2011 CAEP Annual Luncheon was an Outstanding Success!
On January 14, 2011, CAEP President Ricke C. Foster opened the Annual Luncheon meeting and welcomed the largest group of attendees and industry guests ever. CAEP would like to thank Philadelphia Mayor Michael A. Nutter for taking time out of his busy schedule to speak at this year’s Luncheon.
Mayor Nutter proudly mentioned many projects that CAEP members have worked on in the City of Philadelphia and commended all for their hard work in building and rebuilding the city’s infrastructure. One project he spoke of in particular is the South Street Bridge project which was completed by Driscoll Construction Company and opened ahead of schedule. The Mayor also talked about upcoming projects such as the FAA $5.2 billion expansion project at the Philadelphia International Airport, and that there will be forthcoming announcements for projects to go out for bid from the Philadelphia Water Department and the Parks & Recreation Department.
After the Mayor’s speech, members and guests enjoyed an excellent meal while Greg Redmond, Chairman of the Tellers Committee, read the names of the new Board of Directors for the 2011-2012 terms. Best of luck to them. ELECTION OF CAEP BOARD OF DIRECTORS

Tom Corbett Sworn in as Pennsylvania’s 46 th Governor
Tom Corbett was inaugurated on January 18, 2011 as Pennsylvania’s 46th Governor. In his address, Corbett acknowledged the challenges he’ll face, including a likely multi-billion dollar budget deficit this year. , He promised to push for reform measures, and to shrink the size of government. The governor is expected to release more details from a legislative reform package in the coming days and He will present his budget plan to lawmakers in early March.

INDUSTRY NEWS UPDATE! City Of Philadelphia Again Delays Diesel Emissions Retrofit Bid Requirement
As previously reported in CAEP Bulletin # 46 dated July 13, 2010, please be advised that the City of Philadelphia will continue its directive to not enforce the diesel retrofit requirement for contractors until further notice. Diesel Emissions language had been removed from all invitations/bids. Please report any irregularities to this office. We will continue to meet with the city and keep the membership updated as information becomes available.

ENR Selects Michael Kennedy, General Counsel of AGC as One of Its Top 25 Newsmakers in 2010 ENR has selected AGC’s General Counsel, Michael Kennedy as one of its top 25 newsmakers for 2010. Top newsmakers are chosen for their innovations and achievements, for giving back to the industry and the public, and for going beyond the duties of their day-to-day jobs. Michael Kennedy was selected for his successful two-year effort to get California’s Air Resources Board to delay and significantly reduce its off-road diesel emissions rules. In a two- year journey filled with sometimes contentious board and private meetings, Kennedy took the industry’s lead in addressing the issue and negotiating a compromise, which occurred on Oct. 8 and was confirmed by CARB on Dec. 16. Due to the recession, the rules have been revised and now are based on far lower estimates of off-road diesel- equipment emissions. In addition, the start of requirements will be delayed until Jan. 1, 2014.
Winners will be honored at a gala in New York City on April 7, 2011. The winner of ENR’s Award of Excellence, has been chosen, and will be the subject of their cover story in the April 11 issue of ENR magazine. Prices for materials used in construction jumped 0.9 percent in December and 5.4 percent in all of 2010. Association officials warned that the price squeeze on contractors is likely to intensify in 2011 as global demand for construction materials grows and domestic demand for construction services remains weak. Ken Simonson, the association’s chief economist noted that prices soared at double-digit rates over the year for four key construction materials. Diesel fuel prices climbed 2.3 percent in December and 28 percent in 2010; steel mill product prices rose 0.5 percent and 12.5 percent respectively; copper and brass mill shape prices were up 1.3 percent and 12 percent; and prices for aluminum mill shapes rose 12 percent over the year, despite a 0.2 percent dip in December. OSHA 300 Log Summary Sheets Reminder
The OSHA 300 Log Summary Sheets must be posted in a conspicuous location on February 1, 2011. The Summary Sheets need to be kept posted until April 30, 2011.
