Town of Watertown Plan Commission Minutes November 13, 2017
1. Present: S. Yates, T. Strobel, A. Roberts, D. Ludwig, J. Wendt. Excused: J. McManama
2. S. Yates made the motion to accept the agenda for November 13, 2017.
D. Ludwig seconded the motion accepting the agenda. Motion carried.
3. S. Yates reviewed the October minutes and moved to accept them as printed. A. Roberts seconded the motion to accept the October 16 minutes. Motion passed.
4. Dennis Zehren requested a variance at W5714 West Road, to replace the septic system with a mound system per the County’s request. The garage type home was given a building permit in 1982 and has been used as living quarters since. The ownership was transferred to a nephew in August of 2017. There are two buildings on the property with a shared well, and two separate holding tanks, but the property cannot be split. A. Roberts moved to table the request until further information can be received, of picture’s showing the building completion prior to the year 2000 and a copy of the original building permit with information regarding the property. A. Roberts seconded the motion to table the Zehren request with the contingencies. Motion accepted.
D. Ludwig seconded the motion to table the Zehren request. Motion accepted.
5. Adam Mundt returned with required information requested by the Plan Commission at previous meetings. He provided drawings of the facility and he is flexible with the location of the structure to be built. A perk test has be completed and approved for a mound system. S. Yates made a motion with the following contingencies: 100’ berm on each side of the property, with a 4’ high fence and tree’s planted. Down cast lighting to be placed rather than regular. A gravel parking lot with a dirt overlay, and signage according to Town and County regulations.
6. Nancy Last and her brother, Wilbur Miller with their Witte Lane property request, returned and provided information requested by the Plan Commission at a prior meeting. The County is asking that the driveway be placed on Beryl Drive rather than Witte Lane. D. Ludwig motioned to grant the request with stipulation that a professional engineer view the property and give his recommendation as to where the driveway can and should be placed, and as to giving access to the other lots. A. Roberts seconded the motion allowing the Last/Miller request with the stipulation. Motion which passed.
7. Jim Hill also returned to the Plan Commission with his request to split a one acre lot off a parcel he owns on River Road. He has had request required by the Plan Commission completed, with the lot area and location of the septic area marked. A. Roberts made the motion to grant the Hill request with the suggestion that the lot go to the back property line. S. Yates seconded the motion allowing the Hill request to be approved.
8. S. Yates moved to adjourn. A. Roberts seconded the motion for adjournment. Motion carried.
