The Parish Council Meeting was held on Tuesday 5 April 2016 at 7pm at the Mariners’ Hall. Copies of minutes and reports are available on request.

In attendance: A Dallaway (Clerk); Cllr. J Knight (DCC); one member of the press; three members of the public

1. Apologies accepted by the Council: None.

2. Declarations of Interest: There were none declared.

3. Items to be dealt with after the public, including the press have been excluded: Councillors agreed that there were none.

4. Public participation: There were three members of public in attendance at the meeting who wished to observe the meeting.

5. Approval of minutes: The minutes of the Parish Council Meeting held on the 1 March 2016 were approved and signed as a true record. Action points from the meeting: 01/03/2016/5. Emergency works have been scheduled in Hollyhead Road in order to resolve the recurrent flooding issues. The Clerk has written to Clinton Devon Estates and the local farmer to express concern about the mud from the farmland which accumulates on the road, causing hazardous driving conditions. A meeting took place earlier today attended by representatives from CDE, Bovey Farm and the Parish Council. The meeting was very productive and the farmers were able to provide clarification regarding the arrangements for the rotation of fields and reassurance regarding their commitment to the implementation of farming practices which are sensitive to the environment. 01/03/2016/10. The annual ROSPA inspection has taken place at Ash Hill play park. A site visit will take place on 9 April to review the inspection report and organise maintenance. ACTION: CLLRS HARRISON, RICHARDS & VINE.

6. Police Report: Representatives from Devon & Cornwall Constabulary had provided a report at the Annual Parish Meeting, held prior to the Parish Council meeting.

7. Reports – Chairman, Clerk Chairman’s Report: Provided at the Annual Parish Meeting

Clerk’s Report:  A Parish Council surgery took place on 5 March, at the Horticultural Society Table Top Sale at the Mariners’ Hall. Items raised were: Queen’s 90th birthday celebrations – a street closure will not be required as the party will now be held on the Jubilee. Public liability insurance for the event will be provided by the Parish Council insurance. A request has been made for a donation for a children’s entertainer for the event - this will be an agenda item for May. Dog faeces – it was agreed that the stencils provided by EDDC were ineffective. A camera or sensor may be more effective. ACTION: CLLR RICHARDS to research suitable products and costs. Traffic in Common Lane – concern was expressed regarding the size of the lorries going up the hill. It may be necessary to consider traffic restrictions as the road is so close to the cliff edge. ACTION: CLLR KNIGHT will raise this matter with DCC Highways officers. Bpcmins0504016AD 1 Beach huts – urgent maintenance of the balustrade on the Eastern side of the beach is required. ACTION: CLLR POOK will raise this matter with EDDC officers. A further surgery will take place on 9 April at the Cancer Research Table Top Sale at the Mariners’ Hall. The Clerk will produce a schedule of future dates for surgeries which will hopefully be held in conjunction with the ‘Have Your Say’ police surgeries. ACTION: CLERK  Co-option for the two Parish Councillor vacancies will take place at the Parish Council meeting on 3 May 2016.  The Clerk queried progress on the amendments to the s106 agreement for Short Furlong – Cllr Pook advised that English Rural Housing will need to write to EDDC to request amendments to the s106 agreement. The Clerk will liaise with ERH. ACTION: CLERK  A letter has been received by EDDC outlining changes to legislation for public open spaces. Public Spaces Protection Orders will replace some existing bye-laws and all dog control orders. Council confirmed that all existing bye-laws in Beer were introduced by Axminster Rural District (predecessor of EDDC).  A grant of £1174.80 has been received from the Parishes Together Fund for additional drain clearance in the village. The grant must be spent by March 2017.  The EDDC Chairman will be holding a garden party on 12 June to celebrate the Queen’s 90th birthday party – parishes are invited to nominate community representatives to attend. Council agreed to nominate Eric & Hilary Cozens who have both made a significant contribution to the local community.

8. 9. Defibrillator for the beach – to agree plan of action Cllr Clinch reported that the Fisherman’s Association had given its agreement for the defibrillator to be installed on the wall of the Fishermen’s Huts. The Clerk will order the equipment and arrange installation. ACTION: CLERK

10. Training Day actions – to review progress A Parish Council Action Plan has been compiled from the results of the Training Day held in December 2015. Priority areas and tasks for action have been identified. The Council agreed to review progress on a quarterly basis. Cllr Westlake and Cllr Graham are lead members for the environment priorities and had previously circulated a report to Councillors. A site visit will be arranged with EDDC officers to review the action points highlighted in the report. An update will be provided at the May meeting. ACTION: CLLR WESTLAKE & CLLR GRAHAM

Bpcmins0504016AD 2 The reinstatement of the full X53 service is an identified priority within the Action Plan. Cllr Westlake was pleased to report that the full time table has been reinstated for the summer.

11. Schedule of meeting dates for 2016/17 to approve The Council resolved to approve the schedule of meeting dates for 2016/17.

12. EDDC asset transfer – to approve Asset Transfer Plan and Financial Model The Asset Transfer Plan and Financial Model have now been formally submitted to EDDC and the Parish Council awaits feedback.

13. Beer Coastal Community Team – to receive an update: The Beer Coastal Community Team Business Plan has now been submitted to the Coastal Communities Alliance and the Parish Council awaits feedback. A Steering Group meeting will be scheduled to prioritise funding for the short term projects.

14. Neighbourhood Plan – to receive an update and reports from the Steering Group A Steering Group meeting is due to be scheduled to organise the launch of the draft Neighbourhood Plan and the programme of public consultation.

15. Planning: Minutes from the Planning Committee meetings held on 1 March and 17 March 2016 had been previously circulated. The Council resolved to accept the recommendations of the Planning Committee. RESOLVED

16. Reports of EDDC and DCC Cllrs including matters for attention Cllr Pook, EDDC had provided a full report at the Annual Parish Meeting.

17. Reports of Parish Council representatives on other bodies:  Cllr Green reported that the improvement works to Lanehead footpath had now been successfully completed.  Irresponsible use of public footpaths was raised as an issue at the Annual Parish Meeting. CDE has expressed concern about the potential for disruption and damage to livestock when members of the public with dogs stray from public footpaths. Discussion took place regarding the provision of clear maps of local public footpaths. Funding may be available from P3 or the Coastal Community Team.  Cllr Makepeace reported that the Horticultural Society wished to donate a tree to commemorate the Queen’s 90th birthday. Councillors suggested that the tree should be planted in the memorial garden on the Jubilee.
