IN ADDITION - SATC WISHES TO PLACE ON RECORD THAT SPECIAL GUEST INVITATIONS HAVE BEEN EXTENDED TO THE CEO’s OF ALL DOT ENTITITES AND THE RELEVANT SOE’s, I AM PLEASED TO ANNOUNCE THAT OUR SPECIAL SESSIONS FOR RAIL AND AVIATION WHICH WE INITIATED LAST YEAR, FOR THE FIRST TIME, IN COLLABORATION WITH THE NATIONAL DOT, IS PROVING TO BE QUITE SUCCESSFUL AND WILL CONTINUE FOR THE FORSEEABLE FUTURE. SATC IS CONSIDERING OTHER EXCITING AND INNOVATIVE INITIATIVES AND WE WILL KEEP YOU INFORMED. MINISTER, MEC AND DISTINGUISHED GUESTS ALLOW ME TO FIRST PAY TRIBUTE TO MINISTER DIPUO PETERS OUR PREVIOUS PATRON. COMRADE MINISTER PETERS SERVED AND PROVIDED SATC HER FULL SUPPORT AND GUIDANCE AND WAS SOMEONE WE REALLY APPRECIATED FOR HER COMMITMENT AND DEDICATION NOT ONLY TO SATC – BUT TO THE TRANSPORTATION SECTOR OF OUR COUNTRY. WE WISH HER WELL IN HER FUTURE. MINISTER WE APPRECIATE AND UNDERSTAND THAT THERE ARE DEEP SEATED STRUCTURAL AND HISTORICAL CHALLENGES IN THE TRANSPORT SECTOR WITH INTERNAL AND EXTERNAL ROOT CAUSES. WE ARE ALSO OF THE VIEW THAT THERE ARE ENTRENCHED IN- EQUALITIES ROOTED IN THE STRCUTURAL OWNERSHIP OF THE ECONOMY IN GENERAL AND THE TRANSPORT SECTOR IN PARTICULAR. BUT WE BELIEVE THAT AS SOUTH AFRICANS WE ARE A RESILENT NATION AND WITH OUR COLLECTIVE WISDOM WE CAN AND WILL OVERCOME MANY OF THESE TO CREATE A SUSTAINABLE TRANSPORT SYSTEM FOR OUR PEOPLE AND OUR COUNTRY. IN THIS REGARD LET ME ACKNOWLEDGE NOTABLE ACHEIVEMENTS FROM THE MINISTRY AND DEPARTMENT OF TRANSPORT: 1 SATC ACKNOWLEDGES THAT CABINET HAS APPROVED THE COMPREHENSIVE MARITIME TRANSPORT POLICY ON 10 MAY 2017. THIS IS ENCOURAGING AND AS INDICATED IT WILL FACILITATE GROWTH AND DEVELOPMENT OF SA’s MARITIME TRANSPORT SYSTEM IN SUPPORT OF SOCIO ECONOMIC DEVELOPMENT OF THE COUNTRY WHILST CONTRIBUTING TO INTERNATIONAL TRADE. 2 SANRAL’s LONG TERM STRATEGY HORIZON 2030 ALIGNED WITH THE NDP VISION AND OBJECTIVES. WE ARE ALL WELL AWARE THAT THE NDP AIMS TO ELIMINATE POVERTY AND REDUCE INEQUALITY BY 2030. 3 APPROVAL OF THE NATIONAL ROAD SAFETY STRATEGY 2016-2030 BY CABINET. 4 CONSTITUTIONAL COURT RULING FOR E NATIS TO BE PERMANENTLY TRANSFERRED TO THE RTMC FOR MANAGEMENT AND OPERATION. IT IS IMPORTANT FOR GOVERNMENT TO BE IN CONTROL OF E-NATIS. 5 WE WELCOME THE NEWS THAT CABINET HAS APPROVED THE ROAD ACCIDENT BENEFIT SCHEME (RABS) BILL. 6 WE NOTE THE EXTENSIVE RESEARCH WORK THAT NATIONAL TREASURY IS ENGAGED IN PARTICULARLY WITH THE BRT OPERATIONAL COSTS”- GIVEN OUR CURRENT FISCAL SITUATION AND THE LIMITED RESOURCES AVAILABE FROM THE PTNG THIS INITIATIVE NEEDS TO BE FULLY SUPPORTED.

THE CONFERENCE THEME: “SOUTHERN AFRICAN SOLUTIONS TO PUBLIC TRANSPORT CHALLENGES” REFLECTS THE IMPORTANCE OF TRANSPORT IN FOSTERING EMPLOYMENT AND ECONOMIC GROWTH. IN THE NEXT 4 DAYS WE WANT TO FOCUS ON HOW TO OPTIMALLY ENGAGE ALL STAKEHOLDERS INVOLVED IN THE TRANSPORT SECTOR TO PROVIDE EFFECTIVE AND EFFICIENT TRANSPORT SOLUTIONS AND HOW TO IMPROVE SERVICE DELIVERY IN ORDER TO BETTER RESPOND TO THE NEEDS OF ALL OUR TRANSPORT USERS. MINISTER AND DISTINGUISHED GUESTS, ALLOW ME A FEW MINUTES TO REFLECT ON SOME PERTINENT CHALLENGES FACING THIS SECTOR AND OUR NATION AND MORE IMPORTANTLY WHAT SOLUTIONS CAN BE ADVANCED. (1)GOVERNMENT HAS IDENTIFIED THE TRIPLE CHALLENGE OF POVERTY, INEQUALITY AND UNEMPLOYMENT, PARTICULARLY UNEMPLOYMENT OF OUR YOUTH, AS A SERIOUS PROBLEM!! JUST LAST MONTH WE CELEBRATED THE 41st ANNIVERSARY OF YOUTH MONTH IN RECOGNITION OF THE HEROISM OF THE YOUTH OF 1976. WE ARE PLEASED THAT THIS YEARS NATIONAL YOUTH DAY WAS CELEBRATED UNDER THE THEME: THE YEAR OF OR TAMBO: ADVANCING YOUTH ECONOMIC EMPOWERMENT” WE ACKNOWLEDGE THE INITIATIVE BY THE DEPUTY PRESIDENT WHEREBY GOVERNMENT, BUSINESS AND LABOUR HAVE HOSTED A SERIES OF JOB SUMMITS, AND THE INITIATIVE BY THE DOT TO USE THE PROVINCIAL ROAD MAINTENANCE GRANT TO CREATE JOBS AMONGST OTHER THINGS. MY UNDERSTANDING IS THAT THROUGH S”HAMBA SONKE THE DOT HAS CREATED 137 887 JOBS OF WHICH 28 933 ARE YOUTH, 54 918 ARE WOMEN AND 180 ARE PEOPLE LIVING WITH DISABILITIES. MINISTER WE ALSO WELCOME YOUR EFFORTS IN CONVENING THE SECOND NATIONAL YOUTH ROAD SAFETY SUMMIT ON THE 29 JUNE 2017 IN CENTURION, AS WELL AS THE CBRTA YOUTH INFORMATION SHARING WORKSHOP IN MUSINA MUNICIPALITY. ALL OF THESE EFFORTS POINT TO THE SERIOUS COMMITMENT OF GOVERNMENT TO DEAL WITH THESE CHALLENGES. WE TRUST THAT IN THE 2017/18 MTEF PERIOD THE ALLOCATION OF R10,75 BILLION FOR THE PRMG WILL BE USED EFFECTIVELY TO ENCOURAGE MORE ENTREPRENUERS AND SMME’s TO BE CREATED IN ALL OF THE AGENCIES OF THE DOT. (2) ROAD SAFETY ACCORDING TO THE PREDICTION OF THE WHO - ROAD CRASHES WILL BECOME THE FIFTH LEADING CAUSE OF FATALITIES WORLDWIDE BY 2030. SA IS NEARING THE END OF THE UN DECADE OF ACTION FOR ROAD SAFETY GLOBAL PLAN 2011- 2020 WHEREIN WE UNDERTOOK TO STABILISE AND SUBSTANTIALLY REDUCE FORECASTED ROAD TRAFFIC ACCIDENTS BY 2020. MINISTER THIS FORUM ACKNOWLEDGES THE WORK BEING DONE BY THE RTMC IN RESPECT OF THE ROAD SAFETY STRAGEGY FOR SA FOR 2016- 2020 AND THE COMMITMENT TO ACHIEVE A 50% REDUCTION IN THE NUMBER OF PEOPLE KILLED AND SERIOUS INJURY CRASHES BY 2020. WHILST WE ACKNOWLEDGE REDUCED ROAD TRAFFIC FATALITIES FROM THE PERIOD 2006 TO 2014, THE REDUCTIONS HAVE NOT BEEN AT THE RATE REQUIRED TO MEET THE INTERNATIONAL GOALS AS SET OUT BY THE UN. THIS LAST EASTER PERIOD SAW A REMARKABLE INCREASE IN FATALITIES FROM 156 THE PREVIOUS YEAR TO 235 – AN INCREASE OF 51%. GOVERNMENT SPENDS CLOSE TO 147 BILLION RAND ON ACCIDENTS, THE RAF SPENDS R33 BILLION ANNUALLY ON PAYMENTS OF CLAIMS. CLEARLY SOMETHING IS WRONG…. WHILST WE ACKNOWLEGE ALL THE INTERVENTIONS THAT YOU PERSONALLY AS WELL AS THE MEC’s and HOD’s of PROVINCES, ARE PUTTING INTO THIS BY WAY OF THE NATIONAL ROAD SAFETY STRATEGY, THE TRAFFIC OFFICERS TRAINING PROGRAMME, THE LAUNCH OF THE NATIONAL ROAD SAFETY ADVISORY COUNCIL, THE NATIONAL YOUTH ROAD SAFETY SUMMIT MORE SERIOUS INTERVENTIONS ARE REQUIRED, AND MORE DECISIVE ACTION TAKEN TO DEAL WITH THE CULTURE OF RECKLESSNESS AND LAWLESSNESS ON OUR ROADS. WE THEREFORE WELCOME THE EFFORTS OF THE DEPARTMENT WITH THE DOJ FOR THE MIN. SENTENCES AND THE RECLASSIFICATION OF DRUNKEN DRIVING FROM A SCHEDULE 3 TO A SCHEDULE 5 OFFENCE. I AM ALSO MINDFUL MINISTER THAT YOU HAVE STARTED A PARLIAMENTARY PROCESS LED BY THE PORTFOLIO COMMITTEE ON TRANSPORT TO EXTENSIVELY CONSULT ON THE AARTO AMENDMENT BILL WHICH WILL INTRODUCE A DEMERIT SYSTEM INTENDED TO IMPROVE THE CONDUCT AND BEHAVIOU OF DRIVERS ON THE ROADS. (3) NATIONAL TRANSPORT FORUM: THE DEPARTMENT HAS DONE WELL IN TERMS OF BRINGING VARIOUS TRANSPORT STAKEHOLDERS UNDER THE UMBRELLA OF THE NATIONAL TRANSPORT FORUM. THE MINISTER HAS BEEN INSTRUMENTAL IN GETTING MORE TRACTION ON THIS MATTER. CONTINUED SUPPORT OF THE FORUM, AND IMPROVED INVESTMENT IN THE FORUM COULD ASSIST THE DEPARTMENT TO COMMUNICATE BETTER WITH THE MANY TECHNICAL STAKEHOLDERS.

(4) REVIEW OF THE NATIONAL LAND TRANSPORT ACT: LAND TRANSPORT IN SOUTH AFRICA HINGES ON THE IMPLEMENTATION OF THE NATIONAL LAND TRANSPORT ACT (NLTA). WE WELOCME THE SUCCESSFUL GAZETTING OF THE DRAFT NATIONAL LAND TRANSPORT STRATEGIC FRAMEWORK (NLTSF) WHICH REPRESENTS AN OVERARCHING NATIONAL 5 YEAR TRANSPORT STRATEGY THAT PROVIDES GUIDANCE ON TRANSPORT PLANNING AND LAND TRANSPORT DELIVERY BY NATIONAL GOVT TO ALL PROVINCES AND MUNICIPALITIES. I HOPE THIS WILL NOW ENABLE GAUTENG TO FAST- TRACK THE ESTABLISHMENT OF A REGIONAL TRANSPORT AUTHORITY AND CITIES SUCH AS CAPE TOWN TO ESTABLISH FULLY FUNCTIONAL TRANSPORT AUTHORITIES. (5) THE ROLL OUT OF THE INTEGRATED PUBLIC TRANSPORT NETWORKS: MINISTER WE RECOGNISE THE INVESTMENT OF R5,9 BILLION FROM THE DEPARTMENT FOR IPTN IN THE 13 CITIES . IT HAS EMERGED THAT THE ROLL-OUT OF THE INTEGRATED PUBLIC TRANSPORT NETWORK (IPTNS), BOTH CAPITAL AND OPERATIONAL EXPENSES, ARE FAR MORE EXPENSIVE THAN ORIGINALLY PLANNED AND BUDGETED FOR. THE DEPARTMENT WILL DO WELL TO THOROUGHLY INVESTIGATE REASONS FOR SUCH EXPENSIVE SYSTEMS IN ORDER TO IMPROVE THE SUSTAINABILITY OF THESE PROJECTS. HIGH OPERATIONAL COSTS THREATENS THE ABILITY OF THE CITIES TO SUSTAIN THE PROJECTS. (6) FRAUD AND CORRUPTION: CORRUPT PUBLIC SERVANTS, TRAFFIC OFFICERS, TESTING STATION OFFICIALS, AND OTHER LAW ENFORCEMENT OFFICERS WHO TAKE BRIBES BY ISSUING AND AUTHORISING LICENCES TO INCOMPETENT AND POORLY TRAINED DRIVERS, AND ALLOW ROAD USERS TO DRIVE WITH FALSE LICENCES AND UNROADWORTHY VEHICLES OR TO CONTINUE DRIVING UNDER THE INFLUENCE OF ALCOHOL ONLY SERVE TO UNDERMINE THE LAWS OF THE COUNTRY THAT ARE PUT IN PLACE TO PREVENT SUCH INCIDENCES. THESE OFFENDERS- THE CORRUPTOR AND CORRUPTEE MUST BE DEALT WITH SWIFTLY AND DECISIVELY. WE THEREFORE WELCOME YOUR PROUNOUNCEMENT THAT THE FIGHT AGAINST CORRUPTION CONTINUES TO BE TAKEN FORWARD BY THE ANTI-CORRUPTION INTER-MINISTERIAL COMMITTEE ESTABLISHED BY GOVERNMENT AND SEVERAL PIECES OF LEGISLATION WHICH ARE INTENDED TO COMBAT CORRUPTION. (7) INNOVATIVE REGULATORY REGIMES: WE HAVE DONE WELL TO EMBRACE INNOVATION AS A COUNTRY WITH REGARD TO TRANSPORT REGULATION. THE ROAD TRANSPORT MANAGEMENT SYSTEM (RTMS), WHICH IS A SELF REGULATION SCHEME IN THE TRANSPORT INDUSTRY, SEEMS TO BE GAINING GOOD MOMENTUM, BOTH IN FREIGHT AND PASSENGER TRANSPORT DOMAINS. CHALLENGES PERTAINING TO THE REGULATION OF SERVICES SUCH AS UBER, REQUIRE OUR REGULATORY SYSTEMS TO ACKNOWLEDGE THAT THE FUTURE WITHOUT INNOVATION WILL ONLY RENDER US LESS COMPETITIVE AS A COUNTRY. WE SHOULD REGULATE TO IMPROVE THE FUNCTIONALITY OF OUR BUILT ENVIRONMENT. SA NEEDS TO BE WELL PREPARED FOR THE NEW WAVE OF INNOVATION THAT IS OCCURING WORLD WIDE EG. VOLVO, DIAMLER CHRYSLER AND OTHER THAT HAVE DONE EXCEPTIONAL WORK IN PIONEERING AND INTRODUCING AUTONOMOUS (DRIVERLESS/SELF DRIVING) VEHICLES, AND ELECTRIC VEHICLES, AS WELL AS THE USE OF DRONES AS A TRANSPORT MEDIUM. THE DEPARTMENT WILL HAVE TO MAKE A CONCERTED EFFORT TO ANALYSE THE IMPLICATIONS OF THIS WAVE OF NEW TECHNOLOGIES ON SOUTH AFRICA’S TRANSPORT SYSTEMS AND OPERATIONS- FROM POLICY TO IMPLEMENTATION.

(7) CAPACITY BUILDING IN THE TRANSPORT SECTOR AND IN MUNICIPALITIES (8) PRESERVATION AND PROTECTION OF INFRASTRUCTURE CONCLUSION MINISTER, MEC AND DISTINGUISHED GUESTS, IN LINE WITH THE CALL BY THE UN DECADE OF ACTION, WE REMAIN HOPEFUL THAT BY 2030 SOUTH AFRICA SHOULD PROVIDE ACCESS TO SAFE, AFFORDABLE, ACCESSIBLE AND SUSTAINABLE TRANSPORT SYSTEMS FOR ALL, IMPROVING ROAD SAFETY, NOTABLY BY EXPANDING PUBLIC TRANSPORT WITH SPECIAL ATTENTION TO THE NEEDS OF THOSE IN VULNERABLE SITUATIONS, WOMEN, CHILDREN, PERSONS WITH DISABILITIES AND OLDER PERSONS WITH THESE OPENING REMARKS IT GIVES ME GREAT PLEASURE TO DECLARE SATC 2016 OFFICIALLY OPENED.
