Current Position

Kellie has served as a Permit Coordinator with the Municipal Permits Team of the Wastewater Permitting Section since October 2006. She reviews applications and drafts permits and registrations for beneficial land application of biosolids, as well as for processing of sewage sludge materials. She also reviews renewal applications for and drafts Texas Pollutant Discharge Elimination System (TPDES) permits and Texas Land Application Permits for domestic wastewater treatment facilities throughout the state.

Prior Experience and Education

Kellie has received a Bachelor of Science Degree in Geography and Planning from Texas State University and a Master of Science Degree in Geography from Texas A&M University. She joined the Texas Commission on Environmental Quality in September 1999, first reviewing applications and writing registrations for sludge beneficial land application sites, later working with the Petroleum Storage Tank Reimbursement Program, followed by many years of working with the Water Quality Division’s Applications Review and Processing Team.
