DAVIESS COUNTY BOARD OF EDUCATION RECORD OF BOARD PROCEEDINGS (MINUTES)

The Daviess County Board of Education met pursuant to notice for a Board meeting in Owensboro, KY on February 20, 2014 at 6:00 p.m. The meeting was held at the Daviess County Board of Education Office located at 1622 Southeastern Parkway.

Daviess County Board of Education members are: Mr. Frank G. Riney, III, Chairperson, Mr. P. Mike Clark, Vice-Chairperson, Mrs. Dianne B. Mackey, Ms. Merritt Bates-Thomas, and Dr. Randall E. King, M.D.

#267 I. CALL TO ORDER CALL TO ORDER Mr. Frank Riney, Chairperson, called the meeting to order.

#268 II. ROLL CALL ROLL CALL All Board members were in attendance. Superintendent Owens Saylor, Recording Secretary Peggy Inklebarger, Assistant Superintendent Julie Clark and Assistant Superintendent Matt Robbins were also in attendance.

#269 III. MOMENT OF SILENCE MOMENT OF SILENCE The Board observed a moment of silence. #270 IV. PLEDGE OF ALLEGIANCE PLEDGE OF Burns Elementary School students led the board members and guests ALLEGIANCE in the Pledge of Allegiance. The students also recited the Burns Bobcat Pledge.

#271 V. DCBE MISSION STATEMENT MISSION STATEMENT Mr. Mike Clark, Board member, read the Daviess County Board of Education Mission Statement. #272 COMMUNICATIONS VI. #274 VIII. SUPERINTENDENT’S REPORT SUPERINTENDENT’S VIII-A. Superintendent’s Remarks REPORT Mr. Owens Saylor updated the Board of Education on current activities and welcomed everyone to the meeting.

VIII-B. Recognition of High Attendance Due to missed school days due to inclement weather, the attendance period has not been completed.

VIII-C. Recognition of KMEA All-State Choir The Board recognized students who were selected to participate in the Kentucky Music Educators Association All-State Choir.

VIII-D. Recognition of Gatorade Kentucky Girls Cross Country Runner of the Year DCPS Board members and Superintendent Saylor recognized Whitney O’Bryan of Daviess County High School for being named the 2013-14 Gatorade Kentucky Girls Cross Country Runner of the Year.

VII-E. Recognition of Team USA The Board recognized Coach Marcus Kimbrell, head football coach at DCHS who was invited to serve as assistant coach for Team USA in a game against the Canadian national team. Two students, Chase LeCroy and Samuel Spiceson were selected to compete in these games and were also honored by the Board and Superintendent Saylor.

VII-F. Burns Elementary School Presentation Burns Elementary School staff and students presented an overview of activities and instructional programs.

X-B. KINDERGARTEN SCREENER REVIEW Ms. Jana Beth Francis shared information in reference to the Kindergarten Screener.

XI. CONSENT AGENDA #277 Mr. Frank Riney, Chairperson of the Daviess County Board of APPROVED CONSENT Education, entertained a motion to approve the consent agenda. AGENDA Mike Clark made a motion to approve the consent agenda and Merritt Bates-Thomas seconded. Voting yes: All Board members. Consent Agenda Items are outlined below:

XI-E. Consider Approval of School Fundraisers Approved fundraisers for the following schools: Audubon, Country Heights, Meadow Lands, Sorgho and West Louisville elementary schools, Burns and College View middle schools and Apollo, Beacon and Daviess County high schools.

XI-G. Consider Approval of the Preliminary Site-Based Allocations for the 2014-15 School Year The Board reviewed and approved the Preliminary Site-Based Allocations for the 2014-15 School Year

XI-H. Consider Approval Non-Resident Contracts for the 2014-15 School Year (DCPS students attending other school districts) The Board approved the Non-Resident Contracts with Webster, McLean, Hopkins, and Union counties and Owensboro Independent.

Some Non-Resident contracts were approved at a previous board meeting.

XI-I. Consider Approval of Early Graduation Requests The Board approved the early graduation requests for the following students as outlined below.

Per district policy #08.1132, two students are requesting permission to graduate early.

These students have met the ACT benchmarks.

1) AHS student # 1 - Junior, anticipated graduation May 2014. ACT benchmarks have been met, will attend Western Kentucky University in August 2014.

2) AHS student # 2 - Senior, anticipated graduation February 2014. ACT benchmarks have been met, has full time employment.

XI.Ia. Consider Approval of Early Graduation Requests with Special Conditions The Board approved the early graduation requests for the following students as outlined below.

Per district policy #08.1132, three students are requesting permission

3) DCHS - student # 3 - Senior, anticipated graduation February 2014, accepted to Owensboro Community and Technical College

Note: This approval is contingent upon all three students meeting College and Career Readiness Benchmarks. All benchmarks must be met before early graduation will be awarded.

XI-J. Consider Approval of the February 18, 2014 Board Meeting Minutes The Board approved the February 18, 2014 Board meeting minutes.

XII. ACTION ITEMS

XII-A. Consider Approval of Bills #278 Mr. Matt Robbins recommended the Board approve the bills as APPROVED BILLS follows:

Payroll $8,623,692.66 General Fund $2,483,290.53 Special Revenue Fund $97,881.00 Construction Fund $127,632.29 Debt Service Fund $665,394.76 Food Service Fund $332,695.23 After School Program Fund $14,368.91 Warrant Total $12,344,955.38

Randy King moved to approve the recommendation and Mike Clark seconded.

XII-B. Consider Approval of Bid #14-01 School Pictures Bid #14-01 (School Pictures) was opened on Tuesday, February 4, #279 2014. Invitations to bid were mailed to four prospective bidders and APPROVED BID #14-01 two bids were received for consideration. This bid covers the 2014-15 (SCHOOL PICTURES) school year with a renewal option for two additional school years.

As part of this bid, each vendor was asked to supply a list of additional services that they would provide to the district. Graham Studios did not offer any additional services. Mr. Matt Robbins, Assistant Superintendent said “based on past experience and the additional services Lifetouch offered, we recommend the board award this bid to Lifetouch even though their prices are slightly higher. We feel the services offered outweigh the difference in price.”

Mr. Matt Robbins recommended the Board approve Bid #14-01 as outlined above.

Merritt Bates-Thomas moved to approve the recommendation and Dianne Mackey seconded.

XII-C. Consider Approval of Carpet and Linoleum RFP This RFP will be used for summer projects to replace flooring. The #280 planned projects for summer of 2014 will be the complete replacement APPROVED CARPET of flooring at WES and DPES. AND LINOLEUM RFP Mr. David Humphrey recommended the Board award the RFP to CDI Flooring (Carpet Decorators Inc.).

Mike Clark moved to approve the recommendation and Dianne Mackey seconded.

XII-D. Consider Approval of Completed Plans and Specifications for DCHS

#281 Previously, the board approved schematic and development design for APPROVED this project, which narrowed the scope of the project. The completed COMPLETED PLANS plans and specifications are the final documents for bidding and AND SPECIFICATIONS construction. The plans and specs were reviewed at the luncheon on FOR DCHS February 18, 2014.

Mr. David Humphrey recommended the Board approve the Completed Plans and Specifications for DCHS.

Randy King moved to approve the recommendation and Dianne Mackey seconded.

XII-E. Consider Approval of BG3 Form for Renovations at DCHS The BG3 Form contains the architect’s statement of probable cost for #282 this project. Total construction cost $4,961,000.00; Total Project Cost APPROVED THE BG3 $5,571,720.00. FORM FOR RENOVATIONS AT Mr. David Humphrey recommended the Board approve the BG3 for DCHS renovations at DCHS.

Merritt Bates-Thomas moved to approve the recommendation and Mike Clark seconded.

Voting yes: All Board members present.

XII-F. Consider Approval of Completed Plans and Specifications at CHES #283 Previously, the board approved schematic and development design for APPROVED this project, which narrowed the scope of the project. The completed COMPLETED PLANS plans and specifications are the final documents for bidding and AND SPECIFICATIONS construction. The plans and specs were reviewed at the luncheon on FOR CHES February 18, 2014.

Mr. David Humphrey recommended the Board approve the Completed Plans and Specifications for CHES.

XII-G. Consider Approval of BG3 Form for Renovations at CHES #284 The BG3 Form contains the architect’s statement of probable cost for APPROVED BG3 FORM this project. Total construction cost $1,669,000.00; Total Project Cost FOR RENOVATIONS $1,899,870.00. AT CHES Mr. David Humphrey recommended the Board approve the BG3 for renovations at DCHS.

Randy King moved to approve the recommendation and Mike Clark seconded.

XII-H. Consider Approval of BG1 for Flooring Replacement at DPES and WES #285 The estimates for the BG1 are derived from the recent RFP for APPROVED BG1 FOR flooring materials and labor. The planned projects for summer of FLOORING 2014 will be the complete replacement of flooring at DPES and WES. REPLACEMENT AT DPES AND WES Mr. David Humphrey recommended the Board approve the BG1 for Flooring Replacement at DPES and WES.

Merritt Bates-Thomas moved to approve the recommendation and Dianne Mackey seconded.

XIV-B. Construction Report The Board reviewed the current construction report.

February Construction Report

Daviess County High School Following the plans and bid spec approval, the documents will be sent to KDE for final approval. The project must be advertised for 21 days before the bids can be opened so the bid opening will be scheduled for March 18, 2014 at the Maintenance Department.

The main components of the renovation work will be the upgraded HVAC system in the classrooms, expanded administration area, and the improved special needs area. Minor work to be performed will include the replacement of the PA system and emergency generator.

Country Heights Elementary The process for final approval will be the same as the DCHS project. The bid opening will be conducted on the same day so both bids will be presented at the March meeting.

The primary work will be the renovation of the HVAC system to improve humidity control. Ceiling tile and flooring will be replaced in most of the building. Small components of this project will include the improvement of the fire alarm system and the emergency generator.

Carpet Replacement Moving forward with the goal to remove carpet from all classrooms, we plan to replace carpet at DPES and WES. Carpet will remain in office areas and the media center to aid with sound control in large spaces.

XIV-C. Report of Field Trips This is a written report of field trips. Cost is covered by approved school travel budgets, fundraisers, and parent support.

1) AHS – Wrestling competed in a tournament in Calloway County, KY, January 24-25, 2014 2) DCHS – Band attended a music clinic located at the University of Louisville, January 24-25, 2014 3) DCHS – JCL attended the state convention in Louisville, KY, January 31-February 3, 2014 4) DCHS – Band performed in the KMEA Wind Ensemble in Louisville, KY, February 5-6, 2014 5) DCHS – Band participated in the Morehead State Band Clinic at Morehead State University, February 13-15, 2014. 6) AHS – Band participated in the Morehead State Band Clinic at Morehead State University, February 13-15, 2014. 7) AHS – Wrestling will competed in the Regional Tournament in Larue County, KY, February 14-15, 2014. 8) DCHS – Band will participate in the Murray State Band Clinic at Murray State University on February 20-22, 2014 9) AHS – Academic Team will compete in the state Governor’s Cup in Louisville, KY, March 15-17, 2014.

XIV-D. Report of Grants Received No grants to report

XIV-E. Review Revisions to Procedure #09.11 AP.2 (Transfer/Tuition Guidelines) The district tuition/transfer guidelines and form are reviewed and updated, if needed, annually. This year’s changes are (1) establishing a window for submitting tuition/transfer requests from March 1-June 30, (2) specifying that issues with attendance, behavior or quality of

XIV-F. Review Revisions to Policy #09.11 (School Attendance Areas) (First Reading) Revisions have been made to Policy #09.11 (School Attendance Areas) in order to address overcrowding in our schools. This will allow us to create a cap size limit and revise attendance zones as needed.

This policy will be presented for approval at the March 20, 2014 Board meeting.
