised in the Academy “Language Acquisition: Problems and Perspectives” and others and in seminars of in-service training in Latvia and foreign countries. Lecturers of English S.Bauere and L.Petre have participated in a programme for educating multipliers in Great Britain; throughout the assessment period they have been conducting English language in- service training and re-qualification courses for the teachers of the city and the district.

2.5. Financing, Material-Technical and Methodological Resources The infrastructure and the material technical and methodological resources of the LPA are sufficient to implement the study programme. During the self-evaluation period considerable positive changes have taken place in the development of the LPA library and IT provision in the Academy. After renovation in 2002 a free access reading room and computer reading rooms were equipped, the work of the lending library was computerised, there functions an electronic library catalogue within the integrated system ALISE. The library has subscribed databases LURSOFT, LETA, NAIS, EBSCO and others. Available for students are purpose-equipped English, German, French rooms and centres (Foreign Language Library, D-A-CH centre, Cultural Centre of France, Civics Centre, Kurzeme Folklore and Language Centre), which were established in the period of self-evaluation.

10 Modern technologies are used in the study process, development of better skills of their usage is reached through a compulsory course in Computer Sciences. In the year 2003 available for the students and the teaching staff were 110 computers with INTERNET connections. In providing study materials the LPA printing house” LiePa”, having modern printing and photocopying equipment, is used. The functioning of the study programme and research are financed from the state budget (in the academic year 2003/2004 expenses for one budget financed place was Ls 615.75), study fees and other income of the LPA.

2.6. Foreign Relations The study programme has continued collaboration with related programmes of the Faculties of Philology and Pedagogy of the University of Latvia and Daugavpils University, Vilnius and Klaipeda Universities and with Rēzekne Higher School. Contacts with Western academic institutions have developed through co- operation projects and with the help of foreign visiting lecturers, for example with Mainz, Fulda, Hildesheim, and Zurich Universities. Already for the third year there has successfully been developing exchange of 5th-year teacher-trainee students (every year 4-5 students) with Elblong Professional Higher School. Co-operation with Germany (Goethe Institute, the Academic Exchange Service of Germany), the Embassies of Switzerland and Austria in organisation of seminars for the teaching staff and the students as well as of other forms of in-service training, co-operation with Gebert Ruef (Switzerland) and R.Bosch (Germany) Foundations on the matters of purchasing teaching materials, with the British Council in preparing programme seminars of professional development and organisers of teacher re-qualification courses. In the period evaluated in the report the content of the professional programme of the LPA was compared with the programmes of several countries. Department of Foreign Languages is deeply involved in encouraging the students of the study programme to apply for scholarships for studies in foreign countries. This has resulted of participation of at least 2-3 German students a year in courses of different length - from one-month summer courses to studies lasting for one semester. During the last two years through involvement in ERASMUS and KASTALIA student mobility programmes, another opportunity has arisen - to study

11 Germanistics for one semester at Hildesheim or Mainz Universities as well as for 3-4 months to study in Hildesheim, to collect material for the graduation paper and work at it under the supervision of the members of the teaching staff of Hildesheim University. The students studying English make use of the LINGUA programme to work as a teacher's assistant and teach English in one of the European countries (up to now - in Denmark, France, Austria). With the support of Gebert Ruef foundation it is possible to take a one-year course in Zurich University, three students have already made use of this opportunity. The number of the graduates continuing their studies after receiving a Diploma keeps growing: taking Master courses in Philology in the LPA, studies in the department for educating translators/interpreters at the University of Latvia, additional 1-2 year studies in some University in Germany, for example, Knowledge of Books in Munich (2000), Studies of Culture in Munich (2003). Consolidation of foreign partnership is also promoted by organisation of international conferences "Acquisition of Languages: Problems and Perspectives" and common work of international editing boards for the publication of research article

2.7. Comparison with the Study Programmes of Higher Academic Institutions of Latvia and Foreign Countries It is easier to compare the study programme “A Teacher of the Latvian Language and Literature and a Foreign Language” with related study programmes from foreign countries. In the higher education establishments of Latvia students basically acquire only one language in all its aspects, another language can be acquired as an additional speciality. The course of studies usually lasts 10 semesters / 200 CP/ – this is determined by several factors: the fixed number of credit points per semester, the fixed number of CP for the practice and for certain groups of subjects. The study courses are divided into three parts: compulsory part A, required option part B and optional part C. The requirements for obtaining a qualification are: a fully completed study programme, passed qualification examinations and completed pedagogical practice, written and defended Diploma paper. In Germany studying any language means acquisition of at least two languages. The whole course of studies is divided into basic studies 1-4 semester /Grundstudium/ and the main studies 5-8 semester /Hauptstudium/. Usually studies last for eight semesters, then the final theoretical examination follows. Only after a

12 successfully completed referendariat year at school and a passed second examination /qualification examination/ a Diploma is awarded. For a closer comparison FRG Bamberg University is used (Internet address: www.uni-bamberg.de/~ba4de1/home.html ), where the study course is completed with a Diploma paper and a Diploma examination, as it is also in the LPA. In Bamberg University the study course lasts for 10 semesters. After the basic studies (acquisition of two languages, Latin, Introduction to Linguistics and Literary sciences, Background Studies, Didactics/methods of teaching) there is an in-between examination. The main studies focus more attention to in-depth studies of the subjects, particularly seeking links with issues of methodology. Similar to the LPA, the final examination consists of a written homework (Diploma paper) and oral testing of all language skills (qualification examination). Differences can be seen in the organisation of the practice. During the basic studies there is also observation practice/visitation (4 weeks). Just like the LPA during the main studies there is pedagogical practice in basic school and secondary school (at least 6 weeks, giving about 20 lessons a week). However, a graduate of a German University does his/her main (state) practice – a twenty-four months' referendariat – only after the first successfully done state examination. This is the reason for the different length of the study course in Germany and the LPA. The Bachelor’s programme “ Lithuanian Philology and a Foreign Language (Finnish) at Vilnius University (Lithuania) is a four-year programme and it involves courses in Lithuanian Philology, courses in Modern Finnish, a second foreign language, general education courses, pedagogical practice and writing a Bachelor’s paper. Like the study programme in the LPA its philological part is formed by such courses as Introduction to Literary Theory, Introduction to Linguistics, all stages of the History of Lithuanian Literature, Modern Lithuanian and other subjects. The value of the pedagogical practice for getting a qualification is 3 CP. Studies of the Finnish Language last from the first to the eighth semesters, its total value is 39CP; 3 annual papers or study works should be written during the course.

2.8. Co-operation with Governmental, Municipal and Non-governmental Structures

13 The main co-operation partners in Liepāja and Kurzeme region are: 1) Institute of Literature, Folklore and Art of the University of Latvia (since 1994 an international conference “Topical Issues of Literary Science” has been organised; a collection of Scientific Council of Latvia “Topical Issues of Literary Science” has been published), 2) Liepāja Methods group of the teachers of the Latvian Language for secondary schools, 3) Liepāja Methods group of the teachers of the German Language for secondary schools (assistant E.Balčus is Head of this Association), 4) Liepāja Methods group of the teachers of the English Language for secondary schools (lecturer S.Bauere holds courses for the English teachers of the city in methods of teaching English), 5) Liepāja Library No.2, Liepāja Scientific Library and Liepāja Cultural Association of the German Community (students of German and guest lectures from Germany participate in the work of the jury in annual readings of poetry and in organising different activities), 6) newspapers “Kurzemes vārds” and “Kursas laiks”.

2.9. Conclusions The content of the professional study programme “A Teacher of the Latvian Language and Literature and a Foreign Language” has been covered and the requirements for obtaining a teaching qualification fulfilled during the self- evaluation period. A five-year study course provides solid and many-sided basis of knowledge in Latvian Philology, of skills and abilities, consolidates and develops knowledge of a foreign language and skills in methods of its teaching. The graduates from the programme are awarded not only a teacher's qualification, but they are also given a possibility to continue their studies in Master's programmes in Latvia and in foreign countries. The qualification of the teaching staff of the study programme is adequate, provision of study materials is sufficient. Collaboration with foreign partnerships has developed.

Planning of the Pedagogical Practice Within the framework of the study programme "A Teacher of the Latvian Language and Literature and a Foreign Language" implemented in the Humanities Faculty of the LPA pedagogical practice is planned and carried out in accordance with Regulations of the Cabinet of Ministers of the Republic of Latvia and the Regulations confirmed by the LPA Senate and the practice objectives of the given study programme. Organisation and supervision of the practice is the responsibility of the practice supervisor of the LPA. The value of the practice is 26 credit points. Practice begins in the third year of studies. In the third year of their studies students concurrently with their lectures in methods have observation practice in the schools of Liepāja under the supervision of the lecturers of the LPA. The assignments for the practice are as follows: 1) getting acquainted with the school and classes for practice, the level of the pupils' knowledge, organisation of teaching foreign languages in the school and the available teaching resources; 2) visiting lessons and their analysis. The value of the practice is 6 CP.

During the fourth year of their studies students do practice in classes 3-9 of Liepāja general education schools. Students give all lessons in the Latvian Language and Literature and a foreign language (English or German) in their class discussing their lesson plans or short plans with the subject teacher beforehand. At least 5-6 lessons are evaluated with a mark. The value of the practice is 10 CP.

In their fifth year of studies students do their qualification practice in secondary school. Students give all lessons in the Latvian Language and Literature and a foreign language (English or German) in their secondary school class. At least 5-6 lessons are evaluated with a mark. During this practice also the future teachers' skills at organising extra-curricular activities are evaluated. The value of the practice is 10 CP.
