The Argonia City Council met in regular session at 7:00 p.m. on 12/4/17 at the City Hall Meeting Room. Alan Brundage presided. Council members Bob Randall, Don Phillips, Scott Jones Jim Pierce and Wayne Vineyard were present. Also present were Thor Martin, Rick Dolley, Michaela Divoll, Paul Conklin – Fire, Chrissy Bartel - EMS, Kevin McCurley - Maintenance, Patrick Chapman – Police and Mindy Mages - City Clerk.

A quorum was present.

Mayor Alan Brundage called the Regular Council Meeting to Order at 7:00 p.m.

CONSENT AGENDA

 Minutes Vineyard moved to accept the regular minutes for 11/6/17, Jones seconded, motion carried 5-0.

 Bills Randall moved to pay the bills from, 11/01/2017 thru 11/30/2017, in the amount of $76,297.13, Jones seconded, motion carried 5-0.

OPEN FORUM

 Thor Martin Martin talked with the council about extending his agreement on the house at 222 N. Main to June 30, 2018. Council discussed the reasons that he was unable to meet the deadline of December 31, 2017. Jones made a motion to approve the extension for 222 N. Main Street to June 30, 2018, Pierce seconded, motion carried 4-1, Vineyard was nay. Martin had the 4 council members and the mayor sign the extension approval for his files.

DEPARTMENTAL BUSINESS

 Chrissy Bartel – EMS Bartel spoke with the council about the situation regarding the redistricting in Sumner County and what the options are at this point. Bartel stated that the Norwich EMS is not sure what else to do other than accept the amount that was offered from the Commissioners and try to make it work while taking the loss of funding. Norwich EMS feels very strongly that the letter accepting this offer should be sent to the Commissioner from the Argonia City Council asking that they reconsider but accepting the decrease in funding. Council agreed and asked that Mages prepare a rough draft and send it in the morning to have the council review and make changes.  Paul Conklin – Fire Conklin talked with the council about the fire department volunteers Christmas gift for 2017. Vineyard made a motion to approve the 17 fire department volunteers to each receive $100 Christmas gift, Randall seconded, motion carried 5-0.

 Kevin McCurley – Maintenance McCurley updated the council on the water treatment plant. McCurley stated that they are going through the punch list of the last few items left to do and working with them on a regular basis on issues that might come up. McCurley stated that Wilson and Company would probably be at the next meeting in January to update the council and try to schedule an open house for the water plant.

 Mindy Mages – City Clerk Mages discussed the current payment due to APAC for the water treatment plant. Vineyard made a motion to approve the payment to APAC for $42,326.97, Pierce seconded, motion carried 5-0. Mages discussed the CMB licenses awaiting approval from Full Moon Bar & Grill one for consumption on the premises and one to purchase and take off premises. Vineyard made a motion to approved CMB licenses for Full Moon Bar and Grill for on and off premises, Jones seconded, motion carried 5-0. Mages discussed the deed for 320 N. High to be given to USD 359 after payment of $4,000 is received. Randall made a motion to approve the deed for 320 N. High to USD 359, Jones seconded, motion carried 5-0. Mages advised the council of the different responses she received in regards to the audit and budget fees from other cities of the 3rd class. Mages expressed that no other city clerks were aware of any changes in regards to auditors being involved in the budget. Mages stated that most city clerk’s said that their auditors do the entire budget with very little input, but that the fees for this were very random. Jones made a motion to approve the 3 year contract with Cooper, Pierce seconded, motion carried 5-0. Mages asked if it might be alright to have a going away party for Brundage after over 20 years of service as Mayor of Argonia. Mages suggested that January 8, 2018 at 6:00 pm might be appropriate given that all the members of the council and new mayor would be in attendance. Mages said that she would announce the party in the paper and have cake and punch for people to come and go before the city council meeting at 7pm, council agreed.

 Patrick Chapman - Police Chapman updated the council on the status of a few abandon properties and the status of those parties involved. Chapman said he hadn’t taken any animals to the pound and the highway safety program is working well, most truckers and cars are slowing down. Chapman requested a bullet proof vest and gave a quote for the council to discuss. Vineyard made a motion to go into executive session with Chapman to stay to discuss non-elected personnel at 7:58pm for 30 minutes, Pierce seconded, motion carried 5-0. Brundage came out of executive session at 8:28pm, stating no binding action was taken. Vineyard made a motion to go into executive session with Chapman and Divoll with Motorola to stay to discuss non-elected personnel at 8:28pm for 20 minutes, Pierce seconded, motion carried 5-0. Brundage came out of executive session at 8:48pm, stating no binding action was taken. Vineyard made a motion to purchase the Motorola radio and camera system that was presented by Divoll for $11,302.72, Jones seconded, motion carried 5-0. Randall made a motion to approve the bullet proof vest for Chapman in the amount of $1,840.00, Vineyard seconded, motion carried 5-0. MAYOR

Brundage updated the council on the purchase of the A-Mart and that it will be opening back up very soon. Brundage stated that the owner had bought a lot in the new addition to possibly build a new house for the manager.

COUNCIL

Wayne Vineyard

Vineyard made a motion to go into executive session to discuss non-elected personnel at 8:58pm for 10 minutes, Jones seconded, motion carried 5-0. Brundage came out of executive session at 9:12pm, stating no binding action was taken.

Bob Randall

Randall stated that he would like to make the open forum available for people that show up at the meeting and would like a chance to speak to the council unannounced or not on the agenda. Randall thought it would be nice to let people have a 3 minute or so time limit to address the council instead of waiting until the following meeting, council agreed.

ADJOURNMENT

A motion to adjourn was made by Vineyard seconded by Randall. On motion duly made, seconded and carried 5-0, the meeting thereupon adjourned at 9:14 p.m.
