It follows that the role of educational institutions must be to help students increase their capacity to make intelligent choices for themselves – to learn how to think, rather than what to think. The alternative, indoctrination, is improper for educational institutions in a free society. Foundations of Democracy Curriculum Rationale
Course Description: The purpose of this course is to train preservice teachers to assume the responsibility of teaching core concepts associated with civic education. The course will involve preservice teachers in the learning process in ways that reflect a high regard for each person as they reflect and deliberate on the various topics presented as part of the course content. A balance will be sought between respect for the legal and political system and constructive criticism about its application to specific cases. Preservice teachers will use intellectual tools for critical thinking and discuss the political system and institutions of government from a variety of perspectives.
Program Goals: The overall program goals is to prepare preservice teachers for the task of teaching Democracy and Human Rights in high schools in Bosnia and Herzegovina.
An effective preservice teacher education program for civic education: Civic Knowledge Builds a strong, balanced base of civic knowledge for understanding and reflecting on the substance, context, and history of democracy in Bosnia and Herzegovina and the role of the citizen. Cognitive Civic Skills Provides strategies that enhance cognitive civic skills for analyzing and thinking critically and constructively about public issues and civic life. Participatory Civic Skills Models active learning strategies that promote high levels of discourse among students to develop participatory civic skills, and Civic Dispositions Recognizes the necessity for fostering opportunities that develop civic dispositions that recognize, protect, and promote equality for each person and the common good of the community and practicing civic virtue.
Unit Titles: The course will be divided into five units: 1. Foundations of Democracy 2. Constitutional Democracy 3. Democracy and Human Rights in Bosnia and Herzegovina 4. Democracy and Civil Society 5. Bosnia and Herzegovina in Process of Globalization
Learning Objectives: For the following five units, the students will be able to do the following:
Unit 1: Foundations of Democracy a. Describe the historical development of democracy b. Compare and contrast various models of democracy with non-democratic political systems c. Develop practical solutions to social and political conflicts. Unit 2: Constitutional Democracy and the BiH Constitution(s) a. Analyze the role of the major principles in a constitutional democracy b. Explain the difference between limited and non-limited government. c. Discuss why it is necessary for checks and balance in the government d. Describe the role of the Constitution of BiH and its entities e. Describe the BiH Constitutional protection of human rights f. Identify the levels and roles of government in BiH g. Describe the foundations and purpose of the rule of law
Unit 3: Democracy and Human Rights in Bosnia and Herzegovina a. Describe the development of human rights in history b. Evaluate human rights in BiH today. a. Describe the responsibilities of BiH citizens and human rights
Unit 4: Democracy and Civil Society b. Compare and contrast Liberalism and market economy c. Develop a profile of an ideal citizen d. Describe the roles, responsibilities and effectiveness of NGOs in BiH. e. Develop strategies for effective education for democracy f. Evaluate the role of media in a democratic society c. Develop possible solutions to problems that could be addresses through public policy.
Unit 5: Bosnia and Herzegovina in Process of Globalization a. Evaluate the role of the United Nations in Bosnia and Herzegovina b. Describe the form and function of European integration for Bosnia and Herzegovina c. Describe the relationship of Bosnia and Herzegovina with neighboring countries d. Judge the effectiveness and responsibilities of International organization in Bosnia and Herzegovina Methodology Preservice teachers will be presented with interactive teaching strategies, which are an inalienable part of this course and the content. The focus will be on teaching preservice teachers how to think rather than what to think. Preservice teachers will be involved in methodology that connects conceptual content with everyday experiences in personal and political realities. Preservice teachers will participate in hands-on activities and active learning strategies such as evaluating primary documents, participating in cooperative learning, conducting simulated public hearings, developing portfolios, participating in mock trials, etc.
