Dr. Hoffmann has over fifteen years of experience in global health. Starting with her Peace Corps service (1998 – 2000, Philippines), her work spans Africa, Asia, Latin America, and the United States. She believes that one should listen to a community’s needs prior to developing an approach – the essence of community- engaged programming. Her technical foci include child health, malaria, mental health, and physical activity, among others. She has worked for USAID and non-governmental organizations, and consulted for a wide variety of donor entities. Dr. Hoffmann has worked with Ministries of Health to develop National Behavior Change and Communication Strategies as well as assist in their implementation from national to community level. She has a strong skill set in innovative qualitative design and analysis, as well as blending qualitative analyses with quantitative data for a more robust mixed methods approach.

Since May 2013, Dr. Hoffmann has served as President and Senior Technical Advisor of INSIGHT: Innovative Social Change in Global Health, LLC, a Women-Owned Small Business consulting firm. In this capacity, she provides leadership and technical assistance related to social and behavior change communication (SBCC) and community based participatory research (CBPR) in a variety of capacities including: innovative qualitative research; capacity building; facilitation and training of trainers; strategic participatory planning, monitoring and evaluation; program design and implementation; strategy development; and technical reports, peer review articles, and proposal writing.

The 1993 World Development Report (WDR), Investing in Health, deemed strengthening accountability as one of the core elements of health sector reform. Engaging communities and community-based workers in the process of measuring health status of children, in assessing causes of deaths, in defining high-risk groups, and in measuring changes in mortality over time will enable governments to achieve levels of under-5 mortality according to their commitments. Models using a social accountability approach in various sectors and at different levels including community, district, and national level, were reviewed as part of this paper and are presented regarding the processes undertaken to increase accountability and improve health outcomes.

Co-author, National HIV and AIDS Behavior Change and Communication Strategy, Ghana Health Services, 2010 The purpose of the National strategy document is to guide the development, implementation, monitoring of the communication and behavior change component of HIV/AIDS prevention and control. The strategy was vetted by the National AIDS Commission, and currently being finalized for publication.

Co-author, National Malaria Behavior Change and Communication Strategy, Ghana Health Services, 2010 The purpose of the National strategy document is to guide the development, implementation, monitoring of the communication and behavior change component of malaria prevention and control. The strategy provides a planning framework aimed at defining communication and behavior change objectives, key target groups, messages, channels, and communication interventions at different levels. The strategy revolves around addressing the key determinants in behaviour for prevention and care seeking for malaria in order to improve the use of proven malaria prevention and control interventions with the ultimate goal of a long- term normative shift in malaria related behaviours among the key target groups nationwide. This strategy was launched by the Minister of Health on World Malaria Day, April 25th.
