GRADE: 3 – (SCP 10-11 / £15,238-£15,507) TYPE: 37 Hours per week (Full Time) This is on a rota basis across 7 days Contract Type Initially Fixed Term (18 Months). This is subject to a review of the service after 12 months after which notice will be given that the role either becomes permanent, or would end at the 18 month point (giving 6 months notice). Annual Leave 23 days (in addition to bank and public holidays) Pension Auto-enrolled into NEST after probationary period (3% Employer’s contribution) Other Benefits  Uniform  Use of Council Enforcement Vehicle when on duty within Newquay (subject to full clean driving license and meeting insurance conditions) Other information  This post is full time.  The Council requires that the post holder is not engaged in any other employment without expressed written consent from the Council.  The hours of work will be across 7 days a week and so some evening and weekend work will need to be undertaken  The post-holder may be required to work on bank holidays. JOB DESCRIPTION

Post title: Open Spaces Operative Service: Facilities and Open Spaces Responsible to: Open Spaces Supervisor Responsible for: N/A Job purpose To work proactively as the Town Council’s primary response to tackling open spaces issues that cannot be addressed by other authorities or are enhancements to the baseline work of other responsible authorities. Main duties / responsibilities 1. To be aware of your responsibility under Health & Safety law, taking reasonable care of yourself, your colleagues, other contractors and members of the public at all times whilst at work, you should be familiar with the process of risk assessment, comply with safe systems of work and should actively promote a safety culture within the workplace.

2. To work with the Open Spaces supervisor to Risk Assess all Town Council Open Spaces assets including play areas, picnic areas, car parks, gardens and footpaths.

3. To adopt necessary measures to be able to work outdoors in a variety of weather conditions to ensure continuity and service targets are met.

4. To take pride in your delivery of the entire range of open spaces maintenance operations in line with best practice to the highest standards of horticulture, constantly striving for continuous improvement.

5. To keep yourself up to date with the licenses and qualifications needed to use the range of horticulture related machinery and equipment, to notify the Open Spaces Supervisor of training that is needed, of licenses and qualifications that are about to expire (in good time) and to ensure you have the necessary knowledge to competency use unfamiliar equipment.

6. To carry out a pre-use visual safety inspection and the day to day maintenance of horticulture related machinery, such as the daily checking of oil levels/ greasing.

7. To not use defective machinery and report defects.

8. To ensure tools and items of equipment are kept clean, sharp and stored safely/securely. To not use defective tools or equipment and report defects. 9. To participate in the clearance of litter, weeds etc. from all areas, including designated footpaths and that all bins are emptied maintained.

10. To carry out minor tree works.

11. To store, handle and apply pesticides in line with your training and best practice, being aware of environmental impacts and keeping the necessary records.

12. To assist with event management including, marshaling duties, traffic management, signage, barriers etc., and these duties will require you to carry out weekend and evening working on occasions.

13. To assist the Council’s officers with the inspection of properties (as relevant) and open spaces, to ensure the compliance regimes applicable to Council buildings, facilities and open spaces are adhered to, with the ability to carry out these duties in those officer’s absence.

14. To take part in the removal of excess seaweed in accordance with protocols for designated beaches, when required.

15. To maintain, replace and install new seats, shelters, notice boards and other street furniture as directed.

16. To work alongside and assist appointed volunteer groups in the delivery of community projects. This may involve supervising such groups and individuals from time to time.

17. To drive Council vehicles in a courteous and safe manner, ensuring all are kept clean and tidy

18. To adhere at all times to the policies and instructions of the Council.

19. To undertake training and be prepared to support the Enforcement Officer in the issuing of Fixed Penalty Notices to members of the Public if breaches are witnessed.

20. The above list is an example of the duties and there will be other duties that might reasonably be required within the general scope of the post. Key relationships The post holder may have contact with the general public as well as internal colleagues, including the CCTV Manager, Enforcement Officer, Facilities Staff, Town Clerk’s Office Staff, Open Spaces Supervisor and the Town Clerk. Where the post holder resides is therefore something the Council will need to consider in order to ensure the potholder can effectively manage their time.
