HEPNER, SR., THE 13 COMMUNITY AFFAIRS MANAGER FOR THE UNITED 14 STATES DEPARTMENT OF ENERGY’S SAVANNAH RIVER 15 OPERATIONS OFFICE, FOR THE TREMENDOUS JOB HE 16 DOES IN THAT POSITION AND FOR HIS EFFORTS AT 17 MAKING HIS COMMUNITY AND THE STATE OF SOUTH 18 CAROLINA A BETTER PLACE IN WHICH TO LIVE. 19 20 Whereas, David W. Hepner, Sr., has been employed by the 21 Savannah River Plant of the United States Department of Energy 22 since 1985; and 23 24 Whereas, he has held different positions over the past fourteen 25 years; he has been a Management Analyst, an Award Fee Program 26 Administrator, and most recently, he has served as the Community 27 Affairs Manager for the Savannah River Operations Office; and 28 29 Whereas, one of Mr. Hepner’s most notable accomplishments 30 occurred in 1993-94 when he worked in Washington, D.C. for the 31 Secretary of Energy on contract reform; his efforts in this regard 32 saved the United States government over four billion dollars and 33 earned him the Secretary of Energy’s Gold Award; and 34 35 Whereas, upon Mr. Hepner’s return to the Aiken area, the 36 Savannah River Site was facing a massive downsizing from nearly 37 twenty-six thousand personnel to around fourteen thousand 38 employees; and 39 40 Whereas, the potential impact on the State of South Carolina, our 41 neighboring State of Georgia, and the local communities 42 surrounding the Savannah River Site was tremendous and Mr.
1 [4177] 1 1 Hepner was selected to assist the community to transition from its 2 dependence on the Savannah River Site and to diversify and 3 develop the local economy in other ways; and 4 5 Whereas, Mr. Hepner met with numerous community leaders and 6 business people to obtain their views on what was needed to make 7 the transition work and how the Savannah River Site could aid 8 during this period; since 1994, Mr. Hepner has been instrumental 9 in several important projects to diversify the economic base of the 10 area; and 11 12 Whereas, one excellent example of Mr. Hepner’s involvement is 13 his work with the Westinghouse Savannah River Company and 14 local minority business leaders to develop a Small Business and 15 Small Disadvantaged Business Assistance Program in the counties 16 of Aiken, Allendale, Bamberg, and Barnwell; this program will be 17 operational for two years and will assist small businesses to 18 develop and prosper in all aspects of their financial planning; and 19 20 Whereas, Mr. Hepner is an excellent model of a government 21 employee who is dedicated to his career and also involved in his 22 community; he comprehends that his work has a great impact on 23 the people of the area, and he does all he can to make it all positive 24 for the people and businesses surrounding him. Now, therefore, 25 26 Be it resolved by the House of Representatives, the Senate 27 concurring: 28 29 That the members of the General Assembly, by this resolution, 30 express their thanks and gratitude to David W. Hepner, Sr., the 31 Community Affairs Manager for the United States Department of 32 Energy’s Savannah River Operations Office, for the tremendous 33 job he does in that position and for his efforts at making his 34 community and the State of South Carolina a better place in which 35 to live. 36 37 Be it further resolved that a copy of this resolution be presented to 38 David W. Hepner, Sr. 39 ----XX----
