(A) Eligibility Condition 1. Enlisted Class – I / II / III/IV contractors of BSNL (Electrical wing) Enlisted Contractors of BSNL subject to their financial limits and eligible to work in Uttrakhand.
The contractor shall submit and confirm: Documentary proof of satisfying eligibility conditions and Chartered Accountant certificate for turn over with attested copies as applicable along with application on their printed letter heads. The tender documents and all other relevant information/condition can be had on all working day on payment of Rs. 150/- (One hundred Fifty) +Trade Tax in shape of D.D. (non refundable). Earnest money should be deposited through cash/receipted treasury challan/deposit or cash receipts of the scheduled bank approved by the Reserve Bank of India in favor of Accounts Officer (Cash) O/o G.M.T.D. Nainital H.Q. Haldwani. In case Holiday is declared on the opening date tender will be opened at 3.30 P.M. on next working day. TENDER DOCUMENTS SHALL NOT BE SENT BY POST/COURIER. CONTRACTOR SDE(E) Page No.-5 The firm to quote on the tender downloaded from web site shall strictly follow the following procedure:- 1. The tender shall be submitted in two envelope system. A. The Credentials for meeting the eligibility conditions shall be submitted along with the cost of the tender documents (in the shape of demand draft) and Earnest Money in first envelope. The credentials shall be self attested and certified by any BSNL Executive. If not certified by BSNL Executive then original document shall be produced at the time of tender opening after verification of the contents of this envelope and if found eligible then the second envelope containing the bid documents shall be opened.
The tenderer shall submit the downloaded original computer printout of the document from website. The photocopy shall not be accepted. If during the process of tender finalization, it is detected the tenderer has submitted tender documents after making any changes/additions/deletions in the tender documents downloaded from the web site, the offer shall be summarily rejected and the EMD deposited by tendered shall be forfeited in addition to any other action as per prevalent rules. B. Second envelope shall contain duly filled tender documents. The same shall be clearly written on the envelopes 2. The 1st envelope containing tender fee, attested documents providing fulfillment of eligibility criteria and EMD in proper shall be opened first. In case if:- i) Tender fee is not submitted in proper form. ii) EMD is not in proper form. iii) Firms fails to fulfill eligibility criteria on the basis of documents submitted in envelope.

1.2 Agreement shall be drawn with the successful tenderer on prescribed Form No. B.S.N.L.W.-8 which is available as a B.S.N.L. Publication, Tenderer shall quote his rates as per various terms and conditions of the said form which will form part of the agreement.
2. The time allowed for carrying out the work will be Fifteen days from the 10 th day after the date of issue of written order to commence the work at individual site.
3. The site for the work shall be made available.
4. The last date of receipt of applications for issue of tender forms and date of issue of tender forms will be as follows:

5. Tender documents consisting of plans, specifications, the schedule of quantities of the various classes of work to be done and the set of terms & conditions of the contract to be complied with by the contractor whose tender may be accepted and other necessary documents can be seen in the office of the SDE(E), HLD between 11:00hrs. & 16:00hrs, everyday except on second Saturdays, Sundays and Pubic Holidays. Tender documents, excluding standard form, will be issued from his office during the hours specified above, on payment of Rs150/-+T.Tax (Rupees One Hundred Fifty + T.Tax ) only in D.D. or Crossed Indian Postal Order in favour of Accounts Officer (Cash) O/o G.M.T.D. 10.1 Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders as to the nature of the ground and sub-soil (so far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general, shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. A tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. The tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity, access, facilities for workers and all other services required for executing the work unless. Otherwise specifically provided for in the contract documents. Submission of a tender by a tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant, etc. will be issued to him by the Government and local conditions and other factors having a bearing on the execution of the work.
11 The competent authority on behalf of the B.S.N.L. does not bind himself to accept the lowest or any other tender, and reserves to himself the authority to reject any or all of the tenders received without the assignment of any reason. All tenders in which any of the prescribed conditions is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer, shall be summarily rejected. 12 Canvassing, whether directly or indirectly, in connection with the tenders, is strictly prohibited and the tenders, submitted by the contractors, who resort to canvassing, will be liable to rejection. 13 The competent authority ob behalf of B.S.N.L. reserves to himself the right of accepting the whole or any part of the tender and the tenderer shall be bound to perform the same at the rate quoted. 14 The contractor shall not be permitted to tender for works in the B.S.N.L. zone(responsible for award and execution of contract) in which his near relative is posted as J.A.O./A.A.O./A.O./ Sr. A.O./C.A.O. or as an officer in any capacity between the grades of Chief Engineer and Junior Engineer(both inclusive). He shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any Gazetted officer in the Dept. of Telecom or in the Ministry of communications. Any breach of this condition by the contractor would render him liable to be removed from the approved list of contractors of this Department. 15 No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of India is allowed to work as a contractor for a period of two years after the date of his retirement from Government service, without previous permission of the Government of India in writing. The contract is liable CONTRACTOR SDE(E) Page No.-8 to be cancelled if either the contractor or any of his employee is found any time to be such a person who had not obtained the permission of the Government of India as aforesaid before submission of the tender or engagement in the contractor’s service. 16 The tender for the work shall remain open for acceptance for a period of 1 Month from the date of opening of the tenders. If any tenderer withdraws his tender before the said period or makes any modifications in the terms and conditions of the tender which are not acceptable to the department, then the Government shall, without prejudice to any other right or remedy, be at liberty to forfeit 50% of the earnest money as aforesaid.
17 The successful tenderer shall be required to execute an agreement with the Engineer-In-Charge in the Performa annexed to the tender document, within One Month of issue of letter of acceptance by the B.S.N.L. In the event of failure on part of the successful tenderer to Sign the Agreement, the Earnest Money will be forfeited and the tender cancelled.
18 This Notice Inviting Tender (B.S.N.L. W.-6) shall form a part of the contract document. The contract shall be deemed to have come into effect on issue of communication of acceptance of the tender in favour of the successful tenderer/contractor. On such communication of acceptance, the successful tenderer/contractor shall, within 7 days from such date, formally sign the agreement consisting of:-
a) The notice inviting tender, all the documents including additional conditions, specifications and drawings, if any forming the tender as issued at the time of invitation of tender and acceptance thereof together with any correspondence leading thereto.
b) Standard B.S.N.L. W.-8.
c) Agreement signed on non-judicial paper as per Performa annexed to the tender document.

Participation of near relatives of the BSNL Employees All near relatives of BSNL Employees either directly recruited or on deputation are prohibited from participation in tenders and execution of works in the different units of BSNL., The detailed guidelines in this regard are given in the following paragraphs :- I) The near relatives for this purpose are defined as: a) Members of a Hindu Undivided family. b) They are Husband and wife. c) The one is related to the other in the manner as father, mother, son(s) & son’s wife (daughter-in- law). Daughter (s) & daughter’s husband (son-in-law). Brother (s) & brother’s wife sister (s) & sister’s husband (brother-in-law). II) As per Government of India’s CCS Conduct rule 4, no Government servant shall in the discharge of his official duties deal with any matter or sanction any contract to any company or for any other person if any member of his family is employed in that company or firm or under that person or if he or any member of his family is interested in such matter or contact to his official superior. This clause is applicable to all BSNL employees and in view to this as soon as any BSNL employee becomes aware of the above aspect, he must intimate this to the prescribed authority. For non executive employees this authority is SSA Head/Circle Head/Chief Engineer Chief Archt./ Corporate office under whom he is posted. For executive employees (at present some of them are called as Gazetted officers) the prescribed authority for this purpose is Circle Head/Chief Engineer/Chief Archt. Corporate office under whom he is posted. III) (a) The company or firm or any other person is not permitted to tender for works in BSNL Units in which his near relative(s) is (are) posted. The unit is defined as SSA/Circle/Chief Engineer /Chief Archt. /Corporate office for non executive employees and all SSA in a circle including circle office /Chief Engineer /Chief Architect /Corporate office for executive employees (those called as Gazatted officers at present). Therefore, it has been decided by the competent authority that a clause must be added in the tender and other related documents that the tenderer should give a certificate that none of his /her such near relative is working in the units as defined above where he is going to apply for tender/work. In case of proprietorship firm certificate will be given by all the partners and in case of limited company by all the Directors of the company. Any breach of these conditions by the company or firm or any other person, the tender/work will be cancelled and earnest money/security deposit will be forfeited at any stage whenever it is so noticed. The department will not pay any damages to the company or firm or the concerned person. The company or firm or the person will also be debarred for further participation in the concerned unit. (b) In respect of case where the tender notice /work related orders have been issued and are waiting for submission the concerned unit should issue corrigendum for inclusion of above clause. However, where tender/work related documents have been opened and are waiting for finalization the certificate may be taken from the company or firm or any other concerned person giving details of the relatives employed in the jurisdiction of the tender. The company or firm or the person concerned will not be debarred in this case but his work will be kept under proper watch to avoid any further complaint. Further, the relative will not be involved in the decision making and execution of the work.

1. The works shall be done as per current CPWD specifications. 2. The work shall be supervised by a qualified supervisor. 3. The battery should be of BSNL approved makes only. 4. Warranty of the battery shall be of 24 months from the date of supply. 5. Warranty card shall be supplied by the agency.

6. The works shall be done as per current CPWD specifications for Electrical works as amended from time to time & Indian Electricity Rules as amended up to date.
7. The work shall be supervised by a qualified overseer.
8. The layout of the work will be given by the Engineer – in – charge or his duly authorized representative at site of work.
9. The following wiring shall be done as separate circuits. (a) Power Plug wiring (b) Light & Fan point wiring. (c) Emergency light point wiring to be fed from battery. (d) Telephone wiring.
10. The earthing sets shall be provided in the presence of the Engineer-in-charge or authorized representative.
11. The tenderer should submit the sealed samples of materials to be used on work alongwith the tender. The samples of the successful tenderer will be retained by the Engineer-in-charge while the sample of materials of others will be returned after the tender is decided un-approved materials, if used on work shall have to be removed immediately at the cost & risk of the contractors.
12. The contractors will have to submit the completion plan to the scale in triplicate when the bill is finally paid ,failing which necessary amount will be recovered from his bill as per clause 6(b) 13. The contractors shall have to give the following tests at his cost & intimated test before final bills are paid, nothing extra will be paid to him out his account. (a) Earth Test. (b) Polarity Test. (c) Insulation Test. (d) Earth continuity test of the recessed conduit pipes.
14. Any damages done to the B’ldg. by the contractors during the execution of works shall have to be made good at his cost & risk. If he does not do it himself within a reasonable time determined by the Executive Engineer (E), then the same will be got done at his cost departmentally after giving notice to him.
15. At the time of laying conduit pipes in the slab & increase the contractors will keep fish wire of 14 SWG wire throughout conduit pipe end will have take special care so that the conduits do not pass through Air-Conditioning ducts Grill column beams etc if any such necessity is forseen, special written permission of Assistant Engineer (E) will be obtained before such work is carried out. In case of failure the contractors will not beyond on this account. The successful tender should recess the conduit in the walls before the plastered & in collaboration with B’ldg. progress of work. Any damages thus done will give to be made good at the cost of the contractors. The conduit pipes should be mechanically & Electrically continuous.
16. The runs of various circuits wiring at various places shall be kept minimum by taking the runs of walls where crossing of columns is not necessary. This has to be decided before the casting slab so that un- necessary lengths of conduit are not laid there in.
17. All the I.C. Distribution board sub-main board & main board & there complete fittings shall be sign where clearly indicating the number of distribution board, the type of load it is serving & the number of circuits contained in the distribution box details of the nut in a tabular fan on the reverse of the cover of the distribution box.

18. I Underground cables both of 1.1 KV & 11 KV grade should be subjected to pressure insulation tests before & after laying the same in the ducts, & in case of un-satisfactory test the cost of all repairs & replacements & all etc work of removal & re-laying will have to be made good by the contractors at his own cost & risk.
19. The contractors will have to use meal clad switches & metal clad distribution board of specified categories as given in the schedule of work.
20. Termination of all connections of main board, & slab main board Sub-Distribution boards, will be done by erupting & nothing extra will be payable on this account.
21. Interconnections between bus bar & switches i/c & above 100 Amps. Sub-Main board will be done with solid copper conductor with PVC sheathing.
22. For the conduit already laid recovery shall be effected on the basis of DSR-2013 rates & abatement of this tender on linear basis.

CONTRACTOR SDE(E) Page No.-25 ADDITIONAL SPECIFICATIONS AND CONDITIONS 1. The work shall be carried out strictly in accordance with CPWD specification for electric works 1994 (Internal) and 1995 (External) as amended upto date and in accordance with the Indian Electricity Rules 1956 and Indian Electricity act 1910 as amended upto date and as per instructions of the Engineer – in – charge.
2. So far operation of new sub – clause 10 CC of contract for percentage of materials and labour is concerned, it shall be regulated as follows :- (a) In the case of Internal E.I. works the component of material and labour shall be taken as 75 % & 25 % respectively. (b) In the case of underground cable work, the component of material and labour shall be taken as 60% and 40% respectively.
3. In case any tenderer offers any rebate for payment of monthly running bills & final bills, the same shall have to be in accordance with Director General of Work., CPWD circular No. DGW/CON/56/Dated 03-03-1993.
4. All materials to be used on this work by the contactors shall be got approved from the Engineer – in – charge before installation at site.
5. The work shall be carried out according to approved drawings (Details of which can be seen in the office of the Engineer – in – charge. These shall be consequently issued to the successful tenderer for execution of works) and as per instructions of Engineer – in – charge. However the department reserve the right to change the layout as per requirement at site, and the contactors shall not have any claim due to change in layout.
6. Rectification of damages done to the buildings during the execution of Electrical Works shall be responsibility of the Electrical contractor and the same will be made good immediately at his own cost to the satisfaction of the Engineer – in – charge. Any expenditure incurred by the department in this connection shall be recovered from the contractor and decision of the Engineer – in – charge about recovery shall be final.
7. Bad workmanship will not be accepted and defects shall be rectified at contractor’s cost to the satisfaction of the Engineer–in–charge.The progress of electric works are to be co-ordinated in accordance with the buildings works and no claim for idle labour will be entertained by the department. In case Civil works are completed earlier than the time stipulated, the electrical work has to be completed within One month of the date of completion of Civil works.
8. All the debris of the electrical works should be removed and the site should be cleared by the contractors immediately after the occurring of debris, similarly any rejected materials should be immediately cleared-off from the site by the contractor.
9. Issue of materials to the contractor where ever stipulated shall be according to the requirement at site from time to time depending upon the progress of work..
10. Cement for this bonafide work is to be arranged by the contractors himself and nothing extra will be paid on this account.
CONTRACTOR SDE(E) Page No.-26 11. Earthing shall invariably be done in the presence of the Engineer – in – charge or his authorized representative.
12. The contractor or is authorized representative is bound to sign the site order book as and when required by the Engineer – in – charge and to comply with the remarks therein.
13. The contractor shall make his own arrangement at his own cost for electrical / general tools and plants required for the work.
14. Central/State Sales Tax/Contract Tax/Excise duty etc should be included in the rates tendered. Statutory deduction of contract tax at source shall be made while releasing payment through running/final bills. A certificate specifying the rate and amount of deductions shall however be issued No Form – “D” 31/32 (Road permit) shall be issued by the department. The road permit shall be arranged by the tenderer at his own cost.
15. The entire installation shall be at the risk & responsibility of the contactor until these are tested and handed over to the department. However if there is any delay in construction from the department side, the installation may be taken over in parts but the decision on the same shall rests with Engineer – in – charge which shall be binding on the contractor.
16. Not with standing the schedule of quantities, all items of interrelated works considered necessary to make the installation complete and operative are deemed to be included. Shall be provided by the contractor at no extra cost.
17. The connections, inter-connections, earthing and inter-earthing shall be done by the contractor wherever required for energization of the installation and nothing extra shall be paid on this account.
18. In case some items/ part of the items have already been executed, the successful tenderer shall have to bear the cost of the same for completing the work. The recovery for such items/part of the items, shall be made at the rates tendered by the contractor for the particular item if existing in the agreement. If the item does not exist in the agreement, then the recovery rate shall be schedule rates for the items plus/minus enhancement under clause 12 of the agreement.
19. The MCB, BD’s shall be of the same make that of MCB’s
20. The drawings for cubical panels shall be got approved from the Engineer – in – charge before fabrication.
21. For call bell contractor will have to provide 180x 100 x 60 mm deep M.S. box with phenolic laminated sheet with suitable holes with in the quoted rates. Nothing extra will be paid on this account.
22. The contactors shall have to make connections with copper links and lugs for switches up to 100 Amps. And for higher current capacities solid conductors / strips suitable insulated with PVC sleeve/tape shall be used. Nothing extra payment will be made on this account.
23. Six pin 15/16 Amps socket outlet shall have to be provided for all power points within the quoted amount.

24. Conduit laying in slabs is to be done as soon as M.S. bars are placed in position by Civil contractor for which advance intimation will be given in case electrical contractor fails to lay conduit it will be got laid at the risk and cost of the contactor through any other agency and the decision for rates to be paid and recovered from the original contractor will be binding on him.
25. Earth connection of regulator shall be done with crimpsed lugs thimbles and nothing extra shall paid on this account.
26. All type of metal boxes to be used on the work shall be galvanized / zinc plated (factory fabricated) and loose wire box of all size shall be powder coated only.
27. Back plates suitable for fixing the wall bracket and ceiling flush fittings shall be provided by the contractor free of cost wooden back plate shall not be less than 10 mm thick with finished edges as to suit the back plate of the fittings.
28. Acceptable make of the materials shall be as per latest issue of product directory circulated in BSNL, however following make will be preferred :-
(i) Conduit – AKG, BEC, NIC (ISI marked) (ii) Wires ISI marked of finolex, Havell’s, Polycab, Anchor make. (iii) Switches & Accessories – Anchor, Rider, Leader (ISI marked) (iv) MCB’s – ABB, MG, MDS, Siemens, G.E. make. (v) MCCB’s – MDS/GE/ABB/Siemens (vi) Phenolic laminated sheet – Hylem, Formica (ISI marked)
29. The contractor shall have to obtain prior approval from Engineer – in – charge before placing order for any specific materials. The Engineer – in – charge may approve any of the makes of brands out of the above list.
