NAPA COUNTY BOARD OF EDUCATION September 2, 2014 A Regular Meeting of the Napa County Board of Education was called to order at Call to Order 4:02 p.m. on Tuesday, September 2, 2014, at the St. Helena High School, 1401 Grayson Avenue, Room J-1, St. Helena, California, with President Don Huffman presiding. Members Present: Ken Slavens, Jennifer Kresge, Lisa Lindsey, Janna Waldinger, Steve Orndorf, and Ann Cash.

At the request of Jennifer Kresge, Item 7.C. (Discuss Board Retreat) and Item Approval of 7.D. (Report from Board Evaluation Ad Hoc Committee) were moved to the next Agenda meeting due to the earthquake. The Agenda was approved, as revised, on a motion by Mrs. Kresge and a second by Mrs. Waldinger.

The Minutes of August 5, 2014 meeting were approved on a motion by Mr. Approval of Minutes Slavens and a second by Mrs. Cash. The vote was as follows: Ayes - Ken Slavens, Ann Cash, Jennifer Kresge, Don Huffman, Steve Orndorf, and Janna Waldinger. Noes - None. Abstained – Lisa Lindsey.

Dr. Nemko welcomed guests to the presentation of the 2015 Napa County 2015 Napa County Teacher of the Year and recognized school administrators, elected officials and Teacher of the Year their representatives. Dr. Nemko gave a brief history of the event and explained Presentation the selection process. This year there were 133 Napa County teachers nominated for the honor of being named Napa County Teacher of the Year. The three finalists were Rebecca Lacau (Salvador Elementary), Vicki Sims (Robert Louis Stevenson Middle School), and Travis Title (Vintage High School). Teacher of the Year is Christopher O’Connor, science teacher at St. Helena High School. A video highlighting each of the teachers was shown.

Mr. O’Connor was presented a proclamation from Senator Lois Wolk and Assemblywoman Mariko Yamada, and a Congressional proclamation from Congressman Mike Thompson. Dr. Nemko presented a plaque from the Napa County Office of Education.

After a reception honoring the teachers, the regular agenda was resumed at 5:45 Reception to Honor p.m. Teachers

1. Dr. Nemko reported she received a letter from the California Department of Correspondence, Education stating the State Superintendent of Public Instruction approved Communications, NCOE’s Local Control and Accountability Plan (LCAP) for the 2014-2015 and Reports school year. 1 Napa County Board of Education September 2, 2014 – continued

Dr. Nemko announced Josh Schultz is receiving the California County Correspondence, Superintendents Educational Services Association’s (CCSESA) 2014 Star Communications, Award for his work on the Business and Administration Steering Committee and Reports - (BASC) at the October quarterly meeting in Death Valley. Continued

3. Dr. Nemko announced Shelton Yip will be recognized in November at the 2014 Association of California School Administrator’s (ACSA) Leadership Summit as the 2014 Special Education Administrator of the Year.

4. Dr. Nemko suggested nominating Assemblywoman Susan Bonilla for the California County Boards of Education’s Outstanding Legislator Award and the Board unanimously supported the nomination.

5. Dr. Nemko reported a representative of the Sacramento Kings called and would like to assist post-earthquake Napa by organizing a basketball event, including a barbeque, for 250 afterschool students. They will be sending two buses of their staff to help. They also want to help with repairs from the recent earthquake.

6. Dr. Nemko invited the Board members to attend the Principals’ Breakfast scheduled for Thursday, September 4, 2014, beginning at 8:00 a.m.

7. Dr. Nemko announced the Napa County Reads kickoff will start on September 18th with a tour of Peter Menzel and Faith DiAluisio private cave where they will be showing teachers their world famous exhibit, Hungry Planet. There will also be refreshments provided by Chef Elizabeth Skylar.

8. Dr. Nemko announced on November 13th the Napa Valley Film Festival has a day just for students at the Lincoln Theater highlighting films on overcoming adversity.

9. Mr. Huffman reported on a program called Ag 4 Youth which is a nonprofit, agriculturally-focused community organization offering after-school programs designed to support and assist disadvantaged and at-risk youth ranging from ages 9-19 years. Each student participant raises one or more project animals to show in the local fair. He suggested NCOE apply for a grant to participate in this program.

No action was taken on Consent Agenda Item 4.B. (Board Member Consent Agenda Item Compensation). 4.B. On a motion by Mrs. Cash and a second by Mrs. Kresge, the Board approved Adoption of Resolution Resolution 2014-16 certifying the need for an exception to the 180-day waiting 2014-16 – Exception to period for the appointment of Matilde Woolworth as an hourly time sheet the 180-Day Wait employee (retired annuitant) to train the new librarian. Mr. Slavens noted he emailed the Board members CSBA’s governmental Discussion, Review, relations positions on legislation and sponsored legislation. Josh Schultz, Deputy Superintendent, noted the proposed Solar Power Purchase Proposed Solar agreement has been on the agenda multiple times and we are ready to move Power Purchase forward. He noted the savings will be significant and the project will more than Agreement (PPA) pay for itself.

Future agenda items: 1) Report on the Final Unaudited Actual Expenditures and Future Agenda Income for 2013-2014, 2) Discuss Board Retreat, 3) Discuss Board Evaluation, 4) Items CCBE Annual Conference Report, 5) Update on the Facilities Master Plan and Design for a Proposed Community School, and 6) Budget Update.

On a motion by Mrs. Waldinger and a second by Mrs. Lindsey at 6:37 p.m., the Board moved to adjourn the meeting to continue on Tuesday, September 23, Continuation of 2014, at 4:00 p.m. in the Napa County Office of Education’s Conference Room September 2, 2014 A, at 2121 Imola Avenue, Napa, California, to hold a public hearing as required Meeting to be held by Government Code 4217 and consider a resolution approving the proposed September 23, 2014 Solar Power project.
