1. Background

More than a quarter century of conflict compounded by repeated natural disasters has left Afghanistan as one of the poorest countries in the world. According to the National Risk and Vulnerability Assessment (NRVA) for 2007-2008, the poverty rate in rural areas is 36% and 45% of rural populations do not meet minimum food requirements. With over 75% of the Afghan population living in rural areas, rural development is therefore seen as a crucial sector for the development and stability of the country.

The Community-Based Irrigation Rehabilitation and Development Project (“the JFPR project”) focuses on one dimension of the poverty problem, the rehabilitation of country’s rural infrastructures. Funded by the Japan Fund for Poverty Reduction (JFPR) in an amount of US$10 million, the JFPR project will be implemented over 48 months in four provinces: Baghlan, Balkh, Ghor and Samangan. Based on the key principle of the direct involvement of stakeholders and beneficiaries, it aims at rehabilitating around 120 irrigation systems as well as providing trainings with a view to an increased agricultural productivity. Approximately 250,000 households will be primary beneficiaries.

1 The JFPR project builds on the outcomes achieved by the Rural Recovery through Community-Based Irrigation Rehabilitation closed on June 2010, and shares some of the features of the World Bank’s Emerging Irrigation Rehabilitation Project launched in 2004.

The Ministry of Rural Rehabilitation and Development has been appointed as the Executing Agency for the project. A central management unit (PMU) based at MRRD headquarters in Kabul will be actually responsible for the implementation, working closely with the provincial departments of rural rehabilitation and development (DRRDs) and the community development councils (CDCs).

2. Specific functions of the position

The quality control and monitoring engineer will play a key role under the Component A of the JFPR project consisting in the physical activities relating to irrigation infrastructure rehabilitation.

More specifically, the quality control and monitoring engineer will be responsible for:  Maintaining, monitoring and ensuring highest quality in irrigation infrastructure rehabilitation  Performing and carrying out required test on time and as needed by the program  Chlorinating and disinfecting water reservoirs and water reticulation systems whenever required  Providing the first aid assistance for water supply and sanitation to the targeted areas  Developing and initiating quality standards for tests, inspections and evaluations  Designing and developing forms and instructions for evaluating, assessing, reporting and documenting on quality standards in irrigation infrastructure rehabilitation  Leading, directing and assisting technical and professional staff in measuring and testing the irrigation infrastructure rehabilitation  Managing and securing maintenance of all the equipment used for water quality tests in good performance order  Training staff, technicians and professionals on the aspects of quality control activities  Delivering the hygiene education messages to the project targeted areas through trainings  Analyzing failure, corrective and preventive action to respond to beneficiaries’ complaints  Troubleshooting and resolving problems relating to quality control aspects  Researching, studying, compiling and preparing material on quality control activities, processes and procedures  Any other task as assigned by the project coordinator

3. Requirements: academic qualification / technical skills and work experience

 Completion of higher education in civil irrigation and water supply engineering  Minimum five years relevant professional experience in monitoring any repeated irrigation construction working with NGOs, Ministries, international organizations or private firms  Strong experience in data collection for water supply projects  Excellent literacy skills in local Dari and Pashto languages as well as English
