The aim of the Central Provisions Panel (CPP) is to provide a transparent, fair and impartial referral system to appropriate alternative educational provision for pupils who are experiencing difficulties managing mainstream school.

The CPP considers referrals to provisions providing locally commissioned places and, where appropriate, allocates places.

How often does the Panel meet? CPP meets on a fortnightly basis during term time and generally on a Wednesday. Panel meeting dates can be obtained from the Inclusion and Access Officer

How do I refer a pupil? In the case of a referral for hospital tuition, referrals are submitted, by the home school or by a Medical Consultant. All other provisions must be requested by submitting a referral to the Central Provisions Panel.

Proformas can be obtained by the Inclusion and Access Officer or alternatively by accessing the Together for Children website. Referrals must be submitted one week prior to a scheduled meeting. All school referrals must be signed by their Head Teacher/Principal and parent/carer.

What type of provision can I access to support our pupils?

Key Stage 1: Behaviour Support (PRU1) Purpose: PRU1 provides both part-time and full-time provision for those children presenting challenging, emotional and behavioural concerns within their school setting. Both part-time and full-time placements are offered as part of an early intervention strategy for those learners displaying disruptive behaviours that can hinder learning and often lead to fixed term exclusions.

The Team will support the development of strategies to reduce levels of disruptive behaviours, support the engagement of children and their families to improve progress and positive outcomes. Schools enter into an contractual agreement that identifies the responsibilities of the home school, the Link School, the parent/carer and the child.

Provision: 12 Week Placement Part-Time Placements: based at Valley Road Primary School. Children attend 4 half days a week, Monday to Thursday, either morning or afternoon. Children remain in their own School for the remainder of the week. Curriculum offer includes English and Maths and a breadth of PSHE opportunities.

Children attend on a full-time basis for a 12 week intervention placement. At the end of the 12 week placement they are reintegrated into their mainstream school or on occasions to another appropriate setting in agreement with parent/carer. Placements may be extended according to need. The curriculum is designed around the needs of the children. If offers a nurture group and therapeutic approach.

The Link School, Sunderland (Key stages 2—4) Purpose: The Link School provides a flexible and responsive service to schools and academies to help young learners overcome the difficulties they face to achieve their potential. Staff help build learners confidence and self esteem. With a strong ethos of partnership working, the Link School provide a relevant and personalised curriculum from Key Stages 2-4 with a strong emphasis on high quality educational experiences. Schools enter into an agreement that identifies the responsibilities of the home school, the Link School, the parent/carer and the child.

Provision  Key Stages 2/3 The Link School KS2/3 Link School provides a relevant and personalised adapted curriculum with a strong emphasis on high quality educational experiences for those pupils that have been permanently excluded or are at risk of exclusion. KS2 Subjects include; Maths, English, Science, PE, Spanish and Humanities. KS3 subjects include; Maths, English, Science, Food Technology, PE, PSHE. KS2/3 Link School is located at the Tudor Grove Centre, Portland Road, Sunderland. Placement duration is for 12 weeks. Most placements are on a full-time basis. Reviews are carried out on a regular basis and home school representatives must attend reviews.  Key Stage 4 The Link School With a strong ethos of partnership working, KS4 Link School provides education for learners who have either been permanently excluded or are at risk of exclusion. Learners study for a range of GCSE qualifications or equivalents, including Maths, English and Science. Places are initially for 12 weeks. KS4 Link School is located at the Pallion Centre, Waverley Terrace, Sunderland.

Returners Purpose: The Returners Unit provides education for young people of compulsory secondary school age, who cannot attend school due to anxieties. The aim of the provision is to provide individualised programmes and support to small numbers of young people who have a range of vulnerabilities, including anxious learners with a history of persistent absence or non attendance.

Provision: Full-time education is offered at a separate unit within Thornhill School. A broad and balanced curriculum is offered. The Team provide a nurturing environment and support learners to overcome their barriers to learning and return to mainstream education

The learner being referred must be receiving support from a mental health support service, i.e. the Community Child and Adolescent Mental Health Service or Children and Young People Service. The length of placement is determined in discussion with professionals on a termly basis.

Home and/or Hospital Tuition Purpose: The Home and Hospital Service provides education for children of compulsory school age, who, because of their medical condition – are hospitalised or unable to attend mainstream school due to ill health. A team of tutors liaise with children and their parents or carers, schools and health professionals. Provision is consistent with that described in the DFE statutory guidance, “Ensuring a good education for children who cannot attend school because of health needs” January 2013

Provision: Learners receive a minimum entitlement of five hours of tuition per week. They will have access to a balanced curriculum to enable a smooth return to school as soon as their health permits.

What are the costs for accessing these provisions? In most cases there will be a cost to schools for the time a pupil is on placement. The cost will be calculated in accordance with each provisions charging policy based on the type of provision, age of the learner and inclusive of pupil premium. Looked After Children Where a referral to Central Provisions Panel for an alternative provision placement is being considered for a looked after child, schools should liaise with the Sunderland Virtual School Designated Lead in the first instance. Failure to do so could result in a delay in the referral being considered.

Is there any other alternative provision that my school can access? The Local Authority have included an alternative learning provisions directory on their website that aims to raise awareness of, and provide further details of other learning provision for young people who need some form of independent alternative provision normally outside of the school environment.
