MINUTES OF THE ORDINARY MEETING OF MELBURY ABBAS AND CANN GROUP PARISH COUNCIL 6TH DECEMBER 2017 , HELD AT THE VILLAGE HALL

2017.70 PUBLIC OPEN FORUM

Mr. Lindsey asked about the status of the planning application for Mr. A. Sampson. Clerk to ascertain details and forward to Mr. Lindsey. Parish Council has approved the application. Cllr. Weston advised that NDDC have now approved it. Cllr. Mitchell advised that there was a lot of local support for it.

2017.72 MINUTES OF THE LAST MEETING

Minutes of the last meeting read and approved.

2017.73 MATTERS ARISING

None

2017.74 DECLARATIONS OF INTEREST

Members were asked to re-read the agenda for this meeting and to make any declarable interests known. Cllr. Webber advised he would have to declare an interest if the Commons was discussed. All would have an interest in road matters.

2017.75 REMINDER AS TO MEDIA POLICY

Members reminded as to the Council's policy.

2017.76 UPDATE COUNTY COUNCILLOR

Local government re-organisation has been approved and the final decision due to be

1 taken after the 8th January. It is hoped that East Dorset will also be part of this reorganisation which will be a new council and not a merger.

He advised that the number of councillors will be reduced. Elections will take place in 2019. There are plans for a boundary review before the elections.

2017.77 UPDATE DISTRICT COUNCILLOR

Mrs. Langham reminded the council that the consultation for the Local Plan is taking place.

A consultation is taking place concerning public areas where dogs can be permitted.

2017.78 FINANCE REPORT

Account Balances - PO - £2517, Treasurers Account £10910, Instant Account £5777.

Cheques to be minuted: Stephen Coles £365 and £170. Clerk's salary 1.10.17 to 31.12.17 £531.71. Hall Rental £15. Village Hall Grant £1000.

Proposed budget for year to 31.3.19 has been previously circulated. Precept was agreed with the current inflationary increase. Some changes to be made to expenditure and to be recirculated to councillors. To be formally accepted at the February meeting.

Training needed for the defibrillator. This can be provided by the British Heart Foundation. Clerk to contact secretary of the Village Hall Committee to ascertain what they need with regard to training.

Two SIDS will be provided by DCC. Mr. Phillips said that a SID is required for the 20 mph zone in Melbury Abbas.

Change of external auditor for next year.

May 2018 new Data Protection regulations will be effected and this will involve some changes to how the Parish Council handles personal information. Clerk to ascertain level of changes.

2017.79 REPORT FROM COMMITTEE CHAIRMAN

a. Roads Advisory

An update was given on the recent Cabinet meeting at DCC concerning HGV options in the A350 Corridor. This Council supported options 5 (advisory signs) and option 6 (weight restriction) on the C13.The Cabinet opted for the voluntary one way system

2 as is current with an additional VMS in Melbury Abbas. Mr. Carr- Jones said that they felt this option was the less difficult but he was surprised there was no officer recommendations - this was probably because they know how difficult the situation is and that the real solution is a by-pass.

Mr. Reynolds felt that this latest decision by DCC will affect the North Dorset economy.

Cllr. Webber felt that careful consideration needs to be given to DCC's decision and that all the Parish Council's concerns get put to them. His two thoughts are if someone dies as a result of emergency services getting stuck in Melbury Abbas and not able to attend who is going to take the responsibility at the Coroners Court. He felt that the weight restriction requirement needs to be part of a liaison with Wiltshire County Council.

Mr. Porter pointed out that resurfacing of SE Hill which is one of the proposals will not be of any use whatsoever. Mr. Reynolds stated that Wiltshire County Council have agreed to a weight restriction at Tollard Royal

Mr. Carr Jones stated that it is essential that the land for the eastern by-pass in Shaftesbury is retained for this purpose. The Chairman said that the Council now needs to decide how it wants to respond to DCC's decision. It is not known whether the additional VMS will work - should we wait to see if it works? General feeling was that it won't work.

Mr. Carr-Jones felt that the Parish Council were in a strong position to negotiate with DCC as to what it wants. After discussion it was agreed that the solicitor the Chairman has briefed on the whole situation be asked to write to DCC pointing out the various errors DCC has made in reaching this latest decision and to undertake legal action (Judicial Review) if deemed necessary. The Chairman advised that he and a few of the residents of Melbury Abbas will pay for this initial letter to be prepared and sent, but would ask that more members of the public offer financial support in the future if the decision is made to go forward. b. Planning

The proposal being mooted by Mr. Proctor for a car park at Abbey School in return for planning permission for a house - it was agreed that more information is required before this can be considered further.

Planning application for Captains, Foyle Hill. Mrs. Langham has received a complaint from a neighbour that they were not notified as to this planning application. She asked that the Parish Council extends such information where possible.

3 Cllr. Weston reported that HMP Guys Marsh are erecting a smoking shelter but it is not in the position that was agreed. Mrs. Langham to investigate.

Mr. Carr Jones advised that the Planning Department is being restructured.

Cllr. Mitchell advised that the Parish Council has looked at 4 applications in the last quarter. Mrs. Langham advised that the construction of a building at Foots Hill had received planning permission in 2010.

c. Guys Marsh

No report.

d. Footpaths and Trees

A footpath sign at the end of White Pit Lane needs reinstating.

e. DAPTC Committee

Cllr. Webber to attended the Northern AGM and will attend the next meeting in January.

2017.80 NEIGHBOURHOOD PLAN UPDATE

NDDC have approved the split between Shaftesbury and this Parish Council. A survey has been drafted and grants monies applied for. Volunteers will be needed to assist. Aim to complete within one year. This parish is at risk until its Neighbourhood Plan is complete. Cllr. Webber to ascertain whether there is anyone at Guys Marsh who could assist.

2017.81 REPORTS FROM OUTSIDE BODIES

a. Airfield

Cllr. Sturgess advised that he has spoken to the staff at the Airfield to get an update on current activities. No major complaints have been received. Overall movements are static; also visiting aircraft. 40,000 visitors per annum. Employ 40 people. 13 and 14th July 2018 aerobatic days. Air race finished. Mr. Porter said there is one particular plane that he has complained about that is noisy. Cllr. Mitchell asked whether the Airfield has a complaints book because he too has made a complaint. Cllr. Sturgess will ask about the procedures for dealing with complaints. Also to ascertain whether they are planning to fly drones from the Airfield.

b. Village Hall and Millennium Group

2017.82 TRAVELLERS

Travellers have gone. Are there plans to put ditches etc in at the Twyford end of the Commons to prevent travellers from returning? Detail to be sent to Mr. Carr-Jones for action.

2017.83 SHAFTESBURY HOSPITAL UPDATE

No meeting has yet been arranged. Cllr. Webber feels that perhaps the momentum has been lost and the hospital could be back on the closure list within a few years time.
