2 Discussion of the status of RTCM 12301.1 and the associated RTCM petition to the FCC (Paper 157-2009-SC123-PET )

The USCG informally introduced their comprehensive draft revision to the FCC Part 80 rules, noting that this considers the pending RTCM SC123 petition of July 24, 2009 and recommends minor revisions. The group agreed in principle with the USCG’s recommendations, and the Chairman agreed to thoroughly review the USCG’s draft and informally report the results to the FCC by email. The FCC commented that this petition may possibly be expedited separately from the comprehensive USCG draft revision to Part 80, but in the interim, manufacturers may apply to the FCC for a waiver to implement the RTCM 12301.1 standard.

3 Discussion of USCG requested Draft Annex 1 to RTCM 12301.1 to include EAIS capability on a 3 rd non-AIS channel

In our previous meeting, the USCG requested a supplemental standard to the AIS ITU standard to facilitate: 1.) EAIS (Encrypted AIS) on a 3rd channel in addition to AIS 1 and AIS 2; 2.) OTAR (Over-The-Air-Rekeying) of EAIS encryption codes; and 3.) AIS transmission by aircraft in addition to SAR aircraft. SC123 decided that RTCM 12301.1 be revised with a new Annex 1 describing this application. This Draft New Annex 1 (RTCM Paper 167-2012-SC123-096) was submitted to this meeting and discussed by the attendees and guests, and their comments were noted in the draft for further consideration.

4 Homework assignments for the next meeting

Authors of Annex 1 will consider comments, and SC123 Chairman will report to FCC by email on USCG’s recommended revisions to RTCM SC123 petition.
