RE: Definition: Hotspot

The definition below is of what the Displaced People Unit: Law Enforcement defines as a hot spot when dealing with street people.

Any street people/vagrancy, complaint which is received continuously and is causing a safety hazard, nuisance, health hazard, harassment, unlawful occupation of buildings and land or social needs to the immediate area of such complaint.

Safety hazard: * Making of fires along and under bridges, in open fields and in buildings * The criminal acts that are carried out by some of these street people/vagrants which may lead to injury of people and property? *The contravention of city By-Laws and Laws *The safety risk to the street people who occupy the highways and freeways and to the motorists using these highways and freeways

Nuisance: * Those street people/ vagrants who continue to scream and shout, use abusive Language, fight, perform anti-social behaviour all hours of the day and night as per the By-Law: BY-LAW RELATING TO STREETS, PUBLIC PLACES AND THE PREVENTION OF NUISANCES

Health hazard: * Those street people/vagrants who urinate and defecate in public *The storage and accumulation of items used for recycling which is dumped in public open spaces, parks, buildings, in the roadway and on sides walks

Harassment: * Those street people/vagrants who engage in aggressive begging *The car guards who harass patrons for money (The informal car guards who comes into an area on a daily basis from a community is NOT included in this definition)

Unlawful occupation of buildings and land: *Any city owned building or property which is unlawful occupied.

Any person who erects, attempts to erect any form of

Structure for the purpose of unlawfully occupying it as a home or temporary shelter

Social needs: *Any street person/ vagrants who indicate they are in need of social intervention. (These cases are handed over to Social Development) . DPU will monitor the situation should these people refuse the social intervention offered to them? The complaint then will be handled under one of the other headings above

This hotspot definition applies to city property only as DPU: Law enforcement has no jurisdiction on private owned land
