1. OPENING & AGENDA APPROVAL IV opened the meeting at 09:05 h. The Core Committee (further on abbreviated as CC) accepted the Agenda.

2. APPROVAL OF MINUTES OF THE HELSINKI MEETING The minutes of the Helsinki ENS YGN Core Committee meeting were approved as Revision 2.

3. ACTIONS FROM PAST MEETINGS The chair (IV) has remarked that he wants at least one article from the YGN in every ENS E-News Issue. Everybody should feel free to write an article as long as it is related to nuclear. IV reported on the status of action from past two meetings. The current situation of all items in action list is reported at the end of this document.

4. CHAIR'S REPORT The chair informed the CC that Dr. Sue Ion was very proud to receive the Jan Runermark Award 2008. The award (designed by Marion Bruenglinghaus) was handed over by IV and David Bonser, ENS president, to Dr. Ion at the opening session of the IYNC 2008 Conference in Interlaken, Switzerland. NC checked the spelling of the Internal Rules. The chair sent the final version to all members and asked for commentaries until August 20. There were no objections. IV made three proposals during the ENS Board and Generally Assembly meeting. All three, a 10% increase of the annual budget for the ENS YGN, to roll over the unspent money to the following year and to support 2-3 persons with 50% of personal costs for side event at COP 2008, were approved. The redesign of the ENS YGN roll-up is finished. The new slogan is: “Creating the future” (Design No. 4 by Marion Bruenglinghaus). It isn’t printed yet, because the design is in a lower quality than needed for printing. 2 pieces should be printed by the end of November (Action 2008-03/01). The Foratom’s NICE committee has invited the ENS YGN. The Chair thinks that it isn’t affordable for ENS YGN to participate at four meeting a year. ENS YGN appreciated the invitation from Foratom and will try to participate at least at one meeting per year. IV sent an answer by email to Christian Taillebois, Director of External Relations in Foratom (carbon copies to Hans Korteweg and Kirsten Epskamp). WU recommended to write at least a paper (A4-Size) which presents our aims, work and ourselves. For the future country reports please use the template which has been sent together with this MoM (Action 2008-03/02). In the future, filled Country Report has to be sent to the ENS YGN chair even when there will not be a delegate form a particular country on the next meeting. The Country Reports will be added to ENS YGN website by Marion.

5. COUNTRY REPORTS Belgium The Belgian YGN started to talk with political parties. Everybody is welcome to visit the updated website of the BNS-YG: www.bnsorg.be > Young Generation (in English).

Croatia Croatian YGN is on the way to setup a new Website. The site is developed by YGN member using Joomla open source portal engine. It will enable Croatian YGN members can add comments and documents, participate in forum discussions and blogs.

Czech Republic There are 5 new members, 1 out of them is an Iranian. OZ is the new vice chair. They had a discussion with organisations who are strictly against nuclear. A new book has been published (Nuclear Smiles). OZ will distribute it to all CC members who are asking for it by email. During the Nuclear Summer School they tried to find new members for the Czech YGN. Future topics are the participation on IYNC 2008, 8th St. Nicolas meeting in Brno, have the second working meeting (after Martin Precek has left), informal meeting in Prague. New Webpage “Who is who in CYG”. Topics: Install a mailing system, built up a closer connection to the department of nuclear reactors, changing of the name and logo of CYG. Make a booklet “Complete to Czech Nuclear Folks”.

Finland Had the traditional summer event with around 70 people (not all are members of the YG). Upcoming: Student information in university, seminar about media/communication, excursion with the Finnish Nuclear Society to Canada/USA.

France There is a new Board in France; EH left the national board. New Website, people explain their jobs in the nuclear field. They have a lot of fresh young people due to the expansion of AREVA.

Germany Annual meeting with around 320 people, where the elected new core members (2 older ones has been retired from Young Generation). The new board is a young team that has to learn a lot how to handle the work in the board.

Romania At the moment is a very busy time for the whole industry, because they have plans to build another two reactors. There are also plans to redesign their homepage and provide information and tutorials for students. Meeting with Greenpeace (was a very tough day) Impression: A lot of people with no idea at all what nuclear all are strictly against nuclear power.

Russia The Russian YGN has around 500 members with branches in 32 cities. They prepared the paper with their proposal for IYNC 2010 in Ekaterinburg, the city where Europe meets to Asia. They try to get an international event to Russia since around 10 years without success, what means it’s time now to get one. It’s hard to arrange technical tours in Russia but the support is great. The Russian Young Generation sent 20 people to IYNC 2008 to show how they work.

Spain In Spain was recently a fire in a NPP but safety isn’t lower than in other countries. Topic: To stay active in Spain. Spanish YGN is actively working on the organisation of the 3rd European Nuclear Young Generation Forum to be held in Cordoba in May 2009. Different committees were established and the Forum website will be ready soon.

Sweden

Switzerland Swiss YGN was focused on the organisation of IYNC 2008.

United Kingdom Their mission is to build new NPPs. 10 billion £ are reserved for the construction of new NPPs. The goal is to put during 2016/17 the first of the new NPPs online. In the UK to many people goes in direction of defence rather than the civil way in nuclear. Due to the great success of the first tour they plan to do another technical tour to Chernobyl.

6. PAST EVENTS a. Meeting for organisation of side event at COP14 2008 (Brussels, June 2008)

EH sends his document as a report. The COP14 is mostly politically ‘cause of the fight against the climate change. Aim: To present the ENS YGN with original layouts, bring the public to start a discussion about nuclear. There are also some green NGOs. EH remarks that is really hard to find an accommodation in Poznań.

IV made an introductory report on Internal Rules. There were no objectives to the content of the document. The Internal Rules have been accepted anonymously by the ENS YGN Core Committee by 11 votes in favour, 0 against and 0 abstentions. The ENS YGN Internal Rules will run into the force on 1 October 2008. IV remarked that we won’t be slaves of this document and we can change some its parts in the future, once we will have more experience with its application. Costs of Laga’s lawyer (2 iterations after Prague meeting) of 1,350 EUR are not on ENS YGN budget. This cost is on ENS budget. ENS YGN appreciates this financial support from ENS and also advices given by Hans Korteweg.

10. BUSINESS PLAN AND APPROVAL OF ANNUAL BUDGET FOR 2009 IV presented ENS YGN plan of activities (business plan) for 2009. These activities would be: . Organisation of 3rd European Nuclear Young Generation Forum in Cordoba . ENS YGN leaflet and poster . New concept of YGN section at ENS website . Contribution in European Nuclear Energy Forum . Participation at both ENS Board and GA meetings

WU wants to write a paper for journalists to show them the position of ENS YGN because 2009 is a year where several European countries might over think their position about nuclear (lifetime extensions / build new ones / stopping the phase out) Business plan for 2009 is accepted as presented by 11 votes in favour, 0 against, and 0 abstentions.

IV presented ENS YGN financial report for 2008. It is shown in tables below.

11. NETWORK ORGANISATIONAL ISSUES Articles for ENS News (e-bulletin) • Volunteers are asked for editions 22 and 23 of the ENS News. The deadline for new articles is 30 October 2008. • Articles should not be longer than half a page. It can be nice to include one or two pictures. • Please send your contributions to Pieter Kleerebeezem (PK). Issue 22 autumn: Article 1: Article about IYNC 2008 (Action 2008-03/03 on Swiss YGN) Article 2: Article from ER about the Russian Proposal for IYNC 2008 even if 6 Minutes of the 38th ENS YGN Core Committee meeting, Interlaken, 21th September 2008 they shouldn’t win the election. Templates (new ENS YGN forms) IV presented the upgraded template for the ENS YGN Country Reports. It contains now also a section for summary of national activities which will be included in the MoMs in the future. Every country representative should save a copy of this template which are provided together with this MoM. There is also a new form for the ENS YGN Core Committee Delegates. It will help to Chair and Vice Chair to lead the meeting and count votes. There are only the national YGN organisation chair and two further persons on the mailing list. Each country has one vote. It’s possible to send other people to the ENS YGN CCM but they must be announced to the Chair prior to the meeting in order that Chair knows who personally are national representatives with voting right. (Your vote can be represented at the meeting alternatively by giving proxy to another person.) Please refer to ENS YGN Internal Rules.

Website All countries are invited to present ideas about improvement of the ENS YGN website (Reminder Action 2008-02/09). A working group for the management of the ENS YGN website will be coordinated by JR (Action 2008-03/09). The aim of this working group to update the website in such a way that each country can update its own section. IV will send an official invitation for the working group meeting. The first meeting will take place in Edinburgh (Saturday, 14 February 2009, the day before the Core Committee meeting).

Update of Core Committee list and ENS YGN mailing list Changes of Core Committee delegates and/or persons on ENS YGN mailing list should be sent to the Chair, using Core Committee Delegate form. Chair keeps the record of all updated forms. (Action 2008-03/09)

13. ANNOUNCEMENT FOR NOMINATIONS OF JAN RUNERMARK AWARD 2009 IV sent a call for proposals for Jan Runemark Award 2009. Written proposals (Candidate biography and the reasons for nomination) must be send to the CCM mailing list at the latest by 7 February 2009. The Award will be handed to the winner during appropriate event at the ENYGF09 in Cordoba.

14. AOB • Simpsons Movie The Spanish YGN has made a film based on shots from The Simpsons, in order to inform students and public about nuclear and discuss its public acceptance. JLP is open to share this extensive work with the ENS YGN and to distribute this film on a European level in order to improve communication and transfer of knowledge about nuclear. This movie could not be shown at IYNC 2008 due to copyright reasons. However the option to subtitle the film in English is open and will become actual again for ENYGF09 in Cordoba. The copyrights of the Simpsons are fine in Spain and the use of this film for non-commercial purposes.
