PART A - REGISTERING & QUALIFICATIONS

1. All Officials shall be registered with the ODHA/ODMHA in accordance with the policies of the Canadian Hockey Officiating Program (CHOP) as noted in the CHOP Manual.

2. Officials are not eligible to officiate in ODHA/ODMHA sanctioned games until: a) “…they have attended and passed a recognized CHOP clinic at the appropriate level during the season in which they are officiating”. {Per Article 10, paragraph 2 of the ODMHA Regulations} b) They have registered & paid any/all fees, dues and or fines set by and owing to the ODHA, ODMHA and/or the ODHA/ODMHA Officiating Program PRIOR TO the season commencing. c) To obtain current season CHOP Certification and register as an ODHA/ODMHA Official, the fees are: LEVEL 1999/2000 2000/2001 2001/2002 2002/2003 2003/2004 LEVEL I $85.00 $85.00 $85.00 $85.00 LEVEL II $95.00 $95.00 $95.00 $105.00 LEVEL III $95.00 $95.00 $95.00 $105.00 LEVEL IV $100.00 $100.00 $100.00 $105.00 LEVEL V $100.00 $100.00 $100.00 $105.00 LEVEL VI $100.00 $100.00 $100.00 $105.00 Note: Individual Districts/Clinics reserve the right to add extra fees to cover costs of facilities, administration and local/District Officiating Program initiatives.

3. Officials, who attended a CHOP clinic and were registered during the previous season, have until the last scheduled ODHA/ODMHA CHOP clinic of the current season to be eligible to officiate further ODHA/ODMHA sanctioned games in the current season.

4. The ODHA/ODMHA Policy for officials who fail their CHA National certification exam is as follows: a) The official may drop one full Level and continue to officiate for the season at that Level. b) Pay a $25 Fee and attend another full day ODHA CHOP certification clinic

5. All games in the ODMHA shall be refereed by ODMHA registered officials: a) Minimum of ONE (1) Level II referee is required for ALL games involving competitive (registered) teams. i) Exceptions to this requirement may be considered only in emergency situations. b) Minimum Level II Referees are recommended for ALL three (3) man system games. Note: Under a three- (3) man system, linesmen may be Level I officials. c) Minimum Level III (or higher) officials are recommended for all Midget, Juvenile and SENIOR level games.

6. SENIOR All first year ODHA Senior Officials are considered to be on probation for one (1) full season. a) Game performances will be assessed during the season, and a decision may (will) be made to either retain or release the official from further Senior Body assignments within the ODHA at any time. b) This probation period may be shortened for officials transferred into the ODHA during the season.

7. MINOR - AA/A All first year ODMHA AA/A officials are considered to be on probation for one (1) full season. a) Game performances will be assessed during the season, and a decision may (will) be made to either retain or release the official from further Minor AA/A assignments within the ODMHA at any time. b) This probation period may be shortened for officials transferred into the ODMHA during the season.

8. It is highly recommended AND expected that all officials in the ODHA/ODMHA study and review the Canadian Hockey Association (CHA) Rule Book, CHA Case Book, and the CHA Officiating Procedures Manual on a regular basis. It is the official’s responsibility to keep up to date and informed of what is expected of them both on and off the ice as an official in the ODHA/ODMHA. a) It is the official’s responsibility to obtain these resource materials (from the ODHA Office) if they do not already have them.

9. Officials who have intentions to upgrade their CHA Certification must meet ALL of the prescribed requirements for that appropriate level.

a) The official MUST complete the ODHA/ODMHA CHOP Certification upgrade Form and submit it to the CHOP Instructor at their next ODHA/ODMHA CHA CHOP Clinic to be eligible for advancement. b) The Official MUST consult directly with their DISTRICT REFEREE-IN-CHIEF to ensure they have met all the prescribed requirements to advance up to their LEVEL II or LEVEL III designation. c) The criteria for advancement to the following levels is as follows:

i) LEVEL II  The official must obtain a minimum of 70% on the Level II CHA National Exam  The official must pass a practical on-ice evaluation/supervision (minimum of 1), completed by a qualified Branch Supervisor.  To be fully CERTIFIED at Level II - The above Supervision(s) must be completed at:  a minimum ATOM Referee level  The official must contribute to his Association or District a minimum 2 hours of volunteer time as determined by his District Referee-In-Chief

ii) LEVEL III  The official must be fully certified at Level II and have refereed a minimum of one full year at that level.  The official must obtain a minimum of 80% on the Level III-IV CHA National Exam  The official must pass a practical on-ice evaluation/supervision (minimum of 1), completed by a qualified Branch Supervisor.  To be fully CERTIFIED at Level III - The above Supervision(s) must be completed at:  a minimum BANTAM Referee or MIDGET Lines level  The official must contribute to his Association or District a minimum 4 hours of volunteer time as determined by his District Referee-In-Chief

iii) LEVEL IV  Officials may attend a Level IV Seminar by Invitation ONLY. After receiving an invitation, the official must then submit an application, which must also be accompanied by a recommendation from the officials District Referee-In- Chief, or by the ODMHA Referee-In-Chief.  The ODHA/ODMHA Level IV/V Selection Committee then must review and approve the application.  The official must be fully certified at Level III and have refereed a minimum of one full year at that level.  The official must obtain a minimum of 80% on the Level IV National Exam  The official must pass a practical on-ice evaluation/supervision (minimum of 1), completed by a qualified Branch or CHA Supervisor.  To be fully CERTIFIED at Level IV - The above Supervision(s) must be completed at:  Minimum MIDGET Referee or JUNIOR Lines level.  The official must contribute to his Association or District a minimum 8 hours of volunteer time as determined by his ODHA or ODMHA Referee-In-Chief  The official must also complete a Post Seminar Task by the due date as specified at the Level IV Seminar.

iv) LEVEL V  Officials may attend a Level V Seminar by Invitation ONLY. After receiving an invitation, the official must then submit an application, which must also be accompanied by a recommendation from the ODHA Referee-In-Chief.  The ODHA/ODMHA Level IV/V Selection Committee then must review and approve the application.  The official must be fully certified at Level IV and have refereed a minimum of one full year at that level.  The official must obtain a minimum of 80% on the Level V National Exam  The official must pass a practical on-ice evaluation/supervision (minimum of 1), completed by a qualified Branch or CHA Supervisor.  To be fully CERTIFIED at Level V - The above Supervision(s) must be completed at:  A minimum JUNIOR B Referee or CIAU Lines level.  The official must contribute to his Association or District a minimum 10 hours of volunteer time as determined by his ODHA or ODMHA Referee-In-Chief.  The official must also complete a Post Seminar Task by the due date as specified at the Level V Seminar

PART B - GENERAL REGULATIONS AND POLICIES

1. Officials are NOT ALLOWED to consume alcohol or take any other “illegal” substances on the day of a game. a) Immediate AND indefinite deletion from the active assignment list. A hearing before the appropriate ODHA or ODMHA Officiating Program Committee (or Discipline and Appeals Committee) will be required for any official “caught” under this regulation.

2. CRESTING...All officials will wear ONLY approved ODHA or ODMHA cresting when officiating ODHA/ODMHA assigned games. a) Officials must have ALL appropriate ODHA or ODMHA CRESTING properly secured to their official’s jersey for ODHA/ODMHA sanctioned games. This is required to be completed immediately after having taken and passed their ODHA/ODMHA CHOP Clinic for that season. b) Name bars are NOT ALLOWED for ODMHA level games (except for designated ODMHA special events or authorized ODMHA exhibition games). c) Officials are NOT PERMITTED to wear any ODHA/ODMHA or CHA cresting while working unsanctioned hockey (i.e.: summer, High School, recreational hockey, etc,). d) Officials found guilty of Cresting offences will be subject to disciplinary action.

3. SMOKING is NOT permitted within the confines of the official’s dressing room.

4. UNAUTHORIZED VISITORS are not allowed in the Referee Dressing Room prior to, during, and after any sanctioned ODHA or ODMHA hockey game. It is the responsibility of all officials working that game to ensure that a “professional” appearance and perception is maintained with regards to your activities in the Referee Dressing room.

5. DRESS CODE... Failure to comply with the following dress code can result in a fine being imposed and/or loss of assignments... refer to the District Code of Discipline where applicable. a) To and From the Arena: i) Dress Slacks ii) Dress Shirt & TIE (turtleneck acceptable) iii) Sport/Suit Jacket or Sweater b) On-ICE: i) Black CSA approved Helmet with CSA approved Visor properly attached ii) Black & White striped official’s jersey with approved cresting (Clean!) iii) Black Trousers or referee pants (Clean and pressed!) iv) Polished skates (with clean WHITE laces). c) Not To Be Worn: i) Jeans ii) Team or Club Jackets (ODHA/ODMHA Officials Jackets are acceptable) iii) Baseball Style Caps iv) Running Shoes

6. Officials attending ODHA or ODMHA Disciplinary hearings will adhere to the Dress Code outlined in paragraph 5A).

7. MAXIMUM GAMES PER DAY policy for All officials working in the ODHA and ODMHA is as follows: a) Maximum 3 games in a row b) Minimum Break equivalent to the number of games worked in a row in part a) c) Maximum 6 GAMES can be officiated in any one (1) DAY! For example: If an official works 2 games… he must then have a minimum 2 game break before going back on the ice to officiate again... If he then did 3 more games in a row… he would have to then take another minimum break for 3 games before going out to do his 1 more game allowed (his 6th - Maximum for 1 Day!)

8. OFF-ICE DUTIES & REPONSIBILITIES a) Officials must consider SAFETY as the first issue and consideration when dealing with any off-ice incidents. b) Officials should NOT get involved in breaking up any fights or altercations/gatherings that occur off the ice surface (This should be the coaches and managers responsibility). The officials are instructed to observe and take notes of all incidents and actions (by parents, coaches, players, etc.) that occur. c) Officials should only get involved in extreme circumstances (i.e.: where there is a risk of injury to a player without intervention by an official)

9. LEADERSHIP a) Officials are expected to provide leadership at all hockey games both on and off the ice. This applies regardless of what capacity he/she is in at that game (i.e.: official, player, coach, or fan!). i) When at a game in a non-officiating capacity, an official should ensure that his/her actions support the officials on the ice. b) If an official is at the game as a player or coach and must speak to one of the on-ice officials, he/she should do so calmly and politely. Setting a positive example will have a great influence on other players, coaches and fans. c) If an official is at a game as a parent or fan, he/she should try and set an example for the other fans by not “questioning” the on- ice officials calls.

MINOR d) If an official attending a MINOR hockey game has a legitimate concern regarding the conduct of the on-ice officials, he/she should contact the ODMHA Referee-in-Chief, ODMHA Director of Supervision and/or the ODMHA Director of Officials who is the liaison person for the level of hockey in question to express themselves.

SENIOR e) If an official attending a SENIOR hockey game has a legitimate concern regarding the conduct of the on-ice officials, he/she should contact the ODHA Director of Officials who is the liaison person for the level of hockey in question to express themselves

PART C - GAME ASSIGNMENTS & MEETINGS – MINOR AA/A & SENIOR

ODHA/ODMHA OFFICIATING PROGRAM CONSTITUTION- Code of Conduct & Code of Discipline (August 27,2000) 6 OTTAWA DISTRICT HOCKEY ASSOCIATION OTTAWA DISTRICT MINOR HOCKEY ASSOCIATION OFFICIALS CODE OF CONDUCT & CODE OF DISCIPLINE

1. The appropriate ODHA or ODMHA assignor (or their designate) must approve all Officiating Game Assignments (including exhibition games) at the Minor AA/A or Senior Body Level before an official can accept them from a coach, team or fellow official.

2. RETURNING GAMES at any time to the assignor may result in a service fee/fine being assessed. Consideration will be given to extenuating circumstances for returning games. MINOR a) Officials may be fined up to the GAME FEE for any game returned to the assignor within 48 hours of the scheduled start time. (see MINOR FINES & POINTS CHART) SENIOR b) Officials may be fined up to the GAME FEE for any game returned to the assignor within 24 hours of the scheduled start time. (see SENIOR FINES & POINTS CHART)

3. If it is determined that an official is habitual at returning games, his/her assignments will be curtailed until he/she has met with the appropriate ODHA or ODMHA Director of Discipline.

4. It is permissible, although not encouraged, to return an ODMHA Minor Linesman assignment to accept an ODHA Senior Body Referee assignment. a) Minor REFEREE assignments should always take precedence over Senior LINE assignments.

5. Officials should be the first on and last off the ice for all ODHA and ODMHA sanctioned games. a) Officials who are not on the ice by the scheduled game time (or prior to both teams stepping on the ice), or who leave the ice prior to both teams exiting off the ice (without justifiable reasons) will be subject to fines and/or disciplinary action. (see FINES & POINTS CHART)

6. MEETINGS are to be regarded the same as an assigned game. a) If an official is unable to attend a meeting, it is his/her responsibility to notify the assignor prior to the meeting

GAME ASSIGNMENTS & MEETINGS MINOR AA/A 7. TRADING GAMES between officials of the same rating is preferred and recommended prior to returning games to the assignor. a) Both officials MUST call the assignor to confirm the change. b) Under NO circumstances shall a game be traded to an official at a lower rating without prior consultation and approval from the ODMHA Referee-In-Chief (and/or ODMHA Director of Supervision).

8. LATE & NO-SHOWS... officials MUST BE at the arena or in the vicinity of the officials dressing room within 20 MINUTES prior to the scheduled start of their assigned game. The guideline for ALL officials to be at their game should be 30 Minutes!) a) Officials are obligated to report other officials who are LATE or who are NO-SHOWS prior to 20 minutes before game time to allow time for the assignor to attempt making arrangements to get another official. Any official found not reporting late or No- Shows shall be subject to the same disciplinary actions as the offender. b) If only two (2) officials report for a schedule 3 man system Minor A/AA Assignment: i) If one official is rated at that level or higher, the game will be officiated with a 1 Referee – 1 Linesman System. The most Senior Referee will be the Referee. ii) If neither official is rated at that level or higher, the game will be officiated in a two-man system. iii) If there is any concern from the coaches. Officials should ensure the situation is noted on the back of the game sheet and have BOTH coach’s sign that they agree to playing the game with a 2-man system.

9. MISSED ASSIGNMENTS... Any official who is a no-show for a 2nd A/AA assigned game will be immediately deleted from the active assignment list for the balance of the season. a) Should the 2nd “missed” assignment occur after February 1st of the current season, the deletion will include the First Month of the regular season for the following year. b) The official has the right to appeal his “deletion” by submitting his reasons for his “no-shows” and request for re-instatement, which will be reviewed by the ODMHA Officials Discipline and Appeals Committee.

10. TRAVEL for Minor Assignments – Minor officials MUST follow the same procedures as noted for Senior officials in sect. E-11 and sect. E-12. a) Where game fees are billed, Mileage allotment will be determined by the ODMHA Assignor based on who is driving and travel distances of all officials working that game.

GAME ASSIGNMENTS & MEETINGS – SENIOR 11. Officials should travel as a crew for Senior Assignments where ever possible. a) The assigned REFEREE will be responsible for ensuring that appropriate travel arrangements have been made with his/her linesmen. b) These arrangements should be made at least 36 Hours (if time permits) prior to game time (including in town games) c) Procedure for travel arrangements: i) Third official given the assignment WILL CALL the other two (2) officials, ii) The second official given the assignment will call the first official

12. GAME FEES & MILEAGE a) Under NO circumstances shall an official enter into a confrontation with a team official about game fees or mileage. Accept what fees are offered and report the incident to the Director of Officials within 24 hours. b) Mileage is calculated from the point of origin of the Referee. c) Mileage is to be allocated as follows: i) 2/3 of mileage fee is to go to the driver. ii) 1/3 of the remaining mileage fee is to be divided amongst the other two- (2) officials. iii) In-town officials will receive local mileage. Note: Common Sense/fairness should be used when distributing mileage to officials who are coming from different areas.

13. TRADING GAMES is NOT allowed between officials for any Senior Body assignment. a) An exception may be made only under emergency situations.

14. LATE & NO-SHOWS... officials MUST BE at the arena or in the vicinity of the officials dressing room within 45 MINUTES prior to the scheduled start of their assigned game. a) Officials are obligated to report other officials who are LATE or who are NO-SHOWS prior to 30 minutes before game time to allow time for the assignor to attempt making arrangements to get another official. Any official found not reporting late or No- Shows shall be subject to the same disciplinary actions as the offender. b) If for unforeseen circumstances, the crew is delayed or unable to report for any SENIOR assignment, contact the arena and the assignor IMMEDIATELY (a Collect Phone Call will be accepted by the Senior Assignor) c) If only two (2) officials report for a SENIOR Assignment: i) Attempts may be made to get a local Minor Linesman where possible. ii) The game will be officiated with a 1 Referee – 1 Linesman System. iii) The rate to be charged will be for 1 Referee + 1 Linesman + FULL Mileage.

15. MISSED ASSIGNMENTS... Any official who is a no-show for Senior Body game will be immediately deleted from the Senior active assignment list until he/she has met with the ODHA Officiating Committee. a) Any official who is a no-show for a 2nd SENIOR assigned game will be immediately deleted from the active assignment list for the balance of the season b) Should the 2nd “missed” assignment occur after February 1st of the current season, the deletion will include the First Month of the regular season for the following year. c) The official has the right to appeal his “deletion” by submitting his reasons for his “no-shows” and request for re-instatement, which will be reviewed by the ODHA Officials Discipline and Appeals Committee.

PART D - GAME SHEETS & GAME INCIDENT REPORTING

1. GAME INCIDENT REPORTS a) ALL of the following situations (as required by the CHA RULEBOOK ) must have a written GAME INCIDENT REPORT completed; i) Fighting, ii) 10 Minute Misconduct in last 10 Minutes, ODHA/ODMHA OFFICIATING PROGRAM CONSTITUTION- Code of Conduct & Code of Discipline (August 27,2000) 8 OTTAWA DISTRICT HOCKEY ASSOCIATION OTTAWA DISTRICT MINOR HOCKEY ASSOCIATION OFFICIALS CODE OF CONDUCT & CODE OF DISCIPLINE

iii) Game Misconduct, iv) Gross Misconduct, v) Checking from Behind (Minor, Major or Match), vi) Match Penalties.

2. GAME INCIDENT REPORT CONTENTS a) The following must be included in all game incident report submissions: i) A copy of the official Game Sheet, and, ii) An ODHA/ODMHA Officials Game Incident Report Form... Note: the back of the CHA official game sheet has a Game Incident Report form, which may be used! (You must keep a copy for your records!)

3. GAME INCIDENT REPORT SUBMISSIONS a) The referee has a responsibility to ensure that any/all Game Incident Reports are forwarded by Fax (within 24 hours) to: i) DISTRICT LEVEL - Including All House League Hockey, and all within DISTRICT competitive level games  The appropriate Association/District Office, Convenor, or District Chairperson... Note **: or as determined by the association/District Referee-In-Chief and specified in their District Code of Discipline where the incident occurred. ii) COMPETITIVE LEVEL - Including All AA, A, B Inter District or Inter Branch games  The ODMHA OFFICE {FAX# 224-4625 (goal)} (or emailed to [email protected]).  The original Game Sheet & Game Incident Report must also be forwarded immediately (after being Faxed) By MAIL (Post- Marked within 48 hours) in the envelope provided by the home team or, if no envelope provided, to the ODHA office. (You must keep a copy for your records)  If the offence is for rule 71 (Molest of an official) then a phone call should be made immediately to the ODMHA Referee-in- chief, ODMHA Director of Officials, or to the ODMHA Director of Discipline. Phone numbers may be found at www.odharefs.com  FOR UCMHL Games, Reports MUST be faxed to Sue Sloan {Fax#: } iii) SENIOR BODY LEVEL – Including ALL Junior A, B and C level games  the ODHA OFFICE {FAX# 224-6079}  The original Game Sheet & Game Incident Report must also be forwarded immediately (after being Faxed) By MAIL (Post- Marked within 48 hours) to the ODHA office. (You must keep a copy for your records)

b) It is imperative that Game Incident reports are written neatly and reported properly (including proper Rule references). Please see examples in your ODHA/ODMHA Officials Binder.

SENIOR 4. JUNIOR “A” - All major/match penalty situations involving player on player situations MUST be graded on a scale from 1-10 based on the severity of the infraction (example: 1 being very minor and 10 being more serious…) a) ALL Junior “A” game Incident Reports should also be forwarded by Email to the CJHL c/o George Jodoin at [email protected]

5. PHYSICAL ABUSE of OFFICIALS (RULE 71) GAME INCIDENT REPORTS a) Any situation covering a Physical Abuse of Officials {rule 71} Match Penalty, in addition to being faxed in per the appropriate game level guidelines, MUST be reported directly BY PHONE to: i) the District Referee-In-Chief(for DISTRICT LEVEL incidents), ii) ODMHA Referee-In-Chief or ODMHA Director of Supervision (for Minor COMPETITIVE LEVEL incidents), or iii) ODHA Referee-In-Chief AND ODHA Director of Officials (for SENIOR BODY LEVEL incidents) Note: For ALL Rule 71 incidents, Officials must ensure the detailed written Game Incident Report is forwarded as soon as possible after the game, or the following day (within 24 hours!). It is recommended that ALL officials involved complete and submit within 24 hours, a written game incident report to the ODHA Referee-In-Chief AND ODHA Director of Officials.

PART E - DISCIPLINE & SUSPENSIONS

1. The ODHA/ODMHA Officials Code or Conduct and Code of Discipline shall be the governing document relating to all matters concerning suspensions/deletions from the active assignment lists or disciplinary actions for ALL officials in the ODHA/ODMHA.

2. District Officiating Programs may utilize their own code of Discipline for District matters. Note: They are encouraged to follow the same guidelines as this document and be stricter where required.

3. SENIOR The ODHA Referee-In-Chief, after consultation with the ODHA Officiating Committee, shall have the final authority with respect to disciplinary actions, suspensions, and/or deletions from active assignment lists pertaining to all ODHA Senior Body hockey.

4. MINOR The ODMHA Referee-In-Chief, after consultation with the ODMHA Officiating Committee, shall have the final authority with respect to disciplinary actions, suspensions, and/or deletions from active assignment lists pertaining to all ODMHA hockey.

5. SUSPENSIONS/DELETIONS from active assignment lists or other disciplinary actions may be assessed for: a) Conduct Unbecoming b) Refusing to accept or obey rulings of the district or leagues c) Unfair, unsportsmanlike or ungentle man/lady like conduct by officials on or off the ice. d) Persistent infringement of the Officials Code of Conduct or Code of Discipline e) Any other actions as determined by the ODHA and/or ODMHA Officiating Program Executive.

6. Any official under ANY suspension (Minor or Senior) shall not participate in any games (including exhibition games) as a player, referee, off-ice official, or team official in the ODHA or ODMHA until such suspension has been served.

7. Any official under deletion from the active assignment list shall be considered “ineligible” to officiate on the particular assignment schedule only, until the term of deletion has been served. For example: an official “deleted from the active assignment list” from AA/A Minor hockey would no longer be eligible to work AA/A Minor hockey, but could still officiate Senior or District level hockey until the deletion term has been served.

8. District Referee-In-Chief’s have the full authority to administer the ODHA/ODMHA Code of Conduct and Code of Discipline for any matters involving their own District Officials, or other officials working in their District.

9. MINOR Association and/or District Referee-In-Chiefs MUST inform officials in writing for any suspension levied. a) A copy of the letter advising the official he/she has been suspended must be FAXED to the ODMHA Office c/o the ODMHA Referee-In-Chief. b) To allow officials an opportunity to appeal any District imposed suspension, wording in the suspension letter sent to the official MUST include the following: i) “Any appeal must be submitted/faxed to the ODMHA Office c/o the ODMHA Officiating Program - Director of Discipline”.

PART F - CODE OF DISCIPLINE - FINES & POINT SYSTEM - ODMHA

1. Discipline within the ODMHA will be dealt with on a combination of a point and fine system. 2. The ODMHA Officiating Program Executive – Discipline Committee, will deal with any complaints that are not listed in this code of discipline, in consultation with the appropriate District Referee-In-Chief. 3. All officials will begin the season with 10 points. 4. Officials who lose points will be able to regain any lost points after 45 calendar days from the last infraction. 5. Officials incurring a loss of 7 points will be required to attend a hearing convened by the ODMHA. 6. Officials incurring a loss of 10 points will automatically be deleted from the active assignment list for the balance of the season. 7. Any unpaid fines will be collected at registration the following year.

PART H - CODE OF DISCIPLINE - POLICY & APPEALS

1. District Referee-In-Chiefs have the authority to make variations (to better suit their District requirements) to the ODMHA Code of Discipline for use in Representative “B” and House League levels of officiating within their District. Note: A copy of any changes made should be forwarded to the ODMHA Referee-In-Chief for his/her information and file.

2. APPEALS a) Appeals Shall be made in writing within 96 hours of the decision rendered, to the appropriate Minor or Senior Referee Committee, with the appropriate appeal fee as required by that committee. b) At the discretion of the Committee hearing the appeal, the appeal fee may be returned in whole or in part to the appellant, where warranted. c) Officials are strongly encouraged to contact their Referee Rep or District Referee-In-Chief to assist them with any appeal or matter regarding discipline issues that come before the Referee Committee.

3. SENIOR ODHA OFFICIATING PROGRAM COMMITTEE a) In the event of an appeal, the ODHA Referee-In-Chief shall form a committee consisting of the following: i) ODHA Referee-In-Chief or Delegate, and ii) A minimum of ONE (1) ODHA Officiating Program Executive Member

4. MINOR ODMHA OFFICIATING PROGRAM COMMITTEE a) In the event of an appeal, the ODMHA Referee-In-Chief shall form a committee consisting of the following: i) ODMHA Referee-In-Chief or Delegate, ii) A minimum of ONE (1) ODMHA Officiating Program Executive Member, and iii) Minimum of ONE (1) District Referee-In-Chief.

7. MINOR ODMHA REFEREE-IN-CHIEF a) The ODMHA Referee-In-Chief, after consultation with the ODMHA Officiating Program Referees Committee, shall have the final authority with respect to disciplinary measures and/or suspensions for ALL ODMHA on-ice officials.

PART I - ODMHA & ODHA OFFICIATING PROGRAM COMMITTEES

MINOR 1. The ODMHA Referees Committee will consist of the following voting positions: a) ODMHA Referee-In-Chief as Chairman - (votes only when tied) b) ODHA Referee-In-Chief or designate - (1 vote), c) ODMHA OP Director of Officials - (1 vote), d) ODMHA OP Director of Supervision - (1 vote), e) ODMHA OP Director of Discipline - (1 votes), f) ODMHA OP Director of Finance - (1 vote), g) ODHA/ODMHA Female Development Coordinator - (1 vote), and h) ODHA/ODMHA Clinic Coordinator - (1 vote)

2. Persons wishing to hold positions on the ODMHA ODMHA Referees Committee (as noted in Part I – Section 1) must be: a) Nominated by the 2nd last ODMHA District Referee-In-Chiefs meeting held during the previous season. b) voted in to the position by the ODMHA District Referee-In-Chief Council and the current ODMHA Officiating Program Referees Committee at the last meeting of the season

3. The ODMHA District Referee-In-Chief Council Committee will consist of the following voting members: a) The ODMHA Officiating Program Executive Committee as described in Part I - #1, b) The elected Referee-In-Chief for each of the 13 ODMHA Districts (or their designated Alternate) - (1 vote each), c) The Outaouais Region Referee-In-Chief (or the designated Alternate) - (1 vote), and d) The Ottawa District Women’s Hockey Association Referee-In-Chief (or the designated Alternate) - (1 vote). Note: A designated alternate must be specified at a minimum of 1 official District RIC meeting prior.

4. ODMHA Referee-In-Chief meetings will be held on a regular basis throughout the season in order to provide information on ODHA/ODMHA Officiating Program events and officiating opportunities. a) Meeting dates for the year will be determined and confirmed at the first meeting of the current season.

5. A quorum at an ODMHA District Referee-In-Chief Council Committee will exist when a MINUMUM 6 of the 13 Districts are represented at a scheduled meeting.

6. It is imperative that District Referee-In-Chiefs attend ALL scheduled meetings (or at minimum send their alternate) so that ALL officials in their District are represented. a) Letters noting absences of the District RIC’s at designated district RIC meetings shall be forwarded to their respective District Chairperson, who may take further action as deemed necessary. b) PROXY votes are not allowed. Only members as designated in Part I – Section 3 will have voting privileges.

7. The ODMHA AA/A Officials will vote in Referee Reps who will represent Minor Officials concerns with the ODMHA Referee Committee as follows: a) OTTAWA - 2 Reps b) KINGSTON - 1 Rep c) CORNWALL - 1 Rep

SENIOR 8. The ODHA Referees Committee will consist of the following voting members: a) ODHA Referee-In-Chief as Chairman b) ODHA Director of Supervision c) ODHA Director of Officials d) At the discretion of a), b) and c) additional members may be added to the ODHA OP Referees Committee for temporary terms, or for voting on specific issues, where their knowledge and contribution warrants a vote.

9. The ODHA Referees will vote in 2 Referee Reps who will represent the Senior Officials concerns with the ODHA Officials Committee.
